Analysis Committee
editThe Analysis Committee was formed from the affiliates during late April and May. The Analysis Committee was planned to be composed of 9 representatives of affiliates (including all chapters, user groups, and thematic groups) from regions across the movement. One each from:
- CEE (Central & Eastern Europe);
- ESEAP (East and Southeast Asia, and the Pacific region);
- Sub-saharan Africa;
- Latin America and the Caribbean;
- MENA (Middle East and North Africa);
- North America (USA and Canada);
- Northern and Western Europe;
- South Asia;
- plus one for thematic affiliates.
There was no representative from the Northern and Western Europe or South Asia.
The selection process to form the Analysis Committee was defined by the affiliates, with support of the Elections Committee and the Movement Strategy and Governance team as needed.
The Analysis Committee evaluated the candidates against the skills and diversity, equity and inclusion criteria shared by the Board of Trustees. The Analysis Committee used the statements the candidates answered on their application to rate the candidates. The Analysis Committee rated candidates with a gold/silver/bronze framework. This rating was used to provide input to the affiliate organizations when they planned their vote. The details of the evaluation of each candidate will not be shared.
After the six candidates were selected during the affiliate organization voting process, the ratings of each selected candidate were published to inform the community vote. This process aims to find the best balance between sharing useful information and minimizing unnecessary exposure of candidates.

Process
editThe Analysis Committee worked from late May to mid-June. Details of their meetings and process can be found on the Analysis Committee Discussions.
The Board Selection Task Force and the Elections Committee developed a set of evaluation criteria for the Analysis Committee to evaluate candidates against. The Analysis Committee members assessed candidates individually. Only two Movement Strategy and Governance facilitators who supported the process had access to these individual scores.

editTimeline and Composition
editThe Analysis Committee started its work in late May and concluded its work in mid-June. SAARC (South Asia) and Western & Northern Europe did not have representatives on the Analysis Committee; no individuals expressed interest from these two regions and therefore abstained from this process. There were seven members on the Analysis Committee in total.
Rubric for Rating Candidates
editThe Board Selection Task Force and the Elections Committee developed a rubric (see image) for the Analysis Committee to evaluate candidates against the criteria. The Analysis Committee members started their assessments asynchronously and documented the scores in their individual folders set up by the Movement Strategy and Governance (MSG) team. Only two MSG facilitators (Mervat and Vivien) who supported the process, had access to their individual folders.
Analysis Committee Meetings and Decisions
editFirst Analysis Committee Meeting
editBy the consensus of the Analysis Committee, the members had their first meeting on 3rd June. In this meeting, the members introduced themselves, discussed the rubric and the rating exercise, and clarified their questions. The Analysis Committee members decided they will first finish their rating asynchronously before having another round of discussion.
Some Analysis Committee members expressed interest in seeking further feedback from their regional affiliates before completing their ratings; the MSG team confirmed the members can do so freely if they see the need, as long as this additional process does not become a public rating exercise.
During the meeting, a member raised the potential issue of rating "Structures of power and privilege" fairly, as candidates may not wish to disclose sensitive information and there are different levels of disclosures. There was also a discussion around taking into consideration that not all candidates have been given the same amount of opportunities in the past. The Analysis Committee agreed among themselves to keep certain flexibilities when assessing a candidate: if one demonstrates a good understanding of an area, or one has a great vision of how to support the Wikimedia Movement in this area in the future, the rating can be a bit more flexible. To be able to understand a candidate's knowledge or skill in a certain area, a committee member proposed to ask further questions to the candidates to understand their knowledge, experience and skills directly.
Second Analysis Committee Meeting
editAfter the completion of ratings by all Analysis Committee members respectively, the Analysis Committee had their second meeting on 14th June. In the meeting, the members shared their overall impression and feedback of the rating exercise. There were proposals made regarding the three areas below:
- Publishing the rating result of each criterion (gold/silver/bronze) to show more nuance than an overall rating of gold/silver/bronze.
- Publishing the mean score of each candidate to show differences between candidates in the same rating category or candidates who are close to another rating category. This was brought up to ensure equal terms for all the individual assessments.
- Removing “Structures of power and privilege” from the final rating calculation, considering that some candidates may have decided to not elaborate too much due to privacy reasons, and therefore some Analysis Committee members found it difficult to rate the candidates fairly without complete information. Some did not have an issue rating for this section and were able to assess candidates appropriately.
Final Decision on Publishing the Results
editThe feedback and proposals made by the Analysis Committee were brought for review. The Board Selection Task Force and the Elections committee reviewed all the proposals and took the proposal to publish the rankings of criteria (gold/silver/bronze), but grouping different areas into four in total, which are the following:
Wikimedia Background
- Consists of the rating of “Knowledge of Wikimedia Movement”
Sought Skills
- Consists of the ratings of the four specific skills named by the Board as desired skills
Sought Regional Experience
- Consists of the ratings of “Regional Experience” and “Cultural Fluency”
Human Rights and Underrepresentation Experiences
- Consists of the ratings of “Safe and trusted collaboration spaces, including advocating for human rights” and “Structures of power and privilege”
Following this decision, the MSG team has completed the calculation accordingly and asked the Analysis Committee to review the results.
Rating Results of the Analysis Committee
editThe Analysis Committee rating results were emailed to Affiliate Representatives on 20 June. The Analysis Committee rating results will be published here following the Affiliate Selection mid-July.
