Developing a new way to asses admin. editors. activities and allow "secret-shoppers" to volunteer to collect data and information, and allow evaluation of what that data means for the health of Wikipedia. Wikipedia is no doubt a good source of information. There is need for better marketing ( which is fulfilling the need, rather advertising for profits); Wikipedia should sign MoUs with all data providers (ISPs) / Telecom operators so that free internet access should be provided to everyone to access Wikipedia.
