Dear members of the Committee
First of all, I would like to wish you a happy and healthy new year. As you might remember, our community has already asked you several times (please see 1, 2 (2021), 3, 4 (2022)) for final approval of our test wiki to get out of the Incubator. But you still have not done it. I confess being quite disappointed, sad, kind of angry as well, because of that. It seems not fair. No offence intended. We meet the criteria. Please approve it. Finally. At last.
Arguments in favour:
- Corsican and Sardinian Wikipedia editions were approved long ago. Sassarese is a transitional idiom between those two. Though being closer to Corsican (therefore sometimes seen as part of Corso-Sardinian dialect continuum or macrolanguage), it is definitely neither the one nor the other. It stands for itself. Sassarese has its very own grammar, vocabulary, sound, orthography, also literature tradition. So, it deserves a proper wiki edition.
- About 96 % of MediaWiki's most important messages were translated into Sassarese. As well, 39 % of the respective core messages are available. (Please look here, comparable to Sardinian while there is a much lower percentage for Corsican.)
- Although there are over 2000 Sassarese articles, it is still in the Incubator while there are dozens of 'full version' Wikipedias with a much smaller number of articles (cf. List), which is unequal. So, Sassarese must get a fair chance.

- I'm no admin or member of the comittee, but I am a maintainer of a test project too, and I must warn you that one of the first criteria to have a test wiki approved is to develop its activity, that is: at least three not-grayed out active users on Catanalysis statistics (Requisites for Approval, Sassarese Wiki Request). This does not seem to be true for now (it was back in late-2022). About your second argument, both the Corsican and Sardinian wikipedias were created before Incubator (Corsican page on Incubator, Sardinian page on Incubator), therefore they never had to meet any policy here established (as it was for most main languages like Portuguese, German, French). There are indeed 2000 Sassarese articles, but are they any good? Having a look through the list of articles (Sassarese Sardinian Prefix Index), most of them are dates, and have no content at all. I must say that not only the number of articles count for its approval, but also their quality (Incubator Manual), and that's why many wikis have been approved with much smaller numbers of articles, their articles have quality. But don't be discouraged with this! I've been there since 2020 and I'm still working on my test wiki and trying to gather new people, creating new quality articles and improving the wiki itself. Sassarese Sardinian will have its chance as every other language has. I know you can do it ;)

Gurene / Frafra Wikipedia
editAfter there was an expert verification and no objection on the Language committee mailing list for the approval of the Wikipedia in the language with the code "gur", this can go forward.
The title is not too important. After discussing it with the editors, I've defined "farefare" as the language's autonym in language name configuration files because it appears to be a more inclusive name. "Gurene" can be used in appropriate contexts; I count on the editors to make the right choice.

editHello, I am requesting the creation of afro.wikipedia.org, an edition of Wikipedia that, while not a separate language per se, would give African Americans a place to build an encyclopedia based on their view of the world. Plus think of how fascinating it'd be for the rest of us! It'd double as a place where non-black guys could go to get answers to questions they've always had like why do black parents give "The Talk" to their kids. We used to be active wp/btm/ but after some time the other wikipedia members had to focus on working outside the area and away from internet network access, Wikitionary Mandailing became our first debut again. - @Veracious, @IHLubis: Before we make the final approval for a language that is new to Wikimedia, our internal committee policy (which, as it turns out, is not specified in the language proposal policy – it probably should be) is to contact an independent expert who can verify that the language that is used in the project on the Incubator is actually the language the contributors say it is. We try primarily to find people who are academics at relevant institutions in or near where the languages are spoken. In rare cases where we struggle to find such a person, we may reach out to the affected community to ask for assistance, but this is done quite rarely.
- As for verification for Mandailing, I am in touch with someone (with the aid of Wikimedia Indonesia), so hopefully it won't take too much longer before we have that and can proceed. Jon Harald Søby (talk) 13:14, 3 April 2023 (UTC)
- Yes, I think so. The Gorontalo Wikipedia must also be verified by a linguist outside our community to confirm this before release. We proposed speakers of Gorontalo language experts who are also academics at the local university. I support Wiktionary and Wikipedia Mandailing for their immediate release. Thank You. In general, if there is no problem with eligibility, just because it is not marked as such does not mean that approval is impossible. Because approval can come with an eligibility review. But it's a local proverb, as what we wrote in the proposal, specifically in paragraph two. Local proverb is more important to us, and the reason are written in the proposal. Translating existing quotes into Banjar is also in our mission, and we're working on it.

- Surely Wikisource would be better, but we don't have additional resources, at least the moment, to maintain another wiki.
- But the main reason is explained in the proposal, i.e. the bible has become the source of vocabulary for young generation of Niassan, who are not self-confident enough to speak and to write in Nias language anymore. Wikibooks will be the first gate for them to read words in sentences and context, before they gain enough confidence in writing on the Wikipedia. We are looking to provide reading material for children (tales, fabels, stories, etc), and for adults the traditional and pop songs, dances, etc. and of course the bible texts, as they are the only written texts we have in Nias language. - Hi dear @Sotiale. First of all, I would like to thank you and the Azerbaijani government, which has never spared its support in language. I do not have any objections. The carriers of our language use the Latin alphabet entirely. There must be some changes. They are as follows:
- In the original, the spelling of the language should be "Tolıš".
- There are two abbreviated versions: The first version is used as "tlš" and the second version is used as "tol". Both versions are accepted versions. (Only in our language. It's not an international standard.)
- Furthermore, I would like to bring to your attention that "WIKIPEDIA" should be written as "VİKİPEDİÁ" in the logo.
- Similarly, "The Free Encyclopedia" should be written as "Ozoda Ensiklopediá".

It happened twice, after 8 months of activity (2018-01 to 2018-08) with no approval, the community stopped editing long time before starting again for 4 months (2021-08 to 2021-11), see wp/zgh activity and now we have 5 months of activity. - I actually started working on the project in 2019. The original "Request on Meta" to start the project was made by me (I only requested for my account to be renamed). We are more than three editors. For some months I (as admin) delete pages that contain the same content as another page but with a different name, and also delete pages whose content would better be added to another page rather than standing as a new page by itself. I noticed that page deletion usually makes the statistics to drop, and that has affected our "test-wiki activity" for about two previous month. So, I think the project is sufficiently active. More users will join as the project gets approval. Also, there is no language eligibility issue with this project. Obolo is not a dialect of any other language, instead it is a language of its own, having five major dialects. The orthography we use in this project is what is approved by the language authority (body regulating the language). Please approve the project.

- Fon has been active in waves, on and off since 2018.

What to do with new ISO 639:2023?
editSome days ago, I've heard that ISO published a new single standard ISO 639:2023 Code for individual languages and language groups, which merged all previous ISO 639-1 through -5 parts, now they are groupped as 4 sets: set 1 two-letter identifiers for major languages (was ISO 639-1); set 2,3,5 are three-letter identifiers, set 2 (was ISO 639-2) for widely known languages and groups; set 3 (was ISO 639-3) for all individual languages and set 5 (was ISO 639-5) for nearly all language groups, I'm not sure whether langcom-related pages need to update to reflect this new standard, as several pages, by now, are calling "ISO 639-1/3". Kanuri: eligible as a macrolanguage? or should split into 3~5 test projects+requests?
editNow there's a Wikipedia Kanuri request, associated to a macrolanguage called Kanuri, according to iso639-3:kau, it has 3 member codes: kby for Manga, knc for Central, and krt for Tumari. By the way, w:ISO 639 macrolanguage#kau told me that there are 2 languages related to Kanuri but not a part of kau: bms for Bilma and kbl for Kanembu. In the request, there are some supporters in two distinct ways: one support to just reopen the kr:, but another said to support splitting into at least 3 projects. - There are lots of examples where most used variant gets the ISO 639-1 code. For example;
- Azerbaijani (az/aze) is a macrolanguage with two variants. (North) Azerbaijani is az: and South Azerbaijani is azb:
- Kurdish (ku/kur) is a macrolanguage with three variants. (Northern) Kurdish is ku:, Central Kurdish is ckb:, Southern variant sdh: is in incubator.
- The same goes on for German, Uzbek, Estonian, Arabic, Chinese, Punjabi, Latvian etc.
- For Kanuri, Central Kanuri (knc) has the most speakers (9M according to Ethnologue, with 900K and 100K for other variants). Thus, I would favor the same, such as:

Inquiry Regarding Choice of First Project for Language Editions
editHello Language Committee, I'm seeking clarification on the requirement for the first project for a language edition. Can language communities choose any active potential project other than Wikipedia? I propose considering Sylheti Wikinews as a first project. It's been featured in Incubator, gaining popularity amongst Sylheti language community. A subdomain on Wikinews.org (https://syl.wikinews.org) could enhance visibility and attract more contributors from Sylheti and international community of Sylheti enthusiasts. Unlike other language editions in the Wikimedia incubator, Sylheti has at least 6 projects featured in the Wikimedia Incubator for months, which indicate a sustainable community, sufficient user activity and dedication of the community. - I'd be fine with a Wiktionary or Wikisource, but Wikinews is not one of the more successful projects. It also isn't the most permanent project; dictionaries last decades or centuries, encyclopedias need updating but last, but yesterday's news is fish wrap. However, this started in November, and unless there are other special circumstances, multiple contributors must demonstrate consistent activity for at least 3 months. This means that at least 3 months of activity must be confirmed; 3 months is only a minimum standard and not an absolute standard. - Hi. Thank you for your efforts on the project. After review, I found that your project has been active for 3 months, but this only meets the minimum standards and needs improvement. As a result of random sampling, many short pages are found; incubator:Wp/bol/Hospital, incubator:Wp/bol/Bulah, incubator:Wp/bol/Tailor, incubator:Wp/bol/Jakaɗe, etc. These random sampling results from a total of 447 pages, including categories and templates, show that improvement is needed, even though content quality is not considered for approval normally. I believe that by improving these short pages, the editors' activities will be sufficiently sustained and the sustainability of the community will be further solidified.
