Tạo lập một website có dạng https://vn.wikimedia.org/ trên hệ thống dùng nền tảng MediaWiki của Wikimedia theo quy trình fish-bowl nội bộ. Tài khoản người dùng hiện thời sẽ chỉ được mở cho những người đã ký tên làm thành viên của VNMWUG. Hiện UG này không có một "Điều lệ hoạt động", việc vận hành do các thành viên đã ký tên thực hiện, bao gồm quyền bỏ phiếu.

    Website là cổng thông tin thay thế đăng tải các hoạt động và chiến lược phong trào cùa VNMWUG như một tổ chức với các quan hệ công chúng, bao gồm các báo cáo thường niên.     Tôi thấy các group khác hình như ít group nào có website riêng trên meta mặc dù họ đi trước rất lâu. Tôi nghĩ page hiện giờ cũng đủ để làm các tác vụ đó rồi nên việc này không cần thiết lắm. Thay vì mở rình rang đủ thứ xong sau đó bỏ hoang thì chúng ta nên tập trung vào kế hoạch cụ thể sẽ làm cái gì trong tương lai thì tốt hơn.AlleinStein (talk) 06:21, 21 September 2018 (UTC)Reply[reply]
  • Chúng ta nên gặp mặt một buổi không nhỉ? Tôi nghĩ là cần thiết để nói chuyện sẽ tốt hơn là thảo luận online. Về hình thức thì có thể ngồi cafe nào đó, hoặc dùng Hangout để thảo luận video.     Nếu các bạn muốn phát triển hơn UG này thì theo tôi nên tổ chức cơ cấu một cách "chính quy" hơn như bầu ra Ban chấp hành có các quyền cao trong việc quảng bá và tuyên truyền phong trào Wikimedia tại Việt Nam cũng như làm việc với GLAM. Hiện tại do chúng ta chỉ mới tổ chức các edit-a-thon online nên chưa cấp thiết, nhưng về lâu dài để tổ chức độc lập này có thể phát huy hết khả năng của nó thì rất cần một cơ chế rõ ràng như vậy để tránh các tranh chấp về đường lối hoạt động.     @Trần Nguyễn Minh Huy: Tôi cũng nghĩ thế. Tôi nói chuyện với các hội nhóm wikimedia bên các ngôn ngữ khác thì họ cũng đều họp mặt nhau, nói chuyện và bàn bạc phương hướng phát triển ở ngoài đời thực chứ không chỉ thảo luận trên diễn đàn như thế này (như ý kiến bạn Kimkha). Những buổi đó có thể được quay lại hoặc được tóm tắt lại rồi đăng lên để những thành viên không thể tham gia cuộc họp cũng có thể đọc và nắm bắt. Cũng có thể họp online. Tuy nhiên tôi nghĩ chúng ta cần phải bắt chước nhiều các hội nhóm của ngôn ngữ khác. Có thể một website là chưa cần thiết, nhưng nhất thiết phải có 1 người đứng lên kêu gọi tất cả những người còn lại, tổ chức họp hành, lên phương án...     Thực ra điều tôi muốn cũng là như thế đó. UG nên là một team độc lập, chỉ hoạt động theo mục tiêu quảng bá hình ảnh Wikimedia, kêu gọi mọi người tham gia cộng đồng, và nếu cần, giải đáp các thắc mắc của những member mới hoặc đang hiểu nhầm wikimedia. Tất nhiên, các việc trên cũng có thể được thực hiện bởi bất cứ ai, nhưng nếu thông tin liền mạch và có hệ thống sẽ tạo độ tin cậy cao hơn. Các hoạt động offline sau này (nếu có) của UG cũng không nên ngoài mục tiêu quảng bá trên... Tôi cũng đồng tình với minhhuy về chuyện bầu ra một ban phụ trách chính. Tuy nhiên, điểm bắt đầu cũng chính là việc "bầu" đó, thế nên tôi mới đề xuất việc gặp mặt online/offline.   • Nhân tiện, tôi có thấy Tuanminh01 (talk · contribs) hỏi bên TNCBQV về fanpage của wiki tiếng Việt. Trước kia tôi là người tạo ra page này và được sự hỗ trợ của các thành viên ban đầu để phát triển. Nhưng chỉ được thời gian đầu còn sau này ai cũng khá bận rộn cho nên tôi có nhờ 1 số BQV ở wiki quản lý giúp và update bài. Nếu Tuanminh cần quyền quản lý của page này và group để dùng cho UG thay vì phải tạo mới thì bạn hãy email cho tôi để tôi add admin cho bạn. Xin lưu ý là khi add admin group thì sẽ có notification tự động lên wall của group, do đó, nếu bạn muốn ẩn danh, hãy tạo 1 account facebook khác để dùng cho việc này. Về vấn đề offline UG, tôi nghĩ hiện nay còn nhiều điều khá bất cập để thực hiện, vì thực tế các thành viên trong UG còn không biết tên tuổi của nhau thì làm sao mà có thể offline được. Offline chỉ là 1 hình thức, cá nhân tôi cũng không thích gặp nhiều người, nhưng mục tiêu quan trọng nhất của chúng ta là có thể định hình được cách thức phát triển và đưa ra được những đề xuất quan trọng trong việc phát triển cộng đồng wikipedia tiếng Việt. Trước mắt, tôi thấy lời đề nghị workshop của đại sứ quán Thụy Điển rất hấp dẫn cho 1 event ra mắt chính thức của UG và trong tầm tay mà group có thể thực hiện được. Tôi rất mong các thành viên quan tâm đến vấn đề này.     @AlleinStein: Như có một lần tôi đã nói trong trang TNBQV, sau khi đã tham gia phát triển trang Facebook đó thì tôi cảm thấy thiếu sự rõ ràng trong việc quản lý trang và dễ dấn đến các mâu thuẫn về định hướng hoạt động. như tôi và một admin suốt thời gian đó gần như ngày nào cũng tranh cãi về việc nên hay không xem fanpage là một phần liên kết với chúng ta (khi đó UG vẫn chưa ra đời), và dường như cho đến bây giờ admin ấy vẫn muốn tránh mọi sự liên hệ mang tính chính thức nếu có thể với Wikimedia, nên việc dùng fanpage để đại diện cho UG là còn mập mờ. Tôi có hai phương án: #1. Mở một trang Facebook mới thực sự thuộc về VNMWUG để chúng ta dễ dàng đăng các tin quảng bá, phong trào mà không dấy lên các lo lắng nào khác về tính chính quy. #2. Mở một nghị quyết để bỏ phiếu quyền sở hữu fanpage đó thuộc về WNMWUG và các bạn ở đây (hoặc Ban chấp hành trong tương lai) sẽ có toàn quyền quản lý nó trong việc đăng các tin phong trào và định hướng phát triển UG. --minhhuy (talk) 03:10, 22 September 2018 (UTC)Reply[reply]
    Tôi cho rằng đó chỉ là mâu thuẫn cá nhân của bạn và admin hiện đang giúp page đăng bài hàng ngày, điều đó không hề liên quan gì đến mục đích của chúng tôi, những người khởi tạo, khi mở page này. Quản lý page fb hay viết bài ở wiki hoặc bảo quản wiki, thì chúng ta đều chung mục đích muốn phát triển cộng đồng này và công việc đó hoàn toàn tự nguyện, ai rảnh có thời gian thì làm thôi. Tôi có thảo luận với bạn ở fb nhiều lần rằng nếu UG cần thì tôi sẽ chuyển cho UG toàn quyền quyết định page đó.     Không rõ bạn hiểu lầm vấn đề hay chưa hiểu những gì tôi nói ở trên mà thảo luận chệch hướng và đề cập "mục đích của chúng tôi", vì tôi chẳng hề đụng gì đến mục đích tạo fanpage của các bạn. Tôi chỉ nêu một thực tế là cần làm rõ ràng việc page sẽ thuộc về VNMWUG hay không, hay chỉ là một "fanpage tách bạch" không có mối liên kết với Wikipedia. Câu này do một admin của fanpage các bạn viết và tôi đọc được nó rồi suy ra rằng page đang có định hướng hoạt động không liên kết với Wikipedia, theo cách nhìn khách quan của tôi. Có lẽ bạn cũng đã đọc được hay chưa thì tôi không biết. Về việc quản lý, tôi tin rằng tuy bạn là người tạo fanpage nhưng thực tế bạn không phải là admin duy nhất, và tôi giả định rằng việc bàn giao fanpage sẽ cần một sự thống nhất giữa bạn và các admin còn lại. Nếu giả định của tôi là sai, việc này trở nên đơn giản hơn, chỉ cần mọi người ở đây quyết định sử dụng fanpage như kênh quảng bá chính thức của WNMWUG thì chúng ta sẽ dùng nó, rất nhanh gọn. --minhhuy (talk) 12:01, 22 September 2018 (UTC)Reply[reply]
  • Quy định như tham khảo nên copy ra trang của chúng ta sau đó các thành viên thống nhất và có chiến lược phát triển trong dài và ngắn hạn. Cứ bám theo đó mà làm, còn trong quá trình vận hành sẽ có những điều chỉnh. Đây vẫn là ý khi đề xuất lập nhóm. Trước đây có cuộc thảo luận đến 2030 sẽ như thế nào, tuy nhiên cái đó là của TG, vậy vấn đề Wikipedia tiếng Việt mình như thế nào, các vấn đề cấp bách cần giải quyết và phát triển là gì? Các bạn nêu vài ý kiến để mình xác định mục tiêu và phát triển thêm. Ngoài ra, sao cái website đó mất quá nhiều thời gian phản hồi, tôi không thể truy cập được. Thân mến.Cheers!     @Cheers!: URL trên chỉ là đề xuất, tôi vẫn chưa đệ trình lên Phab vì cần sự đồng thuận để các phát triển viên mở một internal wiki. Ngoài ra tôi đang soạn thảo một khung đề xuất để hoàn thiện hóa UG này theo cơ chế rõ ràng, hy vọng sau đó sẽ được mọi người hợp sức hoàn thiện và đưa nó đi vào thực tiễn.     Tôi đương nhiên ủng hộ việc làm rõ ràng quy chế hoạt động. Tôi nghĩ cho tiện thì chúng ta nên bắt đầu bằng một cuộc họp online, đề xuất là dùng Google Hangouts vì tính dễ sử dụng của nó. Nếu OK, tôi sẽ setup và gửi link đến mọi người, dùng PC thì có thể truy cập link trên là nói chuyện được, nếu dùng trên điện thoại thì cài thêm Google Hangouts. Chất lượng video/audio rất tốt. Chúng ta sẽ có rất nhiều việc thảo luận, nhưng nếu có một khung đề xuất như @Trần Nguyễn Minh Huy: nói, thì sẽ nhanh chóng thôi.   • Group được chấp nhận trong vòng 1 năm, và phải xác nhận lại để được công nhận tiếp sau đó. Nên các thành viên đề xuất những công việc theo thứ tự ưu tiên để triển khai. Sau khi thống nhất các thành viên sẽ xung phong làm công tác điều phối/triển khai công việc; trong quá trình thực hiện có những khó khăn gì thì trao đổi trong nhóm để mọi người hỗ trợ.Cheers! Đã kết thúc thảo luận?Edit

Tôi thấy ai đó đã đưa cái này lên Phab để thực thi, trong khi cuộc thảo luận đang bế tắc và chưa kết thúc: https://phabricator.wikimedia.org/T207052. Tôi nghĩ chúng ta cần phải làm sáng tỏ mọi thứ trước khi thực hiện đồng bộ, để tránh việc biến nó thành "sự đã rồi" và gặp rắc rối sau này. @Kimkha: Cuộc trưng cầu thường diễn ra trong vòng 15 ngày, đến nay tôi thấy không có bất đồng nào lớn về việc mở một site wiki để tiến hành đề xuất nó lên phab. Các thảo luận xoay quanh cơ chế hoạt động của WNMWUG vẫn đang tiếp diễn, chứ không liên quan trực tiếp đến việc có hay không sử dụng một website, đã được đồng thuận với chỉ 1 ý kiến phản đối ở trên. --minhhuy (talk) 03:16, 16 October 2018 (UTC)Reply[reply]
Tôi thì thấy nó liên quan trực tiếp đến chuyện người nào được trao quyền bureaucrat. Một khi chưa thống nhất được quy chế hoạt động, và chưa có một leader thật sự thì việc trao quyền bureaucrat cho một ai cũng trở nên vội vã. --Kimkha (talk) 03:25, 16 October 2018 (UTC)Reply[reply]
Nếu cần thể hiện rõ ràng hơn tôi có thể tách phần thảo luận về cơ chế ra một đề mục riêng, chứ nó không phải là đề xuất của tôi khi yêu cầu trưng cầu về website cho UG. Còn việc Vinhtantran nói trên phab về hành chính viên đầu tiên, tôi nghĩ Tuanminh01 là một trong những người sáng lập WNMWUG thì hiển nhiên bạn ấy có sự tín nhiệm sẵn có để đứng ra quản lý website đầu tiên, và tôi xin quyền này vì là người đề ra ý tưởng sử dụng website, nên về cơ bản tôi sẽ phải cấu hình nó trong những ngày đầu tiên. Dù tôi không tham gia vào dự án này, nhưng tôi có theo dõi trong một thời gian dài từ khi trang Facebook vi.wikipedia có nhắc đến nhóm người dùng, nên tôi thấy cần lên tiếng. Tôi nghĩ rằng không nên cái gì cũng đem ra biểu quyết khi chưa có đủ thông tin. Minh Huy làm việc lâu ở Wikipedia vẫn chưa hiểu "Wikipedia không phải là nơi thể hiện quyền dân chủ" hay sao? Hai phiếu phản đối của AllenStein (người đã rút khỏi dự án) và Kimkha cho thấy cần phải thảo luận rốt ráo hơn về 1) Tại sao lại cần vn.wikimedia? Mục đích lập ra để làm gì? 2) Cấu trúc trên vn.wikimedia sẽ ra sao? Thảo luận về vấn đề gì? Nó có khác biệt gì so với thảo luận ở ngay đây, hoặc thảo luận riêng ở nhóm? 3) Ai là người điều hành? Ai có thể tham gia? Trách nhiệm của mỗi người với trang đó là gì? Có bầu chọn, có rút quyền,... hay không?
Nhóm người dùng này được chấp thuận gần 2 tháng, vậy mà tất cả chỉ là hư danh. Hãy nhìn xem những mục ghi ra ở phần Communication, có cái gì là đang hoạt động hay không? Nhóm lập ra mới chỉ có mục tiêu, hoàn toàn không thấy lộ trình, không rõ ai là người lãnh đạo, không phân công trách nhiệm và công việc. Tôi nhận thức rõ ràng Wikimedia không phải là nơi quyết định mọi việc bằng tính dân chủ, và sau khi xem xét cuộc thảo luận kéo dài sau gần 1 tháng, ngoài ý kiến của AllenStein, các thành viên của nhóm đều nhất trí với việc thành lập một website, không có sự phản đối nào kể cả dưới hình thức phiếu hay ý kiến bên ngoài, và cân nhắc giữa tác động của sự không đồng tình này với ý kiến của các thành viên còn lại, tôi xem đó là một sự thống nhất (rõ ràng gần như không có đề xuất nào tại Meta, Wikipedia hay trong phong trào Wikimedia cũng đạt được sự ủng hộ tuyệt đối). Kimkha rút lại phiếu vào ngày hôm nay sau khi yêu cầu được đề trình, đây là việc nằm ngoài dự tính trong suốt thời gian cuộc trưng cầu diễn ra, chính Kimkha cũng là người tán thành nó và tôi không có cơ sở nào để thấy có sự bất đồng nào từ phía Kimkha với việc thành lập website tính đến ngày hôm qua. Tôi mở ra đề mục Thảo luận với trọng tâm là để mọi người bàn bạc các vướng mắc có thể có trong việc thành lập một website như đề xuất, ngay từ đầu nội dung về việc quản lý Nhóm nên nằm trong một đề mục riêng, nhưng tôi không tách ra vì cảm thấy không cần thiết.
Một điều nữa: Nhóm thành lập được hai tháng và hoạt động chưa hiệu quả, tôi nhìn rõ điều đó và không biết bạn đang có ý "đổ lỗi" cho ai? Tôi không phải là người vận động thành lập nhóm này từ đầu, không phải là người tham gia hoạch định lộ trình cho nó, mà chỉ cung cấp ý tưởng từ trước khi có sự thống nhất của cộng đồng ở Wikipedia tiếng Việt về việc thành lập User group. Khi cảm thấy nhóm chưa có tiến triển tốt, tôi suy nghĩ và quyết định đề ra các ý tưởng để nhóm thực sự đi vào hoạt động, thực sự có thảo luận diễn ra về việc chúng ta nên làm gì, như một tình nguyện viên, nếu không nhóm vẫn sẽ cứ nằm đây, thỉnh thoảng nhận ngân sách từ WMF để tổ chức các cuộc edit-a-thon (một việc vốn cũng chẳng cần phải có Nhóm mới làm được) chứ không có hoạt động quảng bá nào đáng kể, và cũng không chắc gì sẽ hoạt động bền bỉ cho đến kỳ thẩm định sau 1 năm của AffCom. Website là ý tưởng đầu tiên của tôi để mở không gian quảng bá hiệu quả và đại diện cho nhóm. Tôi cũng mở ra các đề xuất để mọi người đóng góp ý kiến, và cũng có sẵn các sáng kiến mới để cho nhóm hoạt động tốt hơn nếu được chấp nhận về sau, nhưng tôi không thể nào một mình cáng đáng mọi thứ như một người tình nguyện, và việc thảo luận không tiến triển thêm do không có ý kiến đóng góp mới, không lẽ là lỗi do tôi? Bạn phát biểu như kiểu chính tôi là người thành lập Nhóm rồi để nó "hoang tàn". Cũng nhấn mạnh rằng Nhóm muốn hoạt động tốt phải là sự chung sức của nhiều người, chứ không phải chỉ của các thành viên sáng lập ra nó, nó không phải là trách nhiệm của cá nhân ai cả. (P/s: ở trên chính tôi cũng nêu ý tưởng về thành lập Ban Chấp hành cho nhóm, nhưng các thành viên không tiếp tục đóng góp ý kiến cho nó thì chẳng lẽ bây giờ lại quay sang chỉ trích tôi làm cho nhóm không có người lãnh đạo?)
Thật chán nản và thật ngại khi phải nói thế này: Chúng ta không bao giờ tiến lên được bởi cứ nằm đó không ai chịu làm hay có khẳng định sự quan tâm và hứng thú của mình với công việc, đến khi có người trực tiếp đứng ra làm rồi thì lại cản trở nó đi đến đích với lý do là "hệ quả" từ việc không có ai chịu làm. Trích Setting up an internal Wikimedia wiki#Basics "Get consensus - is this wiki really needed? What will it be used for? Has the relevant community, arbcom, or WMF body, that is responsible for the wiki, agreed to its creation?" (tôi tự in đậm). Tôi không đổ lỗi cho bạn, mà tôi đổ lỗi cho toàn bộ thành viên ở đây khi vẫn phong cách cũ, lập ra để đó. Vấn đề của bạn là thay vì tìm cách cho nhóm thành viên liên hệ với nhau để thảo luận, hoạt động có thực chất thì bạn lại tìm cách mở ra thêm một hình thức mới mà chẳng rõ để làm gì, ai chịu trách nhiệm, tại sao bạn nghĩ trang vn.wikimedia sẽ giúp cho nhóm "thực sự đi vào hoạt động", hay nó sẽ trở thành một "Chùa Bà Đanh" mới? Tôi có tự quyết định được việc mở một trang web cho nhóm không? Tôi đặt đề xuất ở đây, nêu mục đích và phương hướng của nó ở đây, và liên hệ cho tất cả thành viên của Nhóm này đến đây để cùng bàn bạc xem việc thành lập trang web là nên hay không. Gần 1 tháng trôi qua, các thành viên nhóm không phản đối, và ý kiến xoay quanh việc Nhóm sẽ hoạt động ra sao vẫn đang được tiếp tục, nó bị gián đoạn do không ai có đề xuất nào khác hơn, nhưng điểm chính trong đề xuất của tôi là thành lập một trang web để rồi sau đó dùng nó làm nền tảng quảng bá đại diện cho nhóm, như tôi trình bày trong thảo luận ở trên, được tán thành gần như tuyệt đối. Một điều rõ ràng ở đây là: bạn đang phản đối do lo ngại một việc chưa diễn ra, ở vào thời điểm sau cuộc thảo luận gần như đã đi đến kết thúc vào hôm qua với sự đồng thuận về việc thành lập nó. Tôi không thấy bạn ghi mục đích và phương hướng ở trên đầu trang. Tôi có thể tóm tắt đề xuất của bạn trong 1 câu "chúng ta nên mở cái này, giống như Bengal đã làm". Tôi không tham gia vì tôi biết mình không đủ thì giờ và vị trí địa lý không phù hợp, nhưng tôi theo dõi xem nó tiến triển thế nào vì mục tiêu của nó khá thú vị. Từ đầu tôi đã thấy đề xuất lập trang riêng có vấn đề, sau đó thì một loạt thành viên bỏ phiếu theo mà không thấy có thành viên nào chín chắn bỏ phiếu, rồi đến khi AllenStein đặt câu hỏi bạn cũng không có câu trả lời thuyết phục. Tôi cứ nghĩ bạn phải thấy đó là điều cần phải bàn tới cho ra nhẽ, vậy mà bạn kết luận là đạt đồng thuận rất cao rồi đi yêu cầu mở trang mà thậm chí không đặt được 1 cái kết luận ở trang này. Thật kỳ lạ, tôi trả lời thắc mắc của AlleinStein chứ không bỏ qua nó, nhưng bạn ấy không đồng ý nó với lý do rất cơ bản "không cần thiết lắm", thì chẳng lẽ tôi phải lặp lại những gì vừa nói một lần vốn đã giải thích việc nó cần thiết: "đăng tải các hoạt động và chiến lược phong trào cùa VNMWUG như một tổ chức với các quan hệ công chúng, bao gồm các báo cáo thường niên." Website này là một wiki đóng, nó không cần thiết phải có sự hoạt động "nhộn nhịp", về cơ bản nó ra đời như một trang web đại diện cho thấy có sự tồn tại của một Hiệp hội như vậy, trong một địa chỉ url khác hơn Meta. Việc mục tiêu này có cần thiết hay không phụ thuộc vào nguyện vọng của những người thực dự đã hy sinh thời gian và công sức tham gia đóng góp vào nó, những người mà bạn phán xét là "không chín chắn". Việc tôi nhìn nhận thảo luận đã có đồng thuận, tôi nghĩ mình lặp lại nguyên do không dưới 3 lần ở trên và không cảm thấy cần thiết giải trình lại. Các special configuration là rất cơ bản, ngay đầu tiên tôi đã ghi "Tài khoản người dùng hiện thời sẽ chỉ được mở cho những người đã ký tên làm thành viên của VNMWUG", thì tức đây là wiki không cho phép mở tài khoản rộng rãi mà được chỉ định phê duyệt dành cho những ai đang là thành viên. Vấn đề như logo cũng rất cơ bản vì nó là cái đang được dùng, tôi không thể hiểu tại sao bạn xem nó nghiêm trọng đến mức việc gì cũng phải viết tường trình như báo cáo lên cơ quan có thẩm quyền chính phủ kể cả khi nó không tác động gì cả đến đề xuất. Không. Tôi có cảm giác bạn đang rất nhiệt tình trong việc tạo ra rất nhiều thứ mới một cách hình thức, nhưng chưa nghĩ tới việc duy trì và phát triển thực chất. Việc mở một nơi để đăng những cái bạn nói là việc rất rất phụ (có thể dùng ngay trang chính của trang này), trong khi những việc phi kỹ thuật họp bàn ai làm gì, việc trước mắt và lâu dài, thì không ai bàn đến. Thứ nhất: nếu không bàn tính đến việc duy trì và phát triển, tôi đã không đặt ra rất nhiều đề xuất như thành lập Ban Chấp hành, Điều lệ và cả dự thảo khung cho nó, một việc mà đáng lý ra phải được cộng đồng Wikipedia tiếng Việt hoàn thiện trước khi gửi yêu cầu cho AffCom để họ công nhận User group. Tôi là một trong số ít những người đóng góp ý tưởng đầu tiên cho nó sau chuyến thăm Việt Nam của một đại sứ từ Wikimedia Ấn Độ là Anirudh, mà cụ thể chỉ làm việc nhỏ nhoi nhất là người nảy ra ý tưởng về thiết kế logo, nhưng tôi không có mặt lúc cộng đồng bỏ phiếu thành lập User group, và những việc tôi làm ở đây nếu so sánh giống như người đến sau cảm thấy đáng tiếc khi Nhóm chưa được định hình cụ thể, chưa đủ tốt như ý định ấp ủ đầu tiên của mình, nên tình nguyện đứng ra làm một cái gì đó và gắn kết mọi người lại để thảo luận tìm phương hướng, nhưng mọi người không mặn mà thảo luận tiếp thì tôi biết làm gì hơn? Chẳng lẽ một mình tôi đề xuất "họp bàn ai làm gì, việc trước mắt và lâu dài" rồi thì cũng tự một mình tôi quyết được hay sao?
Thứ hai, khung đề xuất là thứ tôi đang tiến hành, và vẫn chưa xong do công việc ngoài đời của tôi và thời gian tôi dành cho các dự án khác của Wikimedia, nhưng như một người tình nguyện và không có ràng buộc pháp lý với tổ chức này, tôi không thể bảo đảm sẽ hoàn thành nó trong từng thời hạn cụ thể được nêu ra, và dù thế nào quan trọng nhất vẫn là sự đóng góp của mọi người chứ không phải im hơi lặng tiếng như hiện nay.
Những cái bạn nói không ai bàn đến, thực chất vẫn đang được bàn, tôi có đề ra một số đề xuất, Kimkha và những người khác cũng đề xuất, nhưng có tiếp tục tiến hành hay không phải được sự tham gia chung.
Sau cùng, việc "mở một nơi để đăng những cái [tôi] nói," tôi nhận thức rằng rất phụ, nhưng kể cả nếu "phụ" mà ít ra đạt được sự quan tâm và có tán thành thì nó vẫn là một quyết định của cộng đồng, và nếu tiến hành nó không gây hại gì cho ai, cho cộng đồng, hay cho nhóm này, thì cứ làm mà thôi, không thể vin vào cớ "vì cái này chưa xong nên chưa thể làm cái kia", khi mà vốn dĩ "cái này" cũng có ai chịu ngồi vào bàn cho đến cùng đâu mà yêu cầu nó xong, rồi cứ kéo dài ra như vậy thì dự án này trong tình trạng treo mà "không cái gì ra hồn" như bạn chỉ trích ở trên chăng?
Sự phê bình của bạn với công sức, thời gian và tâm huyết tôi bỏ ra, với tư cách là một cá nhân tình nguyện viên, tôi rất bất mãn. Việc Nhóm không thông qua thành lập trang web với tôi là hết sức bình thường, chỉ cần các bạn bày tỏ rõ ràng ý kiến không đồng tình của mình, chẳng lẽ tôi lạm dụng quyền (mà tôi cũng chẳng có quyền nào để lạm dụng, chẳng phải người lập ra Nhóm, chẳng phải nhân viên nào của WMF) để rồi tự làm theo ý mình? Cũng như AlleinStein, tôi xin rút khỏi User group này. Lý do một phần vì tôi cảm thấy mình khó giữ được cái đầu lạnh là điều cần thiết để hoạt động ở đây, cảm thấy sự thiếu tín nhiệm và tôn trọng trước mỗi đề xuất được nêu ra, và một phần vì tôi nhận ra mình không đủ tư cách tham gia như thành viên Nhóm do vị trí địa lý không phù hợp. Đề xuất Nghị quyết ở trên vẫn đang treo tại Phab và tùy theo quyết định của Nhóm trong tương lai, có thể với cơ chế tự quyết, mà một thành viên Nhóm có thể yêu cầu mở lại. Tôi mong được giúp đỡ Nhóm trong tương lai như người đóng góp ý kiến. Tôi cũng thấy hợp lý với minhhuy về chuyện phải tách thảo luận về hướng đi của nhóm ra riêng, và không tính vào trang web lần này. Tuy nhiên, cái tôi đang muốn nói lại chính là chuyện trang web, rằng chúng ta cần phải có một mục tiêu rõ ràng cho trang web, thay vì cứ tạo tên miền, và dựng trang lên mà không có bất cứ động thái nào tiếp theo. Xin phép tag @Kimkha: vì bạn đã tag tôi: Hiển nhiên một điều là khi đề xuất trang tôi đã lên kế hoạch về nội dung và layout cho nó, trước tiên cơ bản sẽ giống như trang Nhóm hiện tại nhưng sắp xếp lại cho sinh động hơn, và phát triển nội dung trang ra sao thì phải tùy vào mức độ phát triển của bản thân Nhóm và các sáng kiến mới thì trang mới có thêm nội dung. Cái tôi làm là phụ, nhưng nó là nền tảng sớm chuẩn bị lâu dài về sau cho Nhóm, điều này chính lúc bỏ phiếu thành lập UG các thành viên Wikipedia cũng từng đề cập, thậm chí tạo đề mục riêng về việc lấy lại tên miền wikimedia.vn đang bị trang web thương mại nào đó chiếm mất, tôi không nghĩ đề xuất của tôi có gì trái ngược với tinh thần nhóm hay viễn vông. Uhm, tôi đồng ý là mình đã sai khi không yêu cầu bạn viết rõ nội dung và layout trước đây. Tôi nghĩ Vinhtantran cũng giống như tôi, là không rõ việc tạo trang web sẽ có mục đích và nội dung gì mà thôi, chứ không mang tính công kích cá nhân gì. Nếu bạn một mực khẳng định là đề xuất về nội dung của bạn không có vấn đề gì cả, và rằng nó sẽ tốt cho cộng đồng nói chung, thì mình cũng không có gì để phản đối nữa. Nguyên nhân mình không phản đối nữa là vì mình nhận ra cái sai của mình lúc đầu, chứ không hẳn là đồng tình. Cá nhân tôi thấy làm những việc mang tính ngoại tuyến là chính (trực tuyến như xin tài trợ thì không cần Nhóm) cũng cần có sự tin cậy lẫn nhau và tôn trọng nỗ lực của nhau, bởi từ đầu Nhóm không phải là của riêng cộng đồng ở Wikipedia mà được xây dựng lên từ những người đã đăng ký vào đây để ủng hộ phong trào Wikimedia ở Việt Nam nói chung. Bởi vì chính các bạn cũng từng đề xuất việc lấy lại tên miền wikimedia.vn, tôi không cảm thấy phải đắn đo nhiều như vậy trước việc tạo một trang nhà đại diện cho Nhóm, nên trừ phi được hỏi rõ ràng theo lẽ thường tình tôi không cảm thấy phải nói dài dòng về một thứ đã được vạch lộ trình theo kiểu sẽ hiển nhiên có ngay từ khi có thảo luận thành lập. Nếu giờ đây nghi ngại về trang nhà này, mọi thảo luận nên viết rõ ràng và cụ thể hơn ra. Nếu bạn không còn phản đối chuyện nhóm có một trang nhà, bạn cứ tự nhiên nhắn lại trên Phab, dù tôi cũng không biết đến đây thì còn khúc mắc nào mới hơn không. Nếu bạn không đồng tình thì cũng không cần phải tham gia bỏ phiếu cho nó hoặc cứ phản đối nó, rất bình thường thôi, tôi vốn chỉ đệ trình khi thấy không còn ai ra phản đối nào khác. Tôi vẫn thấy rằng cần phải làm được một cái gì đã (buổi họp ra mắt? biên bản nhóm họp? chi tiết hóa mục tiêu? đối tượng tiếp cận của nhóm là ai? mục tiêu sau 1 năm là gì? chi phí và cần xin tài trợ bao nhiêu?) rồi hãy nghĩ đến chuyện có nơi để lưu giữ nó. Các bạn nghĩ rằng xin được một tên miền là tự nhiên sẽ đẻ ra chuyện để làm? Cái nào nên có trước? Cái nào nên có sau? Xin mời xem danh sách các nhóm ở đây, có bao nhiêu nhóm có trang riêng? Có những nhóm như Ghana có đến 50K lượt theo dõi trên Facebook, thành lập từ năm 2012, cực kỳ nhiều hoạt động xã hội và truyền bá cho các dự án Wikimedia, họ có cần một tên miền con riêng không? Và các bạn thử đếm xem chúng ta sẽ cần bao nhiêu từ để ghi lại hoạt động của chúng ta, chứ đừng nói đến trang! Và nên nhớ cái khác biệt lớn nhất của User Group là các hoạt động ngoại tuyến (offline), là tiếp cận với nhiều người hơn, chứ không phải ngồi nặn ra trang wiki. Các bạn ơi, hãy làm thực chất trước cái đã, rồi hãy nói đến chuyện danh tính. Hãy dùng các tài nguyên hiện có: Facebook, các trang con của dự án này,... để hoạt động đi đã. Thật ra Wikimedia Ghana từng có trang web hoạt động riêng tại nền tảng Wordpress, trước đây là một tên miền hoàn chỉnh nhưng có vẻ họ không tiếp tục trả phí duy trì nó nữa nên đã giáng cấp trở lại làm tên miền phụ (wmgh.org đổi hướng về tên miền phụ Wordpress, nhưng đó vẫn là địa chỉ email liên lạc chính thức của họ).
Một lần nữa về chuyện trang web, tôi nhận thức rằng trang không phải là thứ cần thiết nhất ở thời điểm này, mà là một cơ cấu hoạt động, nhưng đồng thời nó cũng không phải là thứ không nên có để chối bỏ nó, nhất là khi nó (từng) được tán thành cao, cả trong quá trình thảo luận lập user group lẫn thảo luận ở trên. Có lẽ một thành viên nhóm nên yêu cầu đổi hướng vn.wikimedia.org để chính thức hơn thay vì tôi yêu cầu. Các nhà phát triển vẫn còn đang ngại về phab:T207052 nên cần ghi rõ rằng trang đổi hướng là một thỏa hiệp tạm thời. Đóng góp về mục đích của UGEdit

Sau rất nhiều ý kiến khác nhau, nhiều người đồng ý rằng cần phải có một chương trình hoạt động rõ ràng của UG này. Mỗi người có cái khó riêng, nên rất khó tập hợp để thảo luận, và nếu có cuộc thảo luận như vậy sẽ tốn rất nhiều thời gian và công sức. Để tiết kiệm, tôi mong mọi người cho biết ý kiến cá nhân của mỗi người, sau đó tôi sẽ gom lại và viết thành một bản nghị quyết hoàn chỉnh và đệ trình để thông qua.

Sau đây là ý kiến của tôi:

  1. Việc thành lập User Group là để có tính chính danh khi liên hệ với các tổ chức/trường học khác, nhằm mục đích nâng cao nhận thức của mọi người về wikipedia. Và để đảm bảo thì danh sách thành viên sẽ được công bố trên website, đồng thời sẽ có name card cho các thành viên giữ vai trò liên lạc.
  2. Nhất thiết phải bầu một nhóm quản lý. Nhiệm vụ nhóm quản lý này là đưa ra các hoạt động của UG trong từng tháng/từng giai đoạn, và đôi khi không cần có sự đồng ý của cả user group. Các thành viên user group sẽ có quyền bầu chọn nhóm quản lý, và bầu mỗi năm 1 lần dựa theo danh sách ứng cử. Với cách thức này, nhóm quản lý sẽ có các quyết định nhanh và kịp thời hơn.
  3. Họp mặt wiki.

Sau đây là ý kiến của Cheers! về các hoạt động cần thiết của UG:

  1. Tiếp tục đẩy mạnh các cuộc thi viết bài, mà hiện tại các bạn đã làm rất tốt
  2. Tương tác với các trường ĐH để giới thiệu Wikipedia, đồng thời giới thiệu các cuộc thi viết bài như trên.
  3. Chọn lọc các chủ đề được nhiều người quan tâm nâng cao chất lượng và có các món quà nhỏ động viên các editor.

Xin nhắc lại là hiện tại chỉ lấy ý kiến đề xuất, chứ không chốt bất cứ thứ gì. Mọi ý kiến mới đều welcome.

Tái bút: Có ai biết cách nào notify tất cả các member của UG, để họ biết mà tham gia thảo luận này không? Tôi không rành lắm.

Về việc notify và gắn kết thảo luận, có nhiều cách
  1. dùng một trang massmessager như trang tôi có tạo để gửi thư cho Nhóm này, yêu cầu bảo quản viên gửi thư hàng loạt khi có thảo luận cần chú ý
  2. dùng một danh sách thư, như tôi đã nhờ tạo sẵn (chưa triển khai) một cái cho Nhóm này tại mail:wikimedia-vn, các thành viên nhóm có thể đăng ký theo dõi để nhận thông báo, hoặc nếu có văn hóa trao đổi qua thư thì có thể thảo luận trực tiếp ở đó luôn, có kho lưu trữ để không sợ bị trôi mất thảo luận, tiện cho việc đọc lại về sau theo từng luồng gọn gàng. Bạn hoặc ai đó có kinh nghiệm với hòm thư này muốn quản lý nó thì tôi sẽ trao quyền quản trị hòm thư, tôi có nhắn Tuanminh01 để quản lý nhưng bạn ấy bảo bận.
  3. dùng một kênh IRC, điều này khó khả thi do dường như ít người Việt Nam quen thuộc với nó.

Các bạn tham khảo Grants:Project/Rapid để biết cách làm dự án khả thi để xin tiền tài trợ nhé (500- 2000 USD). Yêu cầu là phải viết mọi thứ bằng tiếng Anh, gồm cả báo cáo sau khi dự án đã xong. Bạn Bluetpp có thể tổ chức nhiều hội thảo tại nhiều trường chứ, sao lại chỉ có 1 :-) Hãy bắt chước Anirudh. Meta cho tiền thì bạn phải viết dự thảo khi chờ duyệt và báo cáo cho họ khi dự án kết thúc. This is an update from the Wikimedia Affiliations Committee.

The Affiliations Committee – the committee responsible for guiding volunteers in establishing Wikimedia chapters, thematic organizations, and user groups – is looking for new members!

The main role of the Affiliations Committee is to guide groups of volunteers that are interested in forming Wikimedia affiliates. We review applications from new groups, answer questions and provide advice about the different Wikimedia affiliation models and processes, review affiliate bylaws for compliance with requirements and best practices, and advise the Wikimedia Foundation Board of Trustees on issues connected to chapters, thematic organizations and Wikimedia user groups.

The committee can include up to fifteen members, roughly half of whom are selected every twelve months for staggered two-year terms. Those joining the committee during the current process will serve a two-year term ending in December 2020.

Key skills

Being a part of the Affiliations Committee requires communication with volunteers all over the world, negotiating skills, cultural sensitivity, and the ability to understand legal texts. We look for a healthy mix of different skill sets in our members, including the following key skills and experience:

- Willingness to process applications through a set, perhaps bureaucratic process.
- Readiness to participate in political discussions on the role and future of affiliates, models of affiliation, and similar topics.
- Availability of up to 5 hours per week, and the time to participate in a monthly two-hour voice/video meeting.
- International orientation.
- Fluency in English.
- Ability to work and communicate with other languages and cultures.
- Strong understanding of the structure and work of affiliates and the Wikimedia Foundation.
- Knowledge of different legal systems and experience in community building and organizing are a plus.
- Skills in other languages are a major plus.
- Experience with or in an active affiliate is a major plus.
- Strong track record of effective collaboration (such as evidenced skills at facilitation, mediation, negotiation, and so forth) are a major plus.
- Willingness to use one's real name in committee activities (including contacts with current and potential affiliates) when appropriate.

We are looking for people who are excited by the challenge of empowering volunteers to get organized and form communities that further our mission around the world. In exchange, committee members selected will gain the experience of supporting their world-wide colleagues to develop their communities as well as personal development in guiding organizational development, facilitating affiliate partnerships, and professional communications.

Selection process

As a reflection of our commitment to openness, transparency, and bilateral engagement with the Wikimedia community, the 2018 member selection process will include a public review and comment period. All applications received by the committee will be posted on Meta at Affiliations Committee/Candidates/December 2018, and the community will be invited to provide comments and feedback about each candidate.

At the end of the public comment period, the applications will be voted on by the members of the committee who are not seeking re-election, taking into account comments put forward by the committee's members, advisors, Wikimedia Foundation staff and board liaisons, and the community. A final decision will be made by mid-January 2019, with new members expected to join later that month.

How to apply

If you are interested in joining the committee, please post your application on the nomination page and send an email announcing your application to affcom@lists.wikimedia.org by 31 December 2018. Your application must include the following information:

- Your full name and Wikimedia username
- A statement describing your relevant experience, skills, and motivation for joining the committee.
- Answers to the following three questions:

  1. How do you think affiliates work best together to partner on effective projects and initiatives?
  2. What do you see as the role of affiliates in the Wikimedia movement in the next three years?
  3. What do you feel you will bring to the committee that makes you a uniquely qualified candidate?

Our team at the Wikimedia Foundation is working on a project to improve the ease-of-use and productivity of wiki talk pages. As an affiliate, I can imagine you’ve run into challenges explaining talk pages to first-time participants, or it is an consultation that would interest your members.

We want all contributors to be able to talk to each other on the wikis – to ask questions, to resolve differences, to organize projects and to make decisions. Communication is essential for the depth and quality of our content, and the health of our communities.

We're currently leading a global consultation on how to improve talk pages, and we're looking for groups that can discuss and report on their experiences using (or helping other people to use) wiki talk pages. We'd like to invite you to participate, with the user groups that you belong to. You can learn more about the consultation at Mediawiki.org and if you're interested in hosting a group discussion (on-wiki or off-wiki), you can sign up at the participant sign-up group.

Call for complementary facilitators and more to get the ASBS 2019 process started!Edit

Hi everyone, hope all is fine with you!

The next weeks will be intense, as affiliates figure out their participation in the process that will soon select 2 people for the Wikimedia Foundation Board of Trustees. Since new Bylaws established that the user groups are for the first time going to be involved in such process, a lot more support than before is certainly going to be necessary, among other things, for big and healthy conversations on the topic. Hence, please encourage members of your group to become a complementary facilitator, or sign up yourself! You can add yourself to the list on Meta or reply to me to flag availability. One person from the facilitators group should soon be selected to liaise with the Foundation Board’s Chair, María Sefidari, on behalf of all affiliates, and it may be wise to also find a deputy for them.

Finally, if you can think of any huge obstacles that would prevent your group from participating to the process (for instance, a language barrier, or lack of good decision-making mechanisms, etc.), please reach out to me directly: it is really important that we hear about them as early as possible. Update on the Affiliate-selected Board seats 2019 processEdit

Hi all,

The Election Facilitators met on Friday, April 5. We finalized the resolution, which is now frozen. The Board of Trustees of the Wikimedia Foundation will be asked to approve the resolution.

We have made two small changes to be more inclusive. We extended the date for compliance with AffCom reporting and being in good standing to May 7 to allow time for as many Affiliates as possible to be current with these requirements. The Election Facilitators adjusted the language in case a quorum is not met during the election.

On the talk page of the resolution one issue was raised. The issue looks like to be about a possible candidate. Affiliates will have ample time to discuss the merits of candidates during nomination time, screening time, and they can cast their votes on candidates. The Election Facilitators didn't see the necessity for this change, and left the resolution on this point unchanged.

The Election Facilitators will be Abhinav Srivastava, Lane Rasberry, Jeffrey Keefer, Ad Huikeshoven, Neal McBurnett and Alessandro Marchetti. We will welcome more volunteers to assist us in this process, to reach out to the diversity in language and gender in our communities, and do so in an advisory role.

The nomination period opens on April 15. We are going to prepare nomination pages on Meta. You can expect a call for nominations. There is a draft call, including a candidates' profile section with non-binding guidelines about experience and characteristics for nominees. You are welcome to add your insights, or discuss on the talk page.

Erica Litrenta (WMF staff) supports us in this process. She will reach out to all affiliates through mail and other channels to make sure we are up to date with (user)name and contact details of your primary contact.

Opportunity to collaborate with Wikimedia Foundation Education TeamEdit

I hope this email finds you well. I wanted to draw your attention to an opportunity for affiliates to collaborate on an exciting project with the Education Team at the Wikimedia Foundation.

The project is called "Reading Wikipedia in the Classroom," and aims to support teachers to use Wikipedia as a tool for teaching information literacy. We are looking for 3 affiliates to work together with us on this project. We will provide funding for a local coordinator, as well as provide on-site capacity development for affiliate staff and volunteers.

We have created a page on outreach where you can find more information about this project, including a video recording of the information session we held earlier this week. You can also find FAQ, that will hopefully answer any further questions you have.

Any affiliate able and willing to partner with us on this project should complete this application form by October 20th, 2019. We will select the 3 partners by October 31st, 2019, with work to begin in November on the information gathering stage.

As we all know, a diary is a book in which diarist keeps a daily record of events and experiences. Likewise, the basic idea of Wikimedia Diary is that we do many activities here in wiki world which we are proud of, but unfortunately it became only the history anytime. So, It is meant to record those activities on the happened date with a signature (~~~~) which is worth noting, and letting fellow Wikimedians know about what inspirational you've did. It would motivate users from all around the world to keep on cool activities and publish a note. While the affiliation models continue to be discussed as part of the broader strategy discussion, as no decisions have been made to change the current affiliation models yet, AffCom will continue to work in the same manner with regard to affiliate recognitions and intervention support for affiliates with issues of non-compliance in 2020. Specifically, AffCom will continue to process applications for user group and chapter/thematic organization creation, while we await the strategy next steps and begin to prepare for a smooth transition of the committee and affiliates ecosystem to any changing movement structures and systems in 2021.

Being a part of the Affiliations Committee requires communication with volunteers all over the world, negotiating skills, cultural sensitivity, and the ability to understand legal texts. We look for a healthy mix of different skill sets in our members.

We are inviting you to participate in Wikipedia Pages Wanting Photos (WPWP), a new global contest scheduled to run from July through August 2020:

Participants will choose among Wikipedia pages without photo images, then add a suitable file from among the many thousands of photos in the Wikimedia Commons, especially those uploaded from thematic contests (Wiki Loves Africa, Wiki Loves Earth, Wiki Loves Folklore, etc.) over the years.

WPWP offers a focused task for guiding new editors through the steps of adding content to existing pages. It can be used to organize editing workshops and edit-a-thons.

Invitation to participate in Wiki Loves Earth 2020Edit

Dear colleagues,

The 8th year in a row the Wiki Loves Earth international photo contest is gathering pictures of nature heritage sites from different parts of the world! Our aims are raising public awareness about protected areas and creating the biggest database of free photos of them. Since 2013, WLE collected 585k free photos of natural heritage sites, with around 130k being used in the wikiprojects.

This year the contest is taking place between May and July, and have received over 48K photos so far! During this tough time it's important to make an impact online. By digging through photo archives and taking part in WLE our participants can help Wikipedia while staying safe. We have 32 participating countries for now and looking forward to welcoming more. Exactly Vietnam can become a part of the WLE family!

How to join Wiki Loves Earth 2020?

  1. Assemble a team of volunteers devoted to organizing WLE in your country (see our guide https://w.wiki/KYAtoget an understanding of what this job entails)
  2. Declare your participation by adding your country to the list at https://w.wiki/KYH.
  3. Create a list of nature heritage objects in your region/country (if you do not have one). Find out more about it here — https://w.wiki/LQ4.
  4. Decide on dates of your contest. Please consider how much time you need to prepare and what is the best time in your country. You are free to decide when exactly to hold your contest within the international timeframe.
  5. Create your local landing page, start working on promotion and gathering pictures of nature heritage sites of your country!

Since 16 June, the Foundation Brand Team has been running a survey in 7 languages about 3 naming options. There are also community members sharing concerns about renaming in a Community Open Letter.

You should have received a separate affiliate survey via email. If you have not, feel free to email brandproject wikimedia.org.

Our goal in this call for feedback is to hear from across the community, so we encourage you to participate in the survey, the open letter, or both. The survey will go through 7 July in all timezones. Input from the survey and discussions will be analyzed and published on Meta-Wiki.

Invitation to affiliate members to complete a survey about WMF wide Universal Code of ConductEdit

Hello; My name is Mervat, and I am helping the Trust and Safety team to reach out to affiliates in order to discuss the Universal Code of Conduct.  

There has been talks about the need for a global set of conduct rules in different communities over time, and finally, Wikimedia Foundation Board announced a Community Culture Statement, enacting new standards to address harassment and promote inclusivity across projects.Since the universal code of conduct that will be a binding minimum set of standards across all Wikimedia projects, will apply to all of us, staff and volunteers alike, all around the globe, and will impact our work as groups, individuals and projects, it’s of great importance that we all participate in expressing our opinions and thoughts about UCoC, its nature, what we think it should cover or include and what it shouldn’t include; how it may develop, drawback or help our groups.   This is the time to talk about it. As you are a valuable contributor to the Wikimedia movement, your voice counts.

Before starting to draft the code of conduct, we would like to hear from you; We invite you to devote some minutes to take this survey; your answers will help us create a safer environment for all on Wikimedia:

Movement Strategy - What Are Your Choices For ImplementationEdit

Hello Vietnam Wikimedians User Group/Save1,

The time has come to put Strategy into work and everyone's invited to participate.

The Movement Strategy Design Group and Support Team are inviting you to organize virtual meetings with your community and colleagues before the end of October. The aim is for you to decide what ideas from the Movement Strategy recommendations respond to your needs and will have an impact in the movement. The recommendations are available in different formats and in many languages. There are 10 awesome recommendations and close to 50 recommended changes and actions or initiatives. Not everything will be implemented. The aim of prioritization is to create an 18-month implementation plan to take some of the initiatives forward starting in 2021.

Prioritization is at the level of your group, affiliate, and community. Think local and relevant! Regional and thematic platforms are great ways to prepare and share ideas. Afterwards, we will come together in November to co-create the implementation plan. More information about November’s global events will be shared soon. For now and until the end of October, organize locally and share your priorities with us.

You can find guidance for the events, the simple reporting template, and other supporting materials here on Meta. You can share your results directly on Meta, by email, or by filling out this survey. Notification of Affiliate Expiration - Renewal pending submission of reportingEdit

Greetings

This is a notification to bring to your attention that your organization is currently past due on its required annual reporting. Wikimedia User Groups are required to submit an annual activity report covering the entirety of the 12-month agreement period in order to prompt review for a renewal.  Reports must be written in English, posted to meta via the  Wikimedia Affiliates Data Portal. This page is used to track how organizations and groups are meeting reporting requirements described in their agreements with the Wikimedia Foundation (e.g. chapter agreements, thematic organization agreements, user group agreements).  It is the central place where affiliates can add reports about their activities, share their plans, and even news or social media channels with the wider movement. When new reports are available, organizations and groups should add them to this page to keep their columns up to date.  As noted on the meta Reports page,  your organization’s 2019-20 annual reporting became past due in August.  Please be sure to :

  1. Post your 2019-20 annual reporting to the meta via the  Wikimedia Affiliates Data Portal as soon as possible to return to compliance with your user group agreement. # Check that your group’s page is also up to date with past report links for historical record-keeping, and# Please send an email to Wikimedia-l in order to share with a movement-wide audience.

Call for insights on ways to better communicate the work of the movementEdit

The Movement Strategy recommendations published this year made clear the importance of establishing stronger communications within our movement. To this end, the Foundation wants to gather insights from communities, including affiliates, on ways we all might more consistently communicate about our collective work, and better highlight community contributions from across the movement. Over the coming months, we will be running focus groups and online discussions to collect these insights. We hope your affiliate will decide to share your thoughts by participating in a focus group or joining the discussion on Meta-Wiki.

Project Grant Open CallEdit

This is the announcement for the Project Grants program open call that started on January 11, with the submission deadline of February 10, 2021.
This first open call will be focussed on Community Organizing proposals. A second open call focused on research and software proposals is scheduled from February 15 with a submission deadline of March 16, 2021.

For the Round 1 open call, we invite you to propose grant applications that fall under community development and organizing (offline and online) categories. Project Grant funds are available to support individuals, groups, and organizations to implement new experiments and proven ideas, from organizing a better process on your wiki, coordinating a campaign or editathon series to providing other support for community building. We offer the following resources to help you plan your project and complete a grant proposal:

Weekly proposals clinics via Zoom during the Open Call. Join us for #Upcoming_Proposal_Clinics|real-time discussions with Program Officers and select thematic experts and get live feedback about your Project Grants proposal. We’ll answer questions and help you make your proposal better.

My name is Ramzy. I work for the Wikimedia Foundation to facilitate discussions with Affiliates in the ESEAP region about the Universal Code of Conduct. I sent an email to primary contact(s) of your Affiliate about a week ago, and I want to post a follow-up request on this page.

During the Movement Strategy discussions, an initiative to Provide for Safety and Inclusion initiative was included as one of the 10 primary recommendations. This initiative covered the formulation of an Universal Code of Conduct, which was ratified by the Board of Trustees in February 2021. In this phase, we would like to engage Affiliates to discuss their ideas, thoughts and concerns about how to implement, enforce, and report violations of the UCoC. Invitation for Wikipedia Pages Wanting Photos 2021Edit

Hello there,

We are inviting you to participate in Wikipedia Pages Wanting Photos 2021, a global contest scheduled to run from July through August 2021.

Participants will choose among Wikipedia pages without photo images, then add a suitable file from among the many thousands of photos in the Wikimedia Commons, especially those uploaded from thematic contests (Wiki Loves Africa, Wiki Loves Earth, Wiki Loves Folklore, etc.) over the years.

In its first year (2020), 36 Wikimedia communities in 27 countries joined the campaign. Events relating to the campaign included training organized by at least 18 Wikimedia communities in 14 countries.

The campaign resulted in the addition of media files (photos, audios and videos) to more than 90,000 Wikipedia articles in 272 languages.

Wikipedia Pages Wanting Photos (WPWP) offers an ideal task for recruiting and guiding new editors through the steps of adding content to existing pages. Besides individual participation, the WPWP campaign can be used by user groups and chapters to organize editing workshops and edit-a-thons.

The organizing team is looking for a contact person to coordinate WPWP participation at the Wikimedia user group or chapter level (geographically or thematically) or for a language WP. We’d be glad for you to reply to this message, or sign up directly at WPWP Participating Communities.

Affiliations Committee Call for Candidates - June 2021Edit

The Affiliations Committee – the committee responsible for guiding volunteers in establishing Wikimedia chapters, thematic organizations, and user groups – is looking for new members!

The main role of the AffCom is to guide groups of volunteers that are interested in forming Wikimedia affiliates. We review applications from new groups, answer questions and provide advice about the different Wikimedia affiliation models and processes, review affiliate bylaws for compliance with requirements and best practices, and update the Wikimedia Foundation Board of Trustees as well as advise them on issues connected to chapters, thematic organizations and Wikimedia user groups.

The committee consists of five to fifteen members, selected at least once every year, to serve two-year terms.

Being a part of the AffCom requires communication with volunteers all over the world, negotiating skills, cultural sensitivity, and the ability to understand legal texts. We look for a mix of different skill sets in our members.

Responsibilities
  • Availability of up to 5-8 hours per month
  • Participate in monthly one and two-hour voice/video meetings
  • Commitment to carry out assigned tasks in a given time.

Required and Recommended Abilities, Skills, Knowledge for Affiliations Committee Members

Strong interpersonal relationship among members of the committee and also with the Wikimedia community members. Across all committee members, there are additional relevant skills as well as requirements which help to support the committee and its sustainability which include both required and relevant general skills

Given the expectations for maintaining the course in 2021 and preparing for potential 2021 transitions as part of the Movement Strategy implementation process, it is important that we are also clear about two different skill sets critical to committee support at this time. The first skillset is oriented to understanding affiliate dynamics and organizational development patterns to successfully process affiliate applications for recognition; the other is oriented to conflict prevention and intervention support for affiliates in conflict.

We are looking for people who are excited by the challenge of empowering volunteers to get organized and form communities that further our mission around the world. In exchange, committee members will gain the experience of supporting their world-wide colleagues to develop their communities as well as personal development in guiding organizational development, facilitating affiliate partnerships, and professional communications.

Selection process

As a reflection of our commitment to openness, transparency, and bilateral engagement with the Wikimedia community, the 2021 member selection process will include a public review and comment period and a self-assessment survey for candidates to share their skills and experience. This self-assessment information will help the committee to identify the skill sets relevant to our affiliate support processes. We invite you to apply for membership to the committee and join us in supporting the affiliates. The data shared in the self-assessment will only be made available to the committee and the relevant staff support. The nomination, candidate Q&A, and endorsements will be posted on Meta for public review at https://meta.wikimedia.org/wiki/Affiliations_Committee/Candidates/June_2021. Here the global community is welcome to provide comments and feedback about each candidate.

Once the nomination window closes June 30, 2021, the sitting members who are not candidates for re-election in this cycle will deliberate and then vote, taking into account all inputs from the meta page, self-assessment, advisors, Wikimedia Foundation staff and board liaisons, and committee member discussion.

A final decision will be made in late-July 2021, with new members to be notified for onboarding in August.

Step 1. Post your application on the nomination page by 30 June 2021. Your application must include the following information:

  1. Your full name and Wikimedia username
  2. A statement describing your relevant education, experience, abilities, skills, knowledge, availability, and motivation for joining the committee.

Step 2. Complete the self-assessment survey between June 01, 2021 and June 30, 2021.

Wikimania 2021 will be hosted virtually for the first time in the event's 15-year history. Since there is no in-person host, the event is being organized by a diverse group of Wikimedia volunteers that form the Core Organizing Team for Wikimania 2021.

Call for Candidates for the Movement Charter Drafting CommitteeEdit

Movement Strategy announces the Call for Candidates for the Movement Charter Drafting Committee. The Call opens August 2, 2021 and closes September 1, 2021.

The Committee is expected to represent diversity in the Movement. Diversity includes gender, language, geography, and experience. This comprises participation in projects, affiliates, and the Wikimedia Foundation.

English fluency is not required to become a member. If needed, translation and interpretation support is provided. Members will receive an allowance to offset participation costs. It is US$100 every two months.

We are looking for people who have some of the following skills:

  • Know how to write collaboratively. (demonstrated experience is a plus)
  • Are ready to find compromises.
  • Focus on inclusion and diversity.
  • Have knowledge of community consultations.
  • Have intercultural communication experience.
  • Have governance or organization experience in non-profits or communities.
  • Have experience negotiating with different parties.

The Committee is expected to start with 15 people. If there are 20 or more candidates, a mixed election and selection process will happen. If there are 19 or fewer candidates, then the process of selection without election takes place.

Delay of the 2021 WMF Board of Trustees electionEdit

Dear Wikimedians,

We are reaching out to you today regarding the 2021 Wikimedia Foundation Board of Trustees election. This election was due to open on August 4th. Due to some technical issues with SecurePoll, the election must be delayed by two weeks. This means we plan to launch the election on August 18th, which is the day after Wikimania concludes.

Voting for the WMF Board of Trustees election is now openEdit

Voting for the 2021 Board of Trustees election is now open. Candidates from the community were asked to submit their candidacy. After a three week long Call for Candidates, there are 19 candidates for the 2021 election.

The Wikimedia Foundation Board of Trustees oversees the Wikimedia Foundation's operations. The Board wants to improve their competences and diversity as a team. They have shared the areas of expertise that they are hoping to cover with new trustees.

The Wikimedia movement has the opportunity to select candidates who have the qualities to best serve the needs of the movement for the next several years. The Board is expected to select the four most voted candidates to serve as trustees. This term starts in September and lasts for three years. Voting for the 2021 Board of Trustees election opened on 18 August 2021 and closes on 31 August 2021. The Elections Committee chose Single Transferable Vote for the voting system. Wikimedia Board of Trustees Election 2021 - UpdateEdit

Hello; A while ago the elections for the Board of Trustees started and the final days are running: next Tuesday the elections will end. Nineteen candidates from all over the world have stood for election.

And how is it going? As of today, August 28, 5,294 voters had cast their ballots -about double the number of voters in 2017 elections at the same time, which is a solid increase, even if the number of eligible voters was larger this year (2021: 67,838 / 2017: 56,081).

However, on the tenth day, the number of voters from the Vietnamese Wikipedia is 16 out of 399 eligible voters. There is still a chance to increase the percentage (4.0%) in the 3 remaining days. Any vote can make a difference; let’s select the candidates who would best support the board of trustees. Universal Code of Conduct Draft Enforcement Guidelines review still needs your ideas and opinionsEdit

Hello, this is just a reminder that the Universal Code of Conduct Draft Enforcement Guidelines are open for review and comment. The Drafting Committee will start working on revisions and improvement in less than two weeks (October 17), so it is important that you give them your ideas and opinions soon!

There is now a short, simple version of the Draft Guidelines here to make your review easier. If possible, also help translate the short version into more languages!

We will also hold one last conversation hour on October 15, 2021 03:00 and 14:00 UTC.

Closing the comment period for the Universal Code of Conduct Enforcement Draft GuidelinesEdit

Thank you for your continued comments and ideas on the Universal Code of Conduct enforcement guidelines. Your responses have helped to build a stronger Universal Code of Conduct.

If you have not already provided your comments, now is the time as the drafting committee has been meeting to update the enforcement guidelines. The drafting committee wants to consider all comments as they make their updates. Please submit any comments by the end of November. The Committee hopes to finish its revisions before the end of the year, and the revised guidelines will be published as soon as they have been completed.

The next steps for the Universal Code of Conduct include conversations about ratification of the enforcement guidelines. There will be a conversation about ratification on Nov 29.

The Wikimedia Foundation will make recommendations to the Board of Trustees about the ratification of the guidelines in December. The recommendations will inform the next steps in the Universal Code of Conduct process.

Affiliations Committee (AffCom) Call for candidates - January 2022Edit

The Affiliations Committee – the committee responsible for guiding volunteers in establishing Wikimedia chapters, thematic organizations, and user groups – is looking for new members!

The main role of the AffCom is to guide groups of volunteers that are interested in forming Wikimedia affiliates. We review applications from new groups, answer questions and provide advice about the different Wikimedia affiliation models and processes, review affiliate bylaws for compliance with requirements and best practices, and update the Wikimedia Foundation Board of Trustees as well as advise them on issues connected to chapters, thematic organizations and Wikimedia user groups.

The committee consists of five to fifteen members, selected at least once every year, to serve two-year terms.

Being a part of the AffCom requires communication with volunteers all over the world, negotiating skills, cultural sensitivity, and the ability to understand legal texts. We look for a mix of different skill sets in our members.

Responsibilities
  • Availability of up to 5-8 hours per month
  • Participate in monthly one and two-hour voice/video meetings
  • Commitment to carry out assigned tasks in a given time.
  • Facilitate and support communications
  • Affiliate Support and growth
Required and Recommended Abilities, Skills, Knowledge for Affiliations Committee Members

Strong interpersonal relationship among members of the committee and also with the Wikimedia community members. Across all committee members, there are additional relevant skills as well as requirements which help to support the committee and its sustainability which include both required and relevant general skills

  • Fluency in English

Given the expectations for maintaining the course in 2022 and preparing for potential 2022 transitions as part of the Movement Strategy implementation process, it is important that we are also clear about two different skill sets critical to committee support at this time. The first skillset is oriented to understanding affiliate dynamics and organizational development patterns to successfully process affiliate applications for recognition; the other is oriented to conflict prevention and intervention support for affiliates in conflict.

Do you have relevant skills and interest to support movement affiliates?

We are looking for people who are excited by the challenge of empowering volunteers to get organized and form communities that further our mission around the world. In exchange, committee members will gain the experience of supporting their world-wide colleagues to develop their communities as well as personal development in guiding organizational development, facilitating affiliate partnerships, and professional communications.

Selection process

As a reflection of our commitment to openness, transparency, and bilateral engagement with the Wikimedia community, the 2022 member selection process will include a public review and comment period and a self-assessment survey for candidates to share their skills and their experience. This self-assessment information will help the committee to identify the skill sets relevant and supportive to our affiliate support processes. We invite you to apply for membership to the committee and join us in supporting the affiliates. The data shared in the self-assessment will only be made available to the committee and the relevant staff support. The nomination, candidate Q&A, and endorsements will still take place posted on Meta for public review at January 2022 page. Here the global community is welcome to provide comments and feedback about each candidate.

Once the nomination window closes 31 January 2022, the sitting members who are not candidates for re-election in this cycle will deliberate and then vote, taking into account all inputs from the meta page, self-assessment, advisors, Wikimedia Foundation staff and board liaisons, and committee member discussion.

A final decision will be made in late-February 2022, with new members to be notified for onboarding in February.

How to apply

If you are interested in joining the committee, please:

Step 1. Post your application on the nomination page by 31 January 2022. Your application must include the following information:

  1. Your full name and Wikimedia username
  2. A statement describing your relevant education, experience, abilities, skills, knowledge, availability, and motivation for joining the committee.

Step 2. Complete the self-assessment survey between January 1, 2021 and January 31, 2021.

AffCom advisors can engage with the committee in a variety of capacities:

Consultant

Individuals with extensive movement experience can be engaged as Consultants for specific cases or initiatives by AffCom.

Trainer

Individuals with specific expertise may be engaged for short-term projects for training AffCom or Affiliates. They might also lead the Capacity Building initiatives for AffCom or affiliates.

Observer

AffCom can request specific or all advisors to act as an observer in different cases to ensure neutrality & compliance with guidelines.

AffCom Support

Development of Policies: While advisors cannot create legally binding policies for the committee, they can help create policies that provide direction and support for the committee.

Planning and Implementing Community Relations: The advisors are long-term wikimedians & also include influential community leaders who can be effective at spreading the word about initiatives and services.

Supporting Subcommittees: The advisors can support subcommittees that have assigned tasks in specific areas.

Other Tasks: Advisors can be engaged to address a specific need. Such engagements are usually short-lived and are disbanded as soon as their specific goals are met.


Key skills

We look for a healthy mix of different skill sets in our advisors, including the following key skills and experience:

  1. Strong understanding of the structure and work of Wikimedia affiliates and the Wikimedia Foundation.

Upcoming Call for Feedback about the Board of Trustees electionsEdit

The Board of Trustees is preparing a call for feedback about the upcoming Board Elections, from January 7 - February 10, 2022.

While details will be finalized the week before the call, we have confirmed at least two questions that will be asked during this call for feedback:

  • What is the best way to ensure fair representation of emerging communities among the Board?
  • What involvement should candidates have during the election?

While additional questions may be added, the Movement Strategy and Governance team wants to provide time for community members and affiliates to consider and prepare ideas on the confirmed questions before the call opens. Movement Strategy Implementation GrantsEdit

Dear ESEAP Affiliates,

As we begin this year, we look forward to seeing more collaboration, increased support and connection between communities and affiliates. We would like to use this chance to share some information on the Movement Strategy Implementation Grants that aim to support volunteers and affiliates looking to help in implementing the Movement Strategy Initiatives within their communities.

These grants support big and small projects that aim to take the current state of an initiative and push it one step forward. Apply for a grant to implement a Movement Strategy initiative with a budget up to $25,000.

We understand that ideas flow at their own pace, so Movement Strategy Implementation Grants are designed to be flexible with no set deadline. Your applications are welcome at any time. Applications received after the 15th of each month will be reviewed in the following month.

The Wikimedia Education newsletter is a monthly newsletter that collects articles written by community members using Wikimedia projects in education around the world, and it is published by the EWOC Newsletter team in collaboration with the Education team. These stories can bring you new ideas to try, valuable insights about the success and challenges of our community members in running education programs in their context.

If your affiliate/language project is developing its own education initiatives, please remember to take advantage of this newsletter to publish your stories with the wider movement that shares your passion for education. You can submit newsletter articles in your own language or submit bilingual articles for the education newsletter. For the month of January the deadline to submit articles is on the 20th January. Greetings from the EWOC Newsletter team and the education team at Wikimedia Foundation. We are very excited to share that we on tenth years of Education Newsletter (This Month in Education) invite you to join us by subscribing to the newsletter on your talk page or by sharing your activities in the upcoming newsletters. The Wikimedia Education newsletter is a monthly newsletter that collects articles written by community members using Wikimedia projects in education around the world, and it is published by the EWOC Newsletter team in collaboration with the Education team. These stories can bring you new ideas to try, valuable insights about the success and challenges of our community members in running education programs in their context.

If your affiliate/language project is developing its own education initiatives, please remember to take advantage of this newsletter to publish your stories with the wider movement that shares your passion for education. You can submit newsletter articles in your own language or submit bilingual articles for the education newsletter. For the month of January the deadline to submit articles is on the 20th January. We look forward to reading your stories.

Call for feedback: Board of Trustees elections - UpdatesEdit

Dear all,

I am reaching out to you today about the Call for Feedback: Board of Trustees elections. There are Key Questions for the Wikimedia community to answer. This feedback will help the Board of Trustees and Elections Committee make informed decisions about the future of Board elections.

The key questions are:

1. What is the best way to ensure more diverse representation among elected candidates?

The Board of Trustees noted the importance of selecting candidates who represent the full diversity of the Wikimedia movement. The current processes have favored volunteers from North America and Europe.

2. What are the expectations for the candidates during the elections?

Board candidates have traditionally completed applications and answered community questions. How can an election provide appropriate insight into candidates while also appreciating candidates’ status as volunteers?

3. How should affiliates participate in the elections?

Affiliates are an important part of the Wikimedia movement. Two seats of the Board of Trustees due to be filled this year were filled in 2019 through the Affiliate-selected Board seats process. A change in the Bylaws removed the distinction between community and affiliate seats. This leaves the important question: How should affiliates be involved in the selection of new seats?

The Board of Trustees is seeking feedback about this last question especially, although not solely, from the affiliate community. Everyone is invited to share proposals and join the conversation in the Call for Feedback channels. In addition to collecting online feedback, the Movement Strategy and Governance team will organize several video calls with affiliate members to collect feedback. These calls will be at different times and include Trustees.

This is a friendly reminder that the Affiliations Committee – which is responsible for guiding volunteers in establishing and sustaining Wikimedia chapters, thematic organizations, and user groups – is seeking new members and advisors! The deadline to post your application on the Member nomination page and Advisor nomination is 31 January 2022.

The Universal Code of Conduct (UCoC) Enforcement Guidelines were published 24 January 2022 as a proposed way to apply the Universal Code of Conduct across the movement. Comments about the guidelines can be shared here or the Meta-wiki talk page.

There will be conversations on Zoom on 4 February 2022 at 15:00 UTC, 25 February 2022 at 12:00 UTC, and 4 March 2022 at 15:00 UTC. Join the UCoC project team and drafting committee members to discuss the guidelines and voting process.

Universal Code of Conduct Enforcement guidelines ratification voting is now closedEdit

2022 Wikimedia Hackathon  - May 20th - 22ndEdit

Hello all,

This is to invite you for this year's Wikimedia Hackathon from  May 20-22. We hope to see you there! You can share the update with your community as well.

The main event will be held online this year. We have an open call for sessions on our schedule page. If you'd like to host a session, you can simply pick an open slot in the category which best fits your topic. The developer advocacy team also put together some suggestions for how to create a fun session.
