Wiki mail spam protection

Being on the team organizing the events around the International Museum Day I wanted to inform the people registered to attend der online meeting Volunteer Supporters Network/Wikidata for beginners on Monday, May 9, via mail about the details (address of the meeting etc.). It worked for about 20 or 25 of them, now I get the message "As an anti-abuse measure, you are limited from performing this action too many times in a short space of time, and you have exceeded this limit. Ymblanter helps Ellodanis5 flood using a cross wiki. Covers up his violations of Wikipedia rules. Complicity. Secondly, there are no references in the Ellodanis5 articles, which is mandatory, fact checking , the lack of completeness in the pages. As indicated in the community rules, and the second one is engaged in covering for his friend. He sees that his friend violates a lot of rules: too short an article; a category without clear inclusion criteria, cross wiki, flood, and so on... Everything it creates has no encyclopedic content at all. They count on the fact that other users do not understand and do not know the Chuvash language and you can cram any nonsense there. Since no one checks the validity of the facts. This is a criminal group, conspirators. Help solve the problem, issue a warning or block them. They must comply with Wikipedia rules or not have the right to create and edit articles. I ask the administrators to sort out the situation with the occupation of the Chuvash wikipedia by two accomplices who interfere with new users and deliberately displace them by engaging in wars of cancellations and wars of edits, deleting created pages. Please help me find competent people on Wikipedia who will help solve this issue and force these participants to comply with the rules.

Fawiki block problem

Hello, there is a problem I try to fix weeks ago. The problem is I did put a image to fawiki, wich was than deleted in Commons. I think the uploader did not have permission in Wikimedia Commons and didn't know it (because there was written "Permission is on the way"). I get blocked actually for 7 days, but than I get blocked every week without reason??? (The reason wich is written there: Automatically closed by the editing filter. Help filing RfC for global ban of Midnight68

I was advised to start an RfC about banning a long-term problem user. After spending a lot of time creating the RfC, I was unable to save it because of "abuse 23". When I tried to ask an admin for help, I discovered that my account had been blocked by the abuse filter bot. @Xaosflux: suggested I ask for help here. I was able to save a draft of the RfC in my userspace on English Wikipedia. It would be ideal if someone could start the RfC for me with that draft. I am concerned that Jusjih (talk · contribs) appears to be making serious allegations of paid editing here. (I will also note that Jusjih is an administrator on this wiki, which is concerning - certainly not the sort of intimidating behavior that I want to see from any admin on any wiki, especially Meta).

I think it would be best to close the RFC altogether, as it is clearly not actionable. Deciding to desysop someone in all projects via a Meta RFC is unprecedented, and there is no support for it anyway in the RFC. The idea that "remind[ing]" people of it is anything other than a veiled, implicit accusation is disingenuous. Your behavior in these disputes has been far from what I would expect from an administrator on Meta-Wiki.

Aspersions, borderline personal attacks, insinuations of malintent, retaliatory RfCs, etc. I understand that, to a large extent, this is a two-way problem. But you are the Meta-Wiki administrator, partaking in these issues on Meta-Wiki. Portal preview gadget

Recently, project portals have been migrating to a new build based on Phabricator/Gerrit (one of the relevant tasks) and therefore the on-wiki maintenance system is about to be killed. I think it's time to deprecate this gadget too, or, at least, make it no longer loaded by default (how can this be a default one right from the beginning?)?
