Reverting deletion templates

Hello. The subpage was deleted, thereby returning the main page of the translation to its previous appearance without translate. Here is the deletion of the subpage. I need an important decision for Mike Novikoff (talk · contribs · CA) who had repeatedly abused cross-wiki. The previous block on Wikidata on June 20, 2020, for intimidating behavior, harassment, and personal attacks after this warning message posted by an admin per talk page to intended to stop, another block (which had recently multiple times) on Russian Wikipedia since February 12, 2021, for trolling, revealing private information and cross-wiki spam (which his email disabled).

Прошу перевірити дії адміністратора Q-bit array. Я переконаний, що його поведінка не відповідає принципам об'єктивності та незалежності, які високо цінуються у Вікіпедії.

Багато сумлінних користувачів скаржаться, що Q-bit array блокує їх без достатньої причини. Це створює серйозні труднощі для тих, хто хоче зробити свій внесок у Вікіпедію. Більше того, такі дії адміністратора підривають довіру до Вікіпедії та можуть відлякати нових користувачів.

Прошу Вас розібратися в цій ситуації та вжити заходів щодо видалення Q-bit array зі своєї позиції. Я також надаю вам посилання на пост у пікабу, де люди діляться своїм негативним досвідом із адміністратором.

Хочу наголосити, що проблема з діями адміністратора Q-bit array не проста і не локальна. Це має масштабні наслідки для всієї спільноти Вікіпедії. Я, як і раніше, переконаний, що його дії завдають шкоди інтересам багатьох сумлінних користувачів.

Зрозуміло, що Q-bit array не обмежується блокуванням окремих користувачів. Він буквально захопив владу та використовує її для порушення прав інших користувачів. Ця проблема глибоко вкоренилася і торкається все управління Вікіпедією.

Я закликаю вас серйозно поставитися до цієї проблеми і вжити швидких та ефективних дій, щоб протистояти діям Q-bit array та повернути Вікіпедію на шлях об'єктивності та незалежності.

Якщо ви не погодитеся з моїм проханням і не вживете відповідних дій щодо усунення адміністратора Q-bit array з посади, я буду змушений звернутися до вищих інстанцій Вікіпедії.

I have seen that the election committee has removed my question. Why was it removed? Could you link to the relevant discussion? Maybe then I could adapt the question.
