Requesting kind assistance on SRG
Dear Mr Urbanec,
I request your kind assistance and stewardship to deal with vandal. Request link is here: SRG request.
There are two en wiki CheckUsers (@TonyBallioni and Materialscientist:) are familiar with the problem IP editor. Also, there is at least one admin on wikiq (@GreenMeansGo:) familiar with vandal history.
In San Francisco Bay Area, schools shut down due to COVID19 and is now lockdown. Therefore, childish vandalism is becoming increased by the problem editor. Again, I very much appreciate your assistance.

Thanks for your message, Krzysztof 13. This block was made, because it is deemed to be used by open proxy or VPN providers. The block was not directed at you personally. VPNs are frequently abused to bypass our antiabuse mechanisms, and as such, are blocked. See also global policy on open proxies. However, I see that there is a wider global block, which is for anonymous users only. For this reason, I've removed my smaller block. You should now be able to edit. Please note that it is possible the VPN you use will be blocked by another steward. If you do not need to edit through a VPN, the simplest solution would be to just turn it off/exempt Wikipedia. - The problem is not resolvet yet. I turned off VPN mode in my Windows 10. As I see now this was surely the reason to block my IP-adress. It is not my fault any way. I think I turned VPN mode on by mistake or it was turned on as default. I don't remember now. Unfortunately my IP-adress is still being blocked. All I want from you is to unblock my IP-adress. Global blocking
Dear Martin Urbanec,
the IP address I use (164.132.48.123) as blocked for one year because it is included in a blocked range: 164.132.0.0/16. The reason was "No open proxy". My IP address is not an open proxy. I believe some other addresses in the blocked range behaved badly. Would it be possible for you to do something to unblock ?

- @Apameia: Hello Apameia, this IP address, 164.132.48.123, is assigned to OVH, a French hosting company. Under Wikimedia policies, hosting providers are blocked as open proxies, because anyone can hire their services and route traffic through them. - @Apameia: For now, yes. If your bot is estabilished at multiple wikis, it can be eglible for a global exemption, which can be requested at Meta. Alternatively, if your server has a single IP address, I can set it to block only anonymous contribs, while still permitting your logged-in bot to make its actions. And yes, there are Wikimedia servers for bots and many other things. The problem is : this new username Joseph Raymond Conniff is the name of a real person : en:Ray Conniff (although dead).
And this user is trying to edit the french article about fr:Ray Conniff, but his edits are so inconsistent that we had to stop him.

However, given you're globally blocked in ruwiki, it's unlikely you'd be granted the global exemption. You can still apply for the local one, see w:WP:IPBE. Incorrect block over the "2001:41D0:0:0:0:0:0:0/32" range
Hello,
Just for your information, I have noticed that you have blocked an IP address range belonging to OVH Telecom (https://fr.wikipedia.org/wiki/Sp%C3%A9cial:Contributions/2001:41D0:FE8E:2D00:D930:3CCC:36A0:38D4).
OVH Telecom is a subsidiary of the main OVH (aka OVHCloud) company, that does not provide hosting services but rather specifically provides general DSL broadband services (https://www.ovhtelecom.fr/).
The whois record is rather clear about this:
netname: OVH-DSL descr: OVH Telecom
Is is rather understandable that OVH hosting-related ranges are blocked, but OVH Telecom ranges should likely not.
I am not personally a subscriber of OVH Telecom, this if for notification as it may block legitimate users.

- @Gros chat violet: Hi, thanks for the message. This range sadly seems to be mixed up. For instance, the IP you linked is indeed OVH Telecom, but `2001:41D0:8:E27D:0:0:0:1`, nominally being in the same range, seems to be OVHCloud one. If you see Special:Contributions/2001:41D0:0:0:0:0:0:0/32, you'll notice the range was abused a lot. - It seems that both subsidiaries route their traffic through different networks: OVH Telecom routes traffic through AS35540 and OVHCloud routes traffic through AS16276. This is also confirmed here.
- As you can see on the HE.net links, the only IPv6 range of OVH Telecom seems to be
2001:41d0:fc00::/38
, while OVHCloud has multiple ranges, including the rest of the whole2001:41d0::/32

- @Ciell: Hi Ciell, thanks for reaching out! If you turn on Banner history logger, the data would be actually sent to the server. However, they're not user-available, as they contain the actual selection criteria (country, project, user logged in status etc.) and other personal data. If you create a Phabricator task, someone might dig into the data for you - but I'm really not sure about that . Another option would be to use something like shortener.wikimedia.nl/blablabla to redirect user to your landing page, and see the banner-caused pageviews that way. Global block of 39.114.168.164
Hello Martin, thanks for globally blocking 39.114.168.164. I see you blocked it for 3 years. I would suggest shortening the block to ~3 months (same length as the original en.wiki block). The global block for the T-Mobile IP address range is completely unnecessary.
Hello Martin, would a steward please discuss this kind of issue? This IP address was globally blocked (again) for three months. Nope, this block is completely unnecessary, and also, there's too many collateral damage caused by this block. I am in China at this time and for a while, and the only way to access wikipedia in China is to use a VPN. I would like to edit some pages while I am in China. You have most edits at the English version, and given most VPNs are also locally blocked at enwiki, you'd probably need local exemption anyway. I recommend contacting checkuser-en-ep@wikipedia.org. - These three came all the way to mrwikisource only to vote on the poll, I don't know what is the other way than someone really pinging them to do so.

- These accounts were involved in WAM2019 and now here. (All of these edits on OCR's of books uploaded by Tiven themselves!)
- s:mr:Fabian1117 = 1287 edits on the project and involved with Tiven2240 on mrwiki, Tiven had awarded them 3rd rank in WAM2019 on mrwiki as
- s:mr:Crispin100 = 88 edits on the project and involved with Tiven2240 on mrwiki, Tiven had awarded them 3rd rank in WAM2019 on mrwiki as per their userpage.
- All of these four accounts were created after the poll started and they have no edits on any other projects Which means they were created to vote on the poll only. Even on mrwikisource they have less than 50 edits. (All of these edits on OCR's of books uploaded by Tiven themselves!)

Unable to restart stewardbot
Hi. I deployed this change and restarted the bot. It did not joined. I reverted locally and tried to restart again but no luck either, so I'm not sure what may have caused this. There were some unstaged commits that went away with git reset --hard. Could you please take a look at it when you have some spare time? The SULWatchers seems to be working with no issues. The block was made, because the IP addresss you seem to use isn't used by residential customers, but for other purposes. This can be abused to bypass our antiabuse mechanisms, and for such reason, all edits from those addresses are blocked by default. You can read more at https://meta.wikimedia.org/wiki/No_open_proxies.

Global AbuseFilter
Hi there! I was wondered about this tool. Do this tool also able to block someone from doing any actions in Wikimedia project? There's a case in mswikipedia and Malaysia, I don't know how but I think this tool is over response and block in wide range. Most of ip address in Malaysia was blocked and I think it's the filter that block the main ip address that caused the sub-ip address being blocked too. Can it be turn off or slow down it's response? This blocking has affected many person and turn down participation in Wiki Loves Earth in Malaysia. We've received few reports about this inability to upload in Commons because they're unable to sign up for an account to upload their works. Hoping for ASAP response. Thank you. Neither Meta Wiki nor the stewards serve as a superior authority to local wiki bodies ~ each wiki is self-governing, and is independent. Hi Martin,
I am a sysop on French-wiki. Yesterday you blocked an IP for a VPS purpose. Its user is fr:User:Edouard2, an experienced contributor on fr-Wiki who devotes himself to the Hundred Years' War and has nothing to do with vandalism. Since, he can't connect from his home computer.
Can you please double-check ?

Hi! noticed you're a cross-wiki patroller, so I wanted to reach out as I'm not sure what's the best course of action for a cross-wiki spam. This article was recently deleted on EN. However, it looks like it's now being re-created across many wiki projects by this user. It was created on AR, FR, ID, JA, KO, MS, and many others. Regarding best course of action, usuaully, we look for the articles the user created (if they connect it to a WD item, it's relatively easy, otherwise, consult global account info or http://xtools.wmflabs.org/globalcontribs), nominate it for deletion everywhere ({{speedy}} or {{delete}} works at most of the wikis) and report to SRG for a lock, so the user cannot continue to be disruptive. If the wiki has no or very few local admins, Global sysops/Requests is also an useful page. I see that was now done, so there is probably nothing else to do. If I missed anything, let me know :-). When I ran that script, I noticed there are some global indefinite blocks, which I did not want to copy, so I've exempted from the script. However, I did not release indef blocks placed previously. - @Evrifaessa Hello, thanks for reaching to me! For security reasons, the testing process runs automatically only for users who are at an allowlist. Once you have few merged commits, I or someone else can add you to the allowlist, and jenkins bot will run automatically for your patches as well.
- Regarding getting it merged/deployed to production, you need to schedule it for a deployment. You can do that by going to https://wikitech.wikimedia.org/wiki/Deployments, logging it with your Wikitech/developer account, and adding your patch to any of the backport window. During the window you picked, you need to available in #wikimedia-operations IRC channel. A deployer will then review the patch, ask you to test it, and if it works, it will be deployed to production.

Speedy deletion data of global sysops wikis
Hi Martin. I hope you are good. The some small wikis (tr.wikibooks and tr.wikisource) are missing from this list. Also tr.wikimedia is an user group wiki, tr.wikinews is a closed wiki, I guess they don't need to be added to this list. - @Uncitoyen Hello, there are all wikis that have their speedy deletion category attached to Q5964. Just add the category there, and the bot will update it. I don't think that closed wikis or chapter wikis need to be removed, after all, https://ca.wikimedia.org/wiki/Special:Log/delete has a lot of global sysop/steward activity :-). Hi Urbanec, Months ago you resolved this task (see T255328#6349325 why i created that task) . However i am still seeing old logo.

After seeing the log, i believed your Synchronization of bnwiki's logo got rolled back (same thing with static/images/project-logos/bnwiki-1.5x.png & static/images/project-logos/bnwiki.png). - @KOKUYO The best approach that is the easiest for central notice administrators is to request a banner with only English text specified, and state that it should be translatable. A CN administrator will then send you a link to the translation interface, and ask you to get the banner translated there. You can either copy-paste translations from elsewhere, or distribute the link to all translators. - @Billinghurst Hello, as you can see, the filter is called "Emergency shutoff" – it was a helpless emergency action to stop the Turkish LTA. In my opinion, consensus can never be required for an emergency action - simple because it probably wouldn't be useful once the consensus was (not) gained. The Turkish LTA was switching to a different range once I blocked his current one. According to my previous experiences with this LTA, he would change texts used after a filter focusing on his texts would be implemented.
- Although this filter is a quite extreme measure, it stopped him without investing a sysop time any more.
- I just disabled the filter, as it's probably not needed anymore. I admit I should've disabled this filter earlier, and I apologize for this.

I see no reference anywhere in the forums that I use to see it addressed as an issue to the community. - For clarifying, if this user have no activity after the sockpuppets are found, I found no evidence that 1. this case can not be adequately handled by local community or 2. there are reasonable grounds to believe the user will further disrupt the site in the near future, so I don't see any grounds for global locks. - According to global locks, a global lock may be placed on "Accounts that have violated other principles which are grounds for indefinite blocks on multiple individual wikis". This is a classroom example of such account – it was blocked at literally all projects which they have substantial contributions to - in another words, no project welcomes their contribution.
- I don't really want to speculate whether Wikidata and/or Commons are going to remove that block. A global lock doesn't indicate any global ban at all - it can be removed upon request if there's a reason for that (removing a block certainly is such a case, but there's no evidence of that happening).
- To answer your question, there is no new direct connection with any accounts – in my eyes, that does not mean the lock is invalid.
- Of course, you can ask any steward to re-examine my decision.

- To raise another point: it is actually encouraged for a blocked user to contribute to another wiki that the user is not blocked (including those they have no meaningful contribution previously). See w:Wikipedia:Standard_offer#Variations. I don't see why it is not the case. Global lock should only be used if such route is misused (i.e. user continue to disrupt in another wiki after they are blocked in one). In addition, a lock hampers users to appeal locally, eapecially on wikis without off-wiki appeal channel like Commons and Wikidata (EmailUser is still onwiki).--GZWDer (talk) 05:32, 10 November 2020 (UTC)

Hi. Will you please block 114.4.0.0/17 (talk · contribs) since IPs in this range have been persistently harassing and vandalizing pages I edited and my talk pages for months. Not only in enwiki but also across several wikis like idwiki and commonswiki. The wider (114.4.0.0/16 (talk · contribs)) is now blocked on enwiki only for some time so he moved to commons and IDWIKI. Persian calendar
Hi there! A new phabricator task will soon come your way from Requests for new languages/Wikipedia Saraiki. Someone (I didn't check who) put "This language has a Persco-Arabic Script and font tahoma. Use Persian calendar instead of Julian/Gregorian." into the "additional settings" part there. I assume the first part is handled automagically anyway, but I wonder about the second. Hello, this is odd, I was about to revert the post by saying "sigh, reply tool didn't tell me there is an edit conflict..." for the 1st locally handled thinggy....but then when I was to save that, I see it was already reverted by you and by undo, I didn't use reply tool but was not informed about edit conflict again. Wikimedia Indonesia will organize monthly photo contest start in January 2021, named WikiKaleidoskop. Can you help us to set up the campaign page (Campaign:wk-id) in Wikimedia Commons? Because we have no user in Indonesia that have access to make that page in Wikimedia Commons.
