The Centre for Internet and Society
editThe Centre for Internet & Society or CIS is a registered non-profit organisation in India. It has its head office in Bangalore, Karnataka, and an office in Delhi. CIS undertakes interdisciplinary research on the internet and digital technologies from policy and academic perspectives. The official CIS website may be seen at cis-india.org. Access to Knowledge
editAccess to Knowledge or A2K is a program of CIS that works on supporting Wikimedia projects and Indian Wikimedia communities in different ways such as:
- conducting and supporting activities such as edit-a-thons, photowalk which help in a content generation;
- conducting and supporting skill development and leadership development workshops and Wiki-events;
- building institutional partnerships;
- bringing more content under a free license;

Access to knowledge started serving the Wikimedia communities in India focusing on specific language communities (we called this structure Focused language area or FLAs. So far we have closely worked with Kannada, Konkani, Odia, Marathi, Telugu communities). Other than the FLAs CIS-A2K provided general support and services to other Indian Wikimedia communities as well. From 1 July 2018 onwards we are gradually shifting from Focused language area (FLA) to Focused project area (FPA). CIS-A2K in the work plan year 2019 conducted and supported several Wiki activities and initiatives related to skill development, content creation, leadership and partnership. This year CIS-A2K conducted the sixth iteration of Train the Trainer, a four-day residential training program, and fifth iteration of Media Wiki Training, also a residential training workshop. The events were held to groom leadership skills and technical skills among the Indian Wikimedia community members. CIS-A2K also supported the first education conference in India, which saw participation from 3 SAARC countries (this conference was organised by Christ University in Bangalore).
In our proposal and work plan, we mentioned about shifting from focus language area to focus project area. Wikisource is a project with high impact but didn't receive support earlier. In the work plan year, the CIS-A2K conducted and supported several Wikisource workshops and initiatives to further improve the project and community strength, some of these initiatives were India Wikisource Community Consultation and Wikisource specific workshops in Delhi, Patiala, Guwahati, Banglore, Salem, Ahmedabad and Pune.

Content Enrichment
editA detailed analysis of pageview on the Indic Wikipedia projects indicates that there is high traffic looking for content in Indian languages. We conducted and supported a series of Wiki-events which helped to produce quality-content in different language projects. CIS-A2K scaled up the earlier attempts and projects that resulted in improving content and quality. Some of the activities have been explained below in detail.
Digitisation and Wikisource work at Vigyan Ashram, Pabal
editCIS-A2K is developing partnership with Vigyan Ashram, Pabal in Maharashtra. It is the organisation working on 'Learning while Doing' methodology for skill building. The Wikimedia team trained at Vigyan Ashram organised two day Wikisource Workshop for the Marathi Community. Along with digitisation and Wikipedia editing, the trainees started working in Wikisource project.
The Wikisource Workshop at Vigyan Ashram, Pabal was organised on 25 & 26 May 2019. Total seven Wikimedians from Vigyan Ashram and five Marathi community members attended the workshop. The number of female participants was seven.
The basic skills of scanning and post-processing were imparted on the first day. The basics of Commons and Wikisource project were explained. The uploading of big size books with chunk upload was demonstrated. The analysis of gadgets and scripts on Marathi Wikisource was done. The second day started with a practice session for proof-reading & layout of pages. The process of transclusion was explained in detail. The various final layouts for reading the books on Wikisource and formats for downloading the books were also discussed.
Impact made
The team of skilled Wikimedians is developed at Vigyan Ashram which is training the new batches continuously. The institution has created a separate Wiki cell to conduct regular activities. In this programme year, total 10,400 are scanned and 6,000 pages have been OCR'd on Wikisource by Vigyan Ashram team.
"Vigyan Ashram is involved in collaborated efforts with CIS-A2K for content enrichment in Wikimedia projects for the last two years. We have conducted Marathi Wikipedia Edit-a-thons, Digitisation training sessions, Commons upload sessions and Wikisource Workshops for the trainees in our institute. We are thankful for your support in this innovative open knowledge creation activity with our rural students. Through these programmes they are exposed to diverse areas and digital skills. While contributing to Wikisource projects, they are reading valuable books also. This process is mutually beneficial for society and individuals. The action plan of proofreading activity for trainees will be developed. The scanning of rare books from 100 plus-year-old libraries is planned at Vigyan Ashram.

Wikipedia in Education
editCIS-A2K entered into a Memorandum of Understanding (MoU) with Christ University, Bangalore to introduce the Wikimedia and it's sister project among the students through their Continuous Internal Assessment (CIA) of 1,300 undergraduate students who enrol to the University every year.
Wikipedia in Education is a year-long event hosted at Christ University.
- Continuous Internal Assessment (CIA):Students who take Hindi, Kannada & Sanskrit as the second language will be working on the Wikimedia sister projects mainly focused on Wikipedia and Wikisource. This platform creates and builds student’s skills in editing and typing. and students work on the following aspect in each semester:
Semester 1
- CIA 1 - Type and digitize given text on Wikisource.
- CIA 3 - Type and proofread texts on Wikisource
Semester 2
- CIA 1 - Create their user page on Wikipedia.
- CIA 3 - Add relevant images.
Semester 3
- CIA 1 - Write an article on Wikipedia related to Culture and Language.
- CIA 3 - Add images to the articles (from commons) which were written for CIA 1.
Semester 4
- CIA 1 - Creation of articles related to their core subjects.
- CIA 3 - Add images to the articles (from commons) which were written for CIA 1.
- Certificate course: To increase the participation of students in the Wikimedia Movement, a Certificate course was introduced for the interested students of the University in 2016. The course helps the students to improve their knowledge of the Wikimedia movement and to help them understand how to contribute to Wikimedia projects in vernacular languages, helping them to learn basic digitisation skills in the local language.
- Internships: The internship activity was introduced by the CIS-A2K team at the Christ University which offers students to work with the staffs of the team and the Wikimedia community members to understand the broader Wikimedia movement. This gives an opportunity for students to have hands-on experience from the learning they had from the classroom programs.
This activity is mainly focused on the creation of articles in several languages and proofreading and validations of the folios in Wikisource. During this time students improve the quality of the articles and improve the quality of the folios in Wikisource, which is created by the students during the regular assignments. It was conducted in the month of October and September. Students who have taken Hindi, Kannada, Tamil, and Sanskrit as their second language are given this opportunity which is very limited and hard to find.

- Enhanced the skills of students such as digital skills, critical evaluation of information, consumption, and creation of open knowledge resources.

Workshops of River activists for building Jal Bodh - Knowledge resource on Water
editIn April 2018, CIS-A2K conducted a Wikimedia orientation session on River dialogue held at Pune. The concept of documenting river-related issues on Wiki was well received by various organisations. The concept note on 'Project Jal bodh' was prepared. Then different organisations took the initiative to organise a series of workshops for activists, scholars and experts in the field. The objective is to create knowledge about water and rivers in India.
The first workshop in the series was conducted by Jeevit Nadi at Pune on 25 July 2018. The second workshop was conducted in Dafalapur, District Sangli by Jal Biradari on 7 December 2018. Looking at the importance of the concept, Tarun Bharat Sangh - a national level organisation working on rivers - organised a National Workshop for participants from eight states of India. The workshop was conducted from 22–25 December 2018 at Tarun Bharat Sangh, Bhikampura, Alwar district, Rajasthan.
All these workshops were focused on content generation around river issues. The participants worked on the analysis of knowledge produced in the form of publications, training material, images and videos. The training sessions on Wikipedia editing and Commons upload were conducted. The reference material like books, maps, government reports, old gazetteers has been organised by these organisations. The discussion on category tree and structure of articles was held in the first iterations. The listing of articles was done. The structure of river article was finalised collaboratively. The participants worked in groups to present schematic diagrams of various river basins for in-depth understanding. They worked in Wikipedia sandboxes before uploading the articles in the main namespace. Total 49 activists and experts were trained in these workshops.
Impact made
Due to these workshops, awareness about Wikimedia projects was generated among 12 organisations working on river issues in Maharashtra & seven other states of India. The active members of these NGOs were convinced about the open knowledge creation on Wikimedia projects. The participants have started working on four rivers in Maharashtra and 15 rivers in India. They have also started working on related issues like pollution, tourism and projects. The broader plan of 'Project Jal bodh' is prepared with the consensus. Thus the foundation is built for concrete action through the network of like-minded organisations.
"Rivers are very basic essence of existence of life in land. Thus, keeping sanctity, health and preservation of rivers are utmost important. The Wikimedia workshop during December in TBS on inclusion of river science, it's genesis and awareness to protect it through Wikipedia was really worthwhile. It provided wing to individuals like me to pendown more on revival of rivers because of present river pollution issues. The Wikipedia as an open forum can put an intense and long standing impact by including river as portal because mainstream can easily get the zeitgeist of problems, ways to tackle and sometimes use society as a whole to respond for revival of rivers." - Username:Mrityunjay1010
Followup plan
The quarterly iterations are planned by each organisation in the next year. The first such workshop was organised by INTACH Pune Chapter in Pune in July 2019. Intensive personalised Wiki training sessions of most active editors are also planned.
Learning
Ensuring availability and sustainable management of water and sanitation for all is one of the Sustainable Development Goals (SDGs) of the United Nations for 2030. Content creation on river issues and water management on Wikipedia would be a contribution towards this global initiative, and also offers scope for collaboration with other organisations working in these areas.
There is a lack of online content on water management issues in the Indian context; therefore a parallel activity of content donation of books is proposed.

Wikisource internship project at Garware College of Commerce
editThe Wikisource proof reading workshop was organised by Garware College of Commerce, Pune on 13 February 2019. The workshop was facilitated by CIS-A2K and community members to support the proofreading project taken up by the institution for the second consecutive year. Total 20 students worked for one month under this project. In this event, 10 members participated.
The Wikisource event was conducted in Garware College of Commerce, Pune on 13 February 2019.
Garware College of Commerce in Pune has initiated Marathi Wikisource proofreading activity as an internship for the students. The first project was completed in 2018 for the book - 'Arthasahastrachi multatwe'. The books related to commerce field are selected. The students also get benefited by going through valuable reference material in their language. The concept was well adopted by the students as well as faculty. The second project was taken up in 2019 for the book - Adbhut Duniya Vyavasthapanachi - a book on fundamentals of management. Wikimedians from Pune - User:AshLin, mr:User:Komal Sambhudas and User:कल्याणी कोतकर also facilitated the process. The introduction to the basics of Commons and Wikisource projects was given in the first session. The details of the index page and metadata were discussed. Then the proofreading activity started. The chapters were distributed between the editors. Some of the templates not available readily in the toolbar of Marathi Wikisource were copied in individual sandboxes and applied. Tito Dutta explained the best practices and completed books in Bengali & English Wikisource projects.
Impact made:
In the post-event meeting with the authorities, they expressed their readiness to make this internship activity integral to the academic course. Due to this event, around 300 pages were proofread and validated.
Followup plan:
The Wikisource activity will be supported by Wikipedia and Commons projects in the next academic year.
Learning:
There needs to be sustained engagment with students and faculty, ideally through several activities/events or points of contact to maintain the momentum of this initiative, and build the confidence of studnets and faculty.

Independence day edit-a-thon
editCIS-A2K conducted and supported a multi-lingual edit-a-thon during the Indian independence day 2018. On Wikipedia (in alphabetical order) Hindi, Kannada, Malayalam, Marathi, Odia, Telugu, and Urdu communities participated in this edit-a-thon. Wikidata community also conducted a label-a-thon.
Why? The objective of this edit-a-thon was to celebrate this independence day with Wikipedia/Wikidata content creation. The topics selected for this was related to India's freedom movement, the country's culture, history, and society.
When? The edit-a-thon took place around Indian independence day (i.e. 15 August). The participating communities selected their own starting and ending dates. For example, the Marathi community conducted the edit-a-thon between 10–20 August 2018, the Telugu edit-a-thon was a month-long one. The Wikidata label-a-thon was conducted between 15–19 August 2018.
Where? The main edit-a-thon was conducted online. We conducted and supported a few offline edit-a-thons as well. The following table shows the offline edit-a-thons which were conducted as part of this Independence edit-a-thon.

In the work plan, we proposed to conduct/support national-level edit-a-thons. At the end of July 2018, after a team meeting, we felt that conducting a national-level edit-a-thon during the independence day week might be a good idea. Earlier we have had experience of conducting and supporting several large edit-a-thons such as Geographical edit-a-thon, Project Tiger edit-a-thon etc. In the first week of August, we started the event page on Meta-Wiki and shared it with the communities requesting to participate. Telugu and Marathi communities were the first to show interest. Gradually Hindi, Kannada, Malayalam, Odia, and Urdu also participated in this edit-a-thon. On Wikidata User:Mahir256 and a CIS-A2K person started a week-long label-a-thon. An extensive list of items was prepared and the task was translating the labels into Indian languages.
Learning
We observed/learnt a couple of things
- The communities liked the idea of celebrating Indian independence day/week with Wiki-content contribution.
- The theme "India" was appropriate and Interesting for the participants.
Follow-up
We are excited to see the involvement of the communities during this event. In the next year, we wish to conduct the India independence edit-a-thon on a larger scale. In the next iteration we hope to make improve the activity further:
- promoting it more among the communities.
- by preparing a comprehensive list of references/resources the participants can use during the edit-a-thon.
Collaboration with Odisha Government Sports and Youth department
editCIS-A2K, along with the Odia Wikimedians User Group collaborated with the Odisha Government Sports and Youth department and organised organise multi-lingual edit-a-thons in different cities in India for 2018 Men's Hockey World Cup.
2018 Men's Hockey World Cup was the 14th edition of the Hockey World Cup that took place in November–December 2018, at the Kalinga Stadium in Bhubaneswar, India. We wanted to conduct edit-a-thons in India to improve Hockey-related content on Wikipedia.
The edit-a-thons took place in October 2018 in Thrissur, Patiala, Guntur, and Delhi.
Earlier in 2017, we made a collaboration with the Sports and Youth department of Odisha Government for Asian Athletics Championships- Edit-a-thon and GLAM. As a part of the collaboration, we organised an edit-a-thon in Bhubaneswar and the state government relicensed the website of Asian Athletics Championship under CC-BY-SA 4.0 license. This relicense of content helped the community to upload almost 300 images of Asian athletes on Wikimedia Commons. 2018 Men's Hockey World Cup took place in November–December 2018, at the Kalinga Stadium in Bhubaneswar, India. We created a plan to conduct a few onsite edit-a-thons with a theme of "Hockey". Next, we approached the Odisha Government's Sports and Youth department. The Sports and Youth department agreed to collaborate and fund these edit-a-thons. In October 2018, CIS-A2K worked with Malayalam Wikimedians User Group, Punjabi Wikimedians User Group, Hindi Wikimedians User Group and VVIT WikiConnect and organised 5 onsite edit-a-thons in different Indian cities with the theme of Hockey. Almost 200 Wikipedia articles were created and improved during these edit-a-thons.

Follow-up
- This edit-a-thon was a part of the long-term collaboration with Government of Odisha. In the future, we will collaborate with them in similar activities or re-licensing educational content.

Supporting Wiki Women for Women Wellbeing 2018
editWiki Women for Women Wellbeing 2018 (WWWW or WWWW2018), was a month-long edit-a-thon conducted in October–November 2018. The edit-a-thon had 2 objectives:
- creating content related to women health issues and also to
- explore women leadership. CIS-A2K helped to promote the event and conduct offline edit-a-thons.
"Bridging gender gap" is an important objective of CIS-A2K. This initiative was completely lead by women Wikimedians in India and they worked on "Bridging knowledge gap" of content related to women health issues in Indian language content.
The edit-a-thon took place between 1 October 2018 and 24 November 2018.
The main edit-a-thon was conducted online. 12 offline edit-a-thons also took place.
This event was funded by Wikimedia Foundation Rapid Grants. So, we did not support it financially. Volunteers actively took part in organising edit-a-thons in different cities in India. We mostly worked in the following areas:
- we were the fiscal sponsor,
- we helped to plan and conduct at least 2 offline edit-a-thons (Kolkata, Pune)
- we provided support to track and update metrics for these edit-a-thons
Wiki Women for Women Wellbeing was a project based on the importance and need for information related to health issues. The project was done by women for women but would not have been possible without support from the members from different communities and CIS A2K Team. The way CIS A2K promoted, supported, and assisted for the project is commendable. — User:Manavpreet Kaur
Follow-up
- We will support similar activity in the future. In mid-December, we received a request from a female Wikimedian to support conducting a mini Train-the-Trainer program for women. As of 31 December 2018, the plan was not finalised.
Skill Development Initiatives
editSkill development initiatives helps the Wikimedian's to develop the skills which ease the contribution towards Wikimedia projects and also it helps in the growth of any Wikimedia community. CIS-A2K conducted and supported a series of Wiki-workshops, and Wiki-events in order to support Indian Wikimedians.
MediaWiki Training-2019
editCIS-A2K conducted the fifth iteration of the MediaWiki training to build/enhance technical knowledge of the Indian Wikimedians. This was a small workshop where advanced topics related to MediaWiki were discussed. In an effort to encourage participation from women, 20% of the participants were women.
MWT 2019 was conducted at Jayamahal Palace Hotel, Bengaluru, on 7-9 June 2019
This workshop was focused on providing technical support to the Indic Wikimedia communities and to develop few tools which help the community members to Wikimedia sister project in easier way. This workshop had 10 participants in which 3 were from the language community and 7 of them were GSoC applicants. The topics discussed during the workshop were Intro to MediaWiki, MediaWiki Extensions, UserScripts Creation and Gadgets Installation.
Changes made?
Every year, we are tweaking the structure of the MediaWiki training based on the suggestions and observation from the participants and the organising team. In this interation, we had involved WMF staff member from the very first step of the Training which helped us to get participants with more technical knowledge.
It was a great event. I learnt a lot about the Wikimedia platform in general and also learnt about the various use cases it can be applied into. The best part was the hands-on experience we got. I learnt about Wikimedia API which is actually helping me a lot during my GSoC project as well.
Among the various improvements, I would like to see a platform with more people and so that we interact with the various communities such as the translator community and so on.

Zonal level MediaWiki training has been planned at Vasireddy Venkatadri Institute of Technology and Amritha University by the participants with the involvement of the local community members.

- Encouraging community members to use their expertise in leading workshops.
- More women involvement should be encouraged.
- Small, focused and dedicated participants helped to achieve a better outcome for the technical events.

Mini MediaWiki Trainings [ADD INRO TO MINIMWT]
- MediaWiki Training at Theni: To increase the awareness on MediaWiki, Indic TechCom members and CIS-A2K decided to reach out to students with the Computer science background and help them understand how to contribute on MediaWiki. As a pilot project, we reached out to Nadar Saraswathi College of Engineering and Technology and organised a two-day long Mini MediaWiki training for the students on 22nd and 23rd of January 2019. - MediaWiki Training at VVIT: VVIT WikiConnect with the support from CIS-A2K organised a three-day workshop on MediaWiki and other technical spaces of Wikimedia projects. The participants were active members of the Wiki-club, and students of Vasireddy Venkatadri Institute of Technology(VVIT). This training was conducted to groom more contributors to Wikimedia technical spaces from India, especially capture the interest of students with a bit of coding knowledge, and also increase participation at Indic-TechCom. Train The Trainer 2019
editCIS-A2K organised a sixth iteration of Train-the-Trainer(TTT) which attempts to groom the leadership skill among the Indian Wikimedia community members. TTT was conducted in 2013, 2015, 2016, 2017 and 2018 previously.
Train-the-Trainer was conducted from 31 May to 2 June 2019 in Visakhapatnam, India.
- Collaboration with the community to organise TTT: This year instead of directly selecting a city we requested Wikimedia communities to collaborate in organising. 2 communities showed interest to host the workshop in their city. After studying the two applications, and with the jury's suggestion, Visakhapatnam was selected for this year's TTT.
- Trainers: We had two expert trainers, User:Shyamal, and User:AshLin during TTT. Their role was not limited to training only, however they also helped in planning the schedule of the workshop.
- Bridging gender gap attempt: Out of 25, 8 participants were women. In comparison to previous iterations, this year women participation ratio was much higher (almost 25%). From the local organising committee 2 out 4 participants were women (i. e. 50%).
Some of the topics discussed/trained in this workshop were: the importance of outreach events and activities, how to conduct events like edit-a-thons, workshops, GLAM activities, meetups and these events best practices, Global metrics, X Tools, P&E dashboard etc. The program schedule may be seen here. Wikimedia Strategy 2018-20 was an important discussion topic, and why this strategy is important, its structure, working groups, timeline etc were discussed. A detailed event report may be seen here.

Right after the workshop, User:Tarunsamanta, a participant of TTT 2019, organized a regional Mini Train-the-Trainer workshop in Kolkata with support from West Bengal Wikimedians User Group.
Learning
- This was the first time we collaborate with a community to host/organise TTT. Wikimedians from VVIT added a lot of value in organising. We find this practice helpful for both the supporting community and also A2K.
Regional Train The Trainer
Punjabi community has been participated in TTT since 2013. Every year two people selected to train from community. After learning from this event community members go back and trained/teach to others. Mini TTT Punjab 2019 was the first Mini TTT ever happened in Punjab. Some of Punjabi Wikimedians have attended Train the Trainer program earlier. But this event was organized to train new Wikimedians who were contributing very actively on Wikipedia and Wikisource. CIS-A2K organized and funded this event in collaboration with Punjabi Wikimedians User Group. The event was held on 15 June & 16 June 2019 at Sangrur.
What? Mini TTT Kolkata 2019 was the second edition of Mini TTT happening in Kolkata after a similar event happened two years ago. CIS-A2K organized and funded this event in collaboration with West Bengal Wikimedians User Group (WBG).
When and Where? The event was held on 29 June to 30 June 2019 at Indismart Hotel, Kolkata.
- Multi-way interactive session was conducted to engage the audience on an imaginary situation to propose a policy in Wikipedia.
- User:Yann presented copyright policy of Wikimedia Commons and let participants interact and find answers to different tricky situations related to copyright.
- A session was conducted to introduce Wikisource and participants were engaged by real-time proofreading activities on a selected book.

Zonal copyright workshops in Delhi and Bangalore
editCIS-A2K conducted 2 zonal workshops on copyright and free licenses.
Copyright is an important topic for projects like Wikimedia Commons, Wikisource. All Wikimedia projects' content is released under the free license (free license also comes under the topic "copyright"). We conducted the first copyright workshop in Delhi for Punjabi Wikimedians and the second zonal workshop in Bangalore for Wikimedians in South India (Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana states)
The first zonal workshop took place on 1–2 September 2018 in Delhi, India. The second workshop took place on 20–21 October 2018 in Bangalore, India.
In July 2018, we received a request from Punjabi Wikimedians to conduct a workshop for them on copyright and the free licenses. They informed us that many of the Punjabi Wikimedians were actively working on Wikisource and Wikimedia Commons, and such a workshop could be helpful for them. We agreed to serve them by conducting this workshop. After getting this request it took us almost 2 months to conduct this workshop, as we were looking for an expert copyright trainer for this workshop. In early August, we contacted French Wikisource and Wikimedia Commons admin User:Yann and requested him to be a trainer for this workshop and accepted the requested. We conducted this workshop in Delhi, India on 1-2 September 2018. 7 Punjabi Wikimedians participated in this workshop. 2 of the participants were female.
After this Delhi workshop, we conducted a similar workshop in Bangalore. Bangalore, Karnataka for Wikimedians in South India (Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana states). 17 Wikimedians from 6 language communities participated in this workshop. 4 of them were female participants.
In both of these workshops User:Yann was the primary trainer. In the Delhi workshop User:Jayanta (CIS-A2K) talked about Wikisource-related topics. The agenda of both of the workshops were more or less similar and we discussed topics like copyright, different free licenses Indian copyright act 1957 and amendments, URAA-restored copyrights, Government Open Data License, the license of books, magazines, stamp, government documents, 2D and 3D public and private sculpture etc.
Learning
- We waited for almost 2 months before we could find an expert trainer for this workshop. However, this worked really well. Involving experts as trainers improve quality of a workshop.

Advanced Wikidata Training 2018
editCIS-A2K organized a Wikidata workshop on December, 2018 for highly active contributors focusing on advanced Wikidata tools and topics.
Wikidata workshops took place in different parts of India during 2016-17, including the series of workshops conducted by Asaf (WMF) in 2017. By 2018, editors from different Indian communities were actively working on Wikidata. We felt that it was important to take the Wikidata editing-experience in India to the next level. So, we organizeed this workshop for the highly active Wikidata editors in India so that they can further improve their skill.
The workshop took place on 15–16 December 2018 at Mumbai.
Asaf was the trainer of this workshop, where 10 experieced and super-active Wikidata editors participated. The agenda was prepared after a needs-assessment. Some of the topics covered during this workshop were OpenRefine, Lexeme, Database donation for Wikidata, External sites and applications using Wikidata service, advanced SPARQL Query, powerful tools like OpenStreetMap, Mix'n'Match, Tabernacle etc.
We also had a peer-learning session during the workshop. In this session, the participants shared useful tips and tricks with other participants. User:Planemad in this session discussed Mapbox and OpenStreetMap.

Overall, I can say, it was the most enriching Wikimedia workshop I have ever attended. It was really thrilling to sit together with the most experienced Wikidatans from different parts of India and learn from each other. User:MKar found the workshop "very good" but also felt that we could make it a 3-days workshop, and the internet connectivity during the workshop was not stable and was a hindrance.
Impact made
Although powerful tools were being used by very few Indian Wikidata community members before this event, it was after this workshop, there developed an organised approach to work on Wikidata WikiProjects. Huge databases like Indian census, general elections etc. which were not touched previously, are systematically and strategically are being taken care of nowadays by the experienced Wikidata volunteers.
Learning
- In several workshops we may find a mixed audience, which may be a hindrance towards conducting an advanced-level workshop smoothly. Conducting advanced/special workshops with focused participants may be helpful in such cases. We have written a learning pattern here.
Future plans
In this work-plan year, we do not have any plan to conduct a national-level advanced Wikidata training workshop. We have plans to conduct/support at least 1 zonal workshop before 31 July 2019.
Initiating Good article process on Telugu Wikipedia
editWe started a Good article process on Telugu Wikipedia with the help of community member User:Chaduvari
On Wikipedia, Good article (GA) is a satisfactory article that receives good article standards. A Good article is selected after a detailed community-evaluation. On Telugu Wikipedia, Good article criteria page was not well-defined, and in this activity, we improved this page.
A meetup was conducted in June 2018 in Hyderabad. In this meetup, we discussed different aspects of Good article criteria and the importance of having a well-defined process. After the meetup, we followed-up with the participants and other Telugu Wikimedians. Gradually the Good article process was developed and implemented. As of 31 December 2018 8 articles were improved as part of GA process.
Learning
- Good article process can encourage the community to work more in terms of quality.
Follow-up
- A2K will conduct at least 2 online sessions on Good article and quality improvement in the month of February/March.
Regional Wikisource events
editWikisource is one of the Focused Project Area (FPA) for CIS-A2K in the year 2018-19. To strength the Indic Wikisource community, CIS-A2K had conducted 4 regional events in a different part of India such as Ahmedabad, Bangalore, Guwahati and Salem. Agenda of the events were designed according to the needs and requirements of the Local communities.

Gujarati Wikisource Workshop, Ahmedabad
editIn February 2019, CIS-A2K conducted Gujarati Wikisource Workshop for Gujarati community.
The Gujarati Wikisource Workshop took place on 23–24 February 2019 at Gujarat Vishwakosh Trust, Ahmedabad . 15 Wikimedians participated in this event.
During the workshop, some basic topic we have covered, such as What is Wikisource, The potential of Wikisource, Gujarati PD literary content. Then Workflow of Wikisource, OCR process, layout with typography, Wikisource Tools.
Impact made
Two Gujarati author (Saeed shaikh {book1} & {book2} & Deepak Bhatt {book} ) donate their books to Gujarati Wikisource. The books are re-license to CCSA 3.0. Dr Deepak bhatt agreed to content donation to Wikimedia from Gujarati Sahitya Parisad.

- We have a follow-up plan with advanced training in 2019.

Assamese Wikisource Workshop, Guwahati
editIn May 2019, CIS-A2K conducted Assamese Wikisource Workshop for Assamese community.
The workshop took place on 11–12 May 2019 at Guwahati, Assam. 16 Wikimedians participated in the Wiki-event. 3 of the participants were female and 13 were male.
How? This was the first Workshop for Assamese Wikisource happened in Guwahati after 4 years. During the workshop, some basic topic we have covered, such as What is Wikisource, The potential of Wikisource, Gujarati PD literary content. Then Workflow of Wikisource, OCR process, layout with typography, Wikisource Tools. Hands-on session was conducted on proofreading session at versus books.
Impact made
Last one year they have uploaded 25 more books in Assamese Wikisource and 5100+ pages have been proofread.
Followup plan
- We have a follow-up plan with advanced training in 2019.
Learning
- Awareness among Wikipedian about the Wikisource was less.
- We have to do more support to Assamese community.

Tamil Wikisource Workshop, Salem
editIn June 2019, CIS-A2K conducted Tamil Wikisource Workshop for Tamil community.
When and Where? The Gujarati Wikisource Workshop took place on 8–9 June 2019 at Salem, Tamilnadu. 28 Wikimedians ware participated in this event.15 of the participants were female and 13 were male.
How? This was the first Workshop for Tamil Wikisource happened in Salem. During the workshop, some basic topic we have covered, such as What is Wikisource, The potential of Wikisource, Gujarati PD literary content & difference between Wikipedia and Wikisource. Then Workflow of Wikisource, OCR process, layout with typography, Wikisource Tools. The hands-on session was conducted on a proofreading session versus books.

Punjabi Wikisource workshop, Punjab
editDuring the Copyright Workshop in Delhi, on 1–2 September 2018, Punjabi Wikimedians requested to conduct a Wikisource-specific workshop for them. CIS-A2K and Punjabi Wikimedians conducted a workshop at Patiala, Punjab on 17–18 November 2018. Total 15 Punjabi Wikimedians attended the workshop. 5 of them were female participants. Learning
- Many of the requested bug fixing or changes required interface admin right. However, none of the participants had that right. In such workshops, it should be ensured that an interface admin attends physically or remotely.
Follow-up
- CIS-A2K is following up with the Punjabi Wikimedians and the participants of this workshop, who are mentoring new Wikisource contributor. After this workshop, the Punjabi Wikimedians organised 3 workshop
- In May/June 2019, CIS-A2K will conduct a follow-up workshop to further enhance their skill.

Partnership
editInstitutional partnership with PAH Solapur University
editThe collaborated efforts for open knowledge creation in Wikimedia projects have led to signing of Memorandum of Understanding (MoU) between CIS-A2K and Punyashlok Ahilyabai Holkar Solapur University (PAHSUS) at Solapur in Maharashtra. The action plan with University has been developed to generate content along with digital skill building programs. The activities are being conducted in University departments as well as affiliated colleges.
CIS-A2K is consistently conducting content generation workshops for the last two years in PAHSUS and its affiliated institution Dayanand College. The first workshop in PAH Solapur University was conducted in January 2018 while the second workshop in January 2019. In Dayanand College, the first workshop was conducted in January 2018 and second workshop in January 2019. The Wikipedia assignments workshop was conducted for Post Graduate students as part of their academic submission in PAH Solapur University on 3 May 2019.
Due to consistent collaborative activities with the institutions at Solapur, the PAHSUS has come forward with long term plans of open knowledge creation in Wikimedia projects. In the initial workshops, the students were trained in Wikipedia editing and Commons uploading. The students were then given assignments to publish articles on the reputed editors and newspapers during Independence struggle. This activity was well received by other departments and affiliated colleges. The decision by Vice Chancellor Dr. Mrunalini Fadnavis to integrate this knowledge creation with academic courses initiated further process of detailed discussions with heads of the four departments. The registrar and other administrative heads also actively participated in the process. The archaeology and history departments have come up with documentation of museums and historical sites under the GLAM projects. The news of this event was published by major media houses like Lokmat (22 May 2019), Pudhari (22 May 2019), Sakal (22 May 2019) and Surajya (22 May 2019).
Impact made
The PAHSUS has set an example for other universities by taking this initiative. The integration of content generation activity with academic assignments is resulting into archival of valuable knowledge in different sectors. The students are acquiring skills on advance search options, FOSS platforms, exploring open knowledge repositories like Jstor, Google scholars etc. Better utilisation of libraries was also experienced during these sessions for giving proper references.
Followup plan
The process of developing yearly action plan for the academic year staring from August 2019 has been started with the authorities. The selection of affiliated colleges in the programme will be finalised before August 2019.
Learning
The ground level consistent activities with direct beneficiaries create positive approach towards innovative programmes such as Wikimedia projects. This strategy helps in convincing the higher authorities in the institution for integrating with the academic system.

Partnership with Maharashtra State Government language department
editCIS-A2K successfully conducted workshops at various universities and organisations for the last two years i.e. 2017 & 2018, during period - language fortnight (1–15 January) upto language day (27 February). This year Maharashtra State government has issued notification which officially recognises CIS-A2K as a resource agency for Wikipedia related activities across the state. CIS-A2K is collaborating with State Language department - Rajya Marathi Vikas Sanstha also in this process. It is a good opportunity for active editors to act as trainers during these events. CIS-A2K also involved community members in these workshops as part of leadership building.
The Marathi Language Fortnight event is a series of five workshops hosted at different districts in Maharashtra. CIS-A2K started collaborating with State language dept. from year 2017. In the first series of workshops, we conducted three workshops. In the second series in 2018, we conducted six workshops out of total 17 workshops conducted across the state. In the year 2019, the awareness spread to more educational institutions located in different regions of the state. In this third series, CIS-A2K conducted five workshops out of total 21 workshops conducted. We facilitated the process and supported some workshops remotely.

The users created the account and learnt the editing and image upload on Commons. The editors practiced manual of style, providing links & references etc., on their sandboxes before working on main namespace articles. The editors mostly worked on locally relevant topics. In one of the workshops, references and images were added to existing articles about local heritage, tourist places and personalities. The images were uploaded [[Category:Karanja Lad|here|] and on Commons.
Impact made
In these workshops, 125 active editors improved 310 articles and created new 27 new articles. They also uploaded 72 images on Commons. The awareness about Wikimedia projects was spread across Maharashtra state due to this expansion. The Government notification was instrumental in increased involvement of institutions across the state. The notification also ensured that the Wikipedia workshops will be the feature of Government language day programmes.
Followup plan
The refresher sessions are planned on a quarterly basis. WhatsApp groups were created to share the resources and further discussions. This cadre of Wiki Guides would facilitate the programs for other students.
Learning
The expansion of the programme created leadership opportunities for the community members. The government intervention has opened up new sectors for knowledge creation. The educational institutes face difficulties for the follow up activities due to tight academic schedules. Therefore some slots in the vacations need to be planned.

Conference about Telangana culture, literature, language and festivals
editCIS-A2K collaborated with the Language and Culture Department of the Government of Telangana and DigiTel Telangana to organise a conference about “Telangana culture, Literature, Language and Festivals in Digital Medium" on 12–13 October 2018. CIS-A2K organised this event with the collaboration of Telugu Wikimedian User:Pranayraj1985, who was the main coordinator of the conference. Along with User:Pranayraj1985 another Telugu Wikimedian User:Ajaybanbi actively participated in the event. During the conference, nineteen Telugu Wikipedians were felicitated by the Government of Telangana for their contribution to improve knowledge in the digital world in the Telugu language.
During the conference Mamidi Harikrishna, director of Telangana Language and Culture Department announced to re-license 8 Telugu books and oil paintings of 38 Telangana luminaries into CC-BY-SA license. A2K will work on the OTRS process in order to actualise the announcement.

Content donation sessions

edit- When Punjabi Wikisource became live project there was a little number of books available in the Punjabi language. CIS-A2K conducted a content enrichment program coordinated with Punjabi Wikimedians through scanning the rare books from different libraries and different organizations.
- CIS-A2K started working on this project from September 2018. All the books were scanned and uploaded by collecting them from different parts of Punjab.
- CIS-A2K uses Scansnap SV600 scanner for scanning and we have found books from local libraries, Bhai Kahn Singh Library of Punjabi University Patiala and by using local contacts. Before the scanning process, we checked out the license of the book and then we did the post-processing after scanning. After editing the book and creating pdf, we have uploaded it on Wikimedia Commons. So after that, we have created the Index page of the book on Punjabi Wikisource.
Impact made
- CIS-A2K uploaded 71 books on Punjabi Wikisource. The category of these books can be seen here.
Followup plan
- To enhance the skills of Punjabi community members, CIS-A2K started Digitization Capacity Building Program.
Learning
- It is difficult to scan the book with Scansnap SV600 because it is not for large size books.
- It was learning for CIS-A2K to encourage the author to release their books under a free license. Punjabi author Balram released three books under Creative Commons Attribution-Share Alike 4.0.

editCIS-A2K has taken an integrated approach towards Marathi language and open knowledge creation. With this approach, all the stakeholders in this area are being oriented in regular sessions. The re-licensing sessions for OTRS process and uploading of books are being conducted for authors.
The first session for publishers in environmental field was organised by Parisar on 25 July 2018. Total of 15 members participated. CIS-A2k facilitated in the second workshop organised by Rajya Marathi Vikas Sanstha on 7 September 2018. Total 80 members consisting of publishers, writers, designers participated actively in this workshop. The re-licensing and uploading sessions for the content donation were conducted in December 2018, March & April 2019 at Kolhapur, Thane and Pune.
The two workshops on Unicode, FOSS tools and Wikimedia projects were conducted. The participants were trained in hands-on skills regarding these aspects. The analysis of existing Unicode fonts in Marathi was also done. The list of major reference books & authors in various areas was prepared in these workshops. The sessions with authors were conducted in various places.
Impact made
The awareness about the FOSS tools, Unicode and Wikimedia platform was generated among major publishers and writers in Maharashtra. The publishing community is adopting Unicode fonts, Open source tools like GIMP and Inkscape. The National level Consortium of Marathi Publishers has taken the initiative to organise the workshops to promote these concepts. Due to this awareness, five authors have re-licensed and uploaded total 32 books on Commons. The links of the books are given below -

Followup plan
Bi-monthly regional workshops for content donation are planned in 2019-20. The monthly re-license sessions of publishers and authors are in progress.
Learning
The commercial interests in fonts and software oppose the open-source and knowledge movement. The old authors are not conversant with the internet, so it is difficult to process the OTRS and uploading on Commons.
Leadership
editWikimedia movement across the world has seen a periodical growth due to the community leaders who embody the voluntarism and leadership. The Indian community members can demonstrate leadership qualities through some of the Pan India activities, but there has not been an adequate leader to lead the Wikimedia projects in all the Indic languages. To ensure that the current community leaders wont exhaust the leadership qualities, CIS-A2K have planned a few activities which help the community members to develop the leadership qualities. Some of such initiatives can bee seen below.
Indic Wikisource Community Consultation 2018
editIn November 2018, CIS-A2K conducted Indic Wikisource Community Consultation, a national level event for Wikisource communities of India.
Indic Wikisource Community Consultation 2018 (IWCC or IWCC2018) was held on 24-25 November 2018 in Kolkata, India।
- 14 Wikimedians from 12 Indian communities participated in the Wiki-event, among them 4 were female.
- During the consultation some of the topics discussed were: Workflow of Wikisource, OCR process, layout with typography, Wikisource tools such as IA-Upload, Vicuna Uploader, URL2Commons, Fill index Gadget etc.
- User:Hrishikesh, an administrator of English Wikisource shared his skills about advance complex Wikisource layout format.
- User:Jayprakash12345 participated as a member of Indic-TechCom volunteer group and assessed the technical-requirements of Indian Wikisource projects. He got several requests from the participants and those were documented here.
Impact made
- After this event, several requests came from different Indic language communities to host basic Wikisource workshops.
- User:Jayprakash12345 worksed on the requests from the participants and built scripts and tools accordingly like qrCodeGenerator and Indic-wsstats
Followup plan
As follow-up, we conducted workshops in different languages in different cities in India like Punjabi in Patiala, Sanaskrit in Bengaluru, Gujarati in Ahmedabad, Assamese in Guwahati and Tamil in Salem.

Wikimedia Education SAARC conference
editWikimedia Education SAARC Conference 2019 was organized by Christ (Deemed to be University) Bangalore, in association with the CIS-A2K. The objective of the conference was to bring together different community efforts in the Wikimedia education movement, identify and discuss learnings and challenges, and forge new collaborations to realise the broader goal of democratizing education for all.
Wikimedia Education SAARC Conference 2019 organized at Christ (Deemed to be University) from 20 June to 22 June 2019.
This was a three-day conference which comprised of 49 Wikimedians. This includes one member from Sri Lanka, four members from Nepal, seven members from Bangladesh and 37 members from India, all 14 language communities were represented.
This conference provided a platform to discuss learnings, knowledge gaps and best practices of the initiatives. The event also looked at broader strategies for developing institutional partnerships, addressing issues of student retention, developing new pedagogic models and increasing diversity in education. The programme also comprised of an introduction to Wikimedia tools and initiatives, such as Dashboard, Petscan, Wikidata, and GLAM. Questions of open access to education and the digital divide, the development of open educational resources and integration of these efforts with Wikimedia were discussed.
Followup plan
- Local-level follow up done with the participants to enhance the quality of the Education programs going on.

Monthly Meetings of Punjabi Wikimedians
editPunjabi Wikimedians is a recognized user group of Wikimedians who work on various Wikimedia projects related to the Punjabi language. To enhance the growth of community members and user group, CIS-A2K conducted meetings of the Punjabi wiki community.

- Engaging local organisers: We have engaged local Wikimedians to enhance their leadership skills. CIS-A2K conducted some meetings with the help of local organisers like Bagha Purana meetup and Faridkot meetup.
- CIS-A2K conducted these meetups as monthly meetings of the user group. Most of the meetings took place at the end of the month. The place and dates are decided by the discussion on the village pump and messenger group of Punjabi community members. If most of the community members are busy at the time of the meeting than CIS-A2K will make it online meeting on Google Hangouts platform with the confirmation from community members.
Impact made
- Nirmal Brar Faridkot and Jagseer S Sidhu organised meetups in their city with the support of CIS-A2K.

- CIS-A2K did a monthly meetup in the month of August in Patiala on 25 August 2019. The report can be seen here.
Learning
- At starting, CIS-A2K organised offline meetings but later we found that online meetings are also very fruitful and helpful. So, we conducted 3 online meetings on January, May and June 2019. It was a learning for us to conduct more online meetings for community growth.
- We also learnt to conduct meetups outside Patiala to engage people from different parts of Punjab.

CIS-A2K request page
editCIS-A2K is maintaining a Request page to support the Activites conducted by the Indic Wikimedia Communities. Request can be made under three categories under which community members can request for such as:
- Financial
- Non-Financial
- Technical
CIS-A2K provides support to the Indic communities throughout the year. We are maintaining the request page on meta which can be seen at - CIS-A2K/Requests
The request page is open for all the Indic Wikimedia communities to request for the support. Between 1 July 2018 and 30 June 2019 we received 42 financial requests from 9 Indian Wikimedia communities. The following chart shows the distribution of requests we got from each community.
Some of the examples can be seen below:
- Indian SVG Translation Campaign Request for Support: SVG Translation Campaign 2019 in India was a 38-day long campaign to translate the English-labelled SVG files into Indian languages for use on regional language Wikipedias. The campaign started on 21 February 2019, marking the "International Mother Language Day", and continued till 31 March 2019. During Wikigraphists Bootcamp in September 2018, several Wikimedians from India were trained on using Inkscape and other tools, to create vector illustrations. This campaign was a follow-up of that project and also with a goal to promote the idea of vector graphics among the larger Indian community.
City and regional Wiki-meetups
editCIS-A2K conducts and supports conducting regional and city Wiki-meetups. In the last 6 months CIS-A2K conducted/supported 5 meetups for Odia Wikimedia communities, and 1 meetup for Kannada community and 2 meetups for Punjabi community.
Wiki-meetup is a great place for Wikimedians discuss ideas, activities, collaborations and future plans. These meetups also help to improve community bonding, and resolve disputes in face to face interactions.
We conducted the following meetups:
- Kannada meetup in Bangalore: a Kannada community meet-up on 19 August 2018 at Bengaluru. 12 community members participated. 3 of the participants were female and 9 were male. This was the first meetup conducted by CIS-A2K for the Kannada Wikimedia community in this work-plan year. This meetup was conducted as a follow-up activity of Wiki Advanced Training (WAT), that took place in Ranchi in July 2018. Kannada Wikimedians User:Vikashegde and User:Mallikarjunasj, who participated in WAT, debriefed the community about the topics they learnt. They discussed Good article and Did you know process, application of Wikipedia policies such as Neutral point of view, and Verifiability. User:Ashoka KG, who is a professor at Alva's College, informed about the activities being conducted by the Wikipedia association. He also discussed the future Wiki-plans of the association. There was a brief session on Wikidata discussing Wikidata labels and descriptions. There was also a hands-on session where the participants improved Kannada Wikidata labels as a part of Indian Independence Day 2018.
- WikiTungi or Odia community meetups: WikiTungi is a city-based meetup for Wikimedians in Odisha to discuss ideas, activities, collaborations and future plans. CIS-A2K is supporting WikiTungi both financially and in idea-level. In the last 6 months, 5 numbers of WikiTungi meetups were conducted in Bhubaneswar, Odisha, and Bangalore, Karnataka.
- Meetups at Patiala, Punjab: CIS-A2K supported 2 Punjabi community meetups in Punjab, India, and financially supported one of those meetups. The first meetup took place on 28 October 2018 at Patiala Bites. Meetup event page may be seen here. 9 Punjabi Wikimedians participated in this workshop. This meet-up being conducted during Women Wellbeing Editathon and Hockey World Cup Editathon. Some of the topics discussed during this meetup were: Wikipedia Asian Month, choosing lead persons for Punjabi Wikisource Training Workshop, Patiala and Project Tiger Training 2018, and Wikidata birthday celebration. The second community meetup took place on 28 November 2018 at Punjabi University, Patiala. Meetup event page may be seen here. 8 Punjabi Wikimedians participated in this workshop. Some of the topics discussed during this meetup were: Project Tiger Training community event division of role and responsibilities, to choose new contact persons of the Punjabi Wikimedians User Group, Bathinda Literary Festival, bringing featured books on Punjabi Wikisource. Two participants shared their learning from the events in which they participated.
Future plans
Our over-all plan is:
- Continue supporting and conducting city/regional meetups. Other than the communities we are already working with (Odia, Kananda) we'll work with other communties such as Bengali, Tamil on this.
and we have a few specific plans as well:
- CIS-A2K will conduct 2 more meetups before the month of June in Punjab, India.
- For Kananda community we'll conduct at least one more Kannada community meetup in Bangalore in April/May 2019.
- The Odia community meetup in Bangalore was the first such meetup of the community that took place outside Odisha. We'll conduct at least one more meetup before 31 July 2019.

edit- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.
