Purpose of the report
editThis form is for organizations receiving Annual Plan Grants to report on their progress after completing the first 6 months of their grants. The time period covered in this form will be the first 6 months of each grant (e.g. 1 January - 30 June of the current year). This form includes four sections, addressing grant metrics, program stories, financial information, and compliance. Please contact APG/FDC staff if you have questions about this form, or concerns submitting it by the deadline. After submitting the form, organizations will also meet with APG staff to discuss their progress.

Telling your program stories - all programs
editPlease tell the story of each of your programs included in your proposal. This is your chance to tell your story by using any additional metrics (beyond global metrics) that are relevant to your context, beyond the global metrics above. You should be reporting against the targets you set at the beginning of the year throughout the year. We have provided a template here below for you to report against your targets, but you are welcome to include this information in another way. Also, if you decided not to do a program that was included in your proposal or added a program not in the proposal, please explain this change. More resources for storytelling are at the end of this form. Here are some ways to tell your story.
- We encourage you to share your successes and failures and what you are learning. Please also share why are these successes, failures, or learnings are important in your context. Reference learning patterns or other documentation.
- Make clear connections between your offline activities and online results, as applicable. For example, explain how your education program activities is leading to quality content on Wikipedia.
- We encourage you to tell your story in different ways by using videos, sound files, images (photos and infographics, e.g.), compelling quotes, and by linking directly to work you produce. You may highlight outcomes, learning, or metrics this way.
- We encourage you to continue using dashboards, progress bars, and scorecards that you have used to illustrate your progress in the past, and to report consistently over time.

Background
editThe Centre for Internet & Society is a non-profit organisation in India. CIS's official website may be seen at cis-india.org. There are several teams working in CIS such as accessibility, openness, internet governance, telecom, research. Annual reports of the Centre for Internet and Society may be seen here.
The Access to Knowledge (or A2K) team of the organisation is dedicated to supporting and serving Indian Wikimedia projects and the communities. CIS-A2K's primary objectives are:
- supporting and serving the Indian Wikimedia communities in all possible ways
- building institutional partnerships.
- bringing more content under free license
- designing and executing projects with community participation.
- strengthening the Wikimedia volunteers.
- fostering and enabling an appropriate legal and technological ecosystem.
At the beginning of 2018, we prepared CIS-A2K "Strategic plan" for 2018–2020 (you may also see CIS-A2K's "Strategic plan" for 2016–2018). In that plan, we proposed to work in the following area:
- Content Enrichment: A2K aims to work towards defining and developing strategies that embody the values of NPOV, Verifiability and is of help to readers
- Sustainable Partnerships: A2K team would like to establish partnerships with educational and research institutions and developmental organisations which will provide anchor, leadership and support for the Wikimedia movement in the Indian subcontinent.
- Creating inclusive movement practices: A2K would like to play a lead role in creating inclusive spaces for all contributors celebrating diversity.
In March 2018, we submitted our annual work plan and proposal form. On 31 December 2018 we completed the first 6 months of the grant period and here in this "progress report", we are reporting our progress. In this "progress report" we'll focus on the major Wiki-events activities we conducted or supported in this period, and also our learning, and future plans.
In the last 6 months CIS-A2K has conducted and/or supported a good number of Wiki-events/activities. In the following table we are including some of the events conducted or supported in these 6 months, we feel were important and impactful for the communities and the movement:

What? CIS-A2K conducted and supported a multi-lingual edit-a-thon during the Indian independence day 2018. On Wikipedia (in alphabetical order) Hindi, Kannada, Malayalam, Marathi, Odia, Telugu, and Urdu communities participated in this edit-a-thon. Wikidata community also conducted a label-a-thon.
Why? The objective of this edit-a-thon was to celebrate this independence day with Wikipedia/Wikidata content creation. The topics selected for this was related to India's freedom movement, the country's culture, history, and society.
When? The edit-a-thon took place around Indian independence day (i.e. 15 August). The participating communities selected their own starting and ending dates. For example, the Marathi community conducted the edit-a-thon between 10–20 August 2018, the Telugu edit-a-thon was a month-long one. The Wikidata label-a-thon was conducted between 15–19 August 2018.
Where? The main edit-a-thon was conducted online. We conducted and supported a few offline edit-a-thons as well. The following table shows the offline edit-a-thons which were conducted as part of this Independence edit-a-thon.

How? In the work plan, we proposed to conduct/support national-level edit-a-thons. At the end of July 2018, after a team meeting, we felt that conducting a national-level edit-a-thon during the independence day week might be a good idea. Earlier we have had experience of conducting and supporting several large edit-a-thons such as Geographical edit-a-thon, Project Tiger edit-a-thon etc. In the first week of August, we started the event page on Meta-Wiki and shared it with the communities requesting to participate. Telugu and Marathi communities were the first to show interest. Gradually Hindi, Kannada, Malayalam, Odia, and Urdu also participated in this edit-a-thon. On Wikidata User:Mahir256 and a CIS-A2K person started a week-long label-a-thon. An extensive list of items was prepared and the task was translating the labels into Indian languages.
Learning
We observed/learnt a couple of things
- The communities liked the idea of celebrating Indian independence day/week with Wiki-content contribution.
- The theme "India" was appropriate and Interesting for the participants.
Follow-up
We are excited to see the involvement of the communities during this event. In the next year, we wish to conduct the India independence edit-a-thon on a larger scale. In the next iteration we hope to make improve the activity further:
- promoting it more among the communities.
- by preparing a comprehensive list of references/resources the participants can use during the edit-a-thon.
Edit-a-thon in Karnataka

What? CIS-A2K conducted 2 edit-a-thons in 2 colleges in Karnataka, India. These two colleges were: Tumkur University, and Baduku Community College
Why? These were thematic edit-a-thons and the objective of these 2 edit-a-thons was to involve the college students into Wiki-activities and content creation.
When and where? Tumkur University edit-a-thon took place on 25 July 2018 in Tumkur University, Karnataka and Baduku Community College edit-a-thon took place on 28 November 2018.
How? CIS-A2K conducted a workshop for Tumakur University physics department students on 25 July 2018 in Tumkur, Karnataka. The workshop was conducted for undergraduate science students of the university and 12 students participated in this edit-a-thon. Among the participants 10 were female and 2 were male. CIS-A2K invited Kannada and Tulu Wikimedian User:Lokesha kunchadka, who participated as a trainer in the workshop.
An important discussion topic during the workshop was Kannada science related articles project. The project page contains a long list of science-related articles to be created and improved on Kannada Wikipedia. After the workshop, the students started working on these articles. A challenge we faced during the workshop was the internet connection was not stable. The students faced difficulties to browse and work from the computers and a few students edited from their mobile phones.
Baduku Community College workshop was conducted on 28 November 2018. After the orientation and basic Wiki-training, we asked them to create and expand articles about topics related to history and notable people. Many of the students were from journalism and the mass-communication stream. We felt that it was important for them to know about copyright and free licenses. We explained copyright, Wikimedia Commons and different free licenses in details and why especially journalists should upload media files to Wikimedia Commons. Total 25 participants participated in the workshop. Out of 25 participants, 11 are female and 14 are male participants.
Learning
- Involving students to work on the topics which match with their study curriculum may interest the students to work more actively.
Follow-up
- CIS-A2K is following up with the faculty User:Mangalapandith, who is guiding the students to continue working on the science-related articles.
- Before the end of this work plan year CIS-A2K will conduct a follow-up workshop to further enhance their skills.

Tumkur University workshop introduction session

Hockey World Cup 2018 Edit-a-thon, Guntur
Collaboration with Odisha Government Sports and Youth department
edit What? CIS-A2K, along with the Odia Wikimedians User Group collaborated with the Odisha Government Sports and Youth department and organised organise multi-lingual edit-a-thons in different cities in India for 2018 Men's Hockey World Cup.
Why? 2018 Men's Hockey World Cup was the 14th edition of the Hockey World Cup that took place in November–December 2018, at the Kalinga Stadium in Bhubaneswar, India. We wanted to conduct edit-a-thons in India to improve Hockey-related content on Wikipedia.
When and where? The edit-a-thons took place in October 2018.
Where? The edit-a-thons took place in Thrissur, Patiala, Guntur, and Delhi.
How? Earlier in 2017, we made a collaboration with the Sports and Youth department of Odisha Government for Asian Athletics Championships- Edit-a-thon and GLAM. As a part of the collaboration, we organised an edit-a-thon in Bhubaneswar and the state government relicensed the website of Asian Athletics Championship under CC-BY-SA 4.0 license. This relicense of content helped the community to upload almost 300 images of Asian athletes on Wikimedia Commons. 2018 Men's Hockey World Cup took place in November–December 2018, at the Kalinga Stadium in Bhubaneswar, India. We created a plan to conduct a few onsite edit-a-thons with a theme of "Hockey". Next, we approached the Odisha Government's Sports and Youth department. The Sports and Youth department agreed to collaborate and fund these edit-a-thons. In October 2018, CIS-A2K worked with Malayalam Wikimedians User Group, Punjabi Wikimedians User Group, Hindi Wikimedians User Group and VVIT WikiConnect and organised 5 onsite edit-a-thons in different Indian cities with the theme of Hockey. Almost 200 Wikipedia articles were created and improved during these edit-a-thons.

Follow-up
- This edit-a-thon was a part of the long-term collaboration with Government of Odisha. In the future, we will collaborate with them in similar activities or re-licensing educational content.

Hockey World Cup 2018 Edit-a-thon, Thrissur

Completion of first phase of Telugu village articles improvement
editWhat and How? Telugu Village articles project aimed to improve thousands of articles about Telangana and Andhra Pradesh villages completed of its first phase in November 2018.
Why?These village articles were created in 2006 using a bot. Many of these articles were stub needed cleanup/improvement. This village article project was an approach to improve these articles.
How?CIS-A2K proposed the idea to the community. Telugu Wikimedians User:Chaduvari, User:Yarra Ramarao, and User:Bhaskaranaidu worked with CIS-A2K in this project to complete the first phase. In this period more than 7000 articles improved. Those articles have information about education, health, irrigation, geographical, the demographic status of that village based on 2011 Indian census data.
Future plans
- In the second phase of this project, we hope to work on creating mandal level articles and updating correct names of villages. A2K would like to work on obtaining the data required for this from the Government.
- A2K team will conduct personalised training workshops for the editors working in this project.[3]
Supporting Wiki Women for Women Wellbeing 2018
editWhat? Wiki Women for Women Wellbeing 2018 (WWWW or WWWW2018), was a month-long edit-a-thon conducted in October–November 2018. The edit-a-thon had 2 objectives:
- creating content related to women health issues and also to
- explore women leadership. CIS-A2K helped to promote the event and conduct offline edit-a-thons.
Why? "Bridging gender gap" is an important objective of CIS-A2K. This initiative was completely lead by women Wikimedians in India and they worked on "Bridging knowledge gap" of content related to women health issues in Indian language content.
When?The edit-a-thon took place between 1 October 2018 and 24 November 2018.
Where? The main edit-a-thon was conducted online. 12 offline edit-a-thons also took place.
How? This event was funded by Wikimedia Foundation Rapid Grants. So, we did not support it financially. Volunteers actively took part in organising edit-a-thons in different cities in India. We mostly worked in the following areas:
- we were the fiscal sponsor,
- we helped to plan and conduct at least 2 offline edit-a-thons (Kolkata, Pune)
- we provided support to track and update metrics for these edit-a-thons
Wiki Women for Women Wellbeing was a project based on the importance and need for information related to health issues. The project was done by women for women but would not have been possible without support from the members from different communities and CIS A2K Team. The way CIS A2K promoted, supported, and assisted for the project is commendable. — User:Manavpreet Kaur
Follow-up
- We will support similar activity in the future. In mid-December, we received a request from a female Wikimedian to support conducting a mini Train-the-Trainer program for women. As of 31 December 2018, the plan was not finalised.
Punjabi books relicense
edit What? CIS-A2K and Punjabi Wikimedians approached Punjabi-language author Balram talked to him about Wikisource, Wikimedia, and the free knowledge movement. The author relicensed 2 of his books under the Creative Commons Attribution-Share Alike 4.0 International license.
How? Balram is a Punjabi author, playwright, and a translator. Some of his notable literary works are: Jooth, It's Not an Affair, Maat Lok, No Exit, Tai Ki Dard Na Aaya and Saaz Razi Hai. He also translated works of Samuel Beckett, P. D. Ouspensky, Rahul Sankrityayan and Jiddu Krishnamurti to the Punjabi language.
We approached the author and requested him to relicense some of his works under the free licenses so that those books become accessible to a wider audience without little or no restriction. The author liked the vision of knowledge-sharing and free knowledge and agreed to relicense 2 of his plays under the Creative Commons Attribution-Share Alike 4.0 International. Learning
- We found that there are writers/authors who do not really write for monetary benefit but creates knowledge for the improvement of the society. Many of them are unaware of the Wikimedia and the free knowledge movement.
Follow-up
- We are in contact with the author and we expect that he will release one more book in the month of February/March.
- CIS-A2K will approach two Punjabi authors to release their work under the free license before June 2019.
Scanning work
edit What and How? Punjabi Wikisource became live in April 2017. However, there were only a few books available on the web under the free licenses/public domain. CIS-A2K in collaboration with Punjabi Wikimedians initiated a content enrichment program and started scanning rare books from different libraries and different organisations. There is a list of 25 books which are uploaded on Wikimedia Commons so far and these books are digitised by Punjabi Wikimedians on Punjabi Wikisource.
Learning
- We need to conduct scanning and digitisation workshop for the languages or communities where we do not have a digital collection of freely-licensed books.
Follow-up
- CIS-A2K will scan and upload 30 more books on Wikimedia Commons by the end of June 2019.

What? Wiki Advanced Training or WAT was a residential workshop for Wikipedians in India. The theme of the workshop Wikipedia content creation and improvement. We discussed and trained several topics related to creating content on Wikipedia in a better way.
Why? Wikipedia is an important Wikimedia project, and almost all Indian Wikimedia communities are actively working on Wikipedia. The objective of the workshop was to discuss/train different Wikipedia policies, tools those help content-creation and global content-creation initiatives such as Wikipedia Asian Month
When and Where? The workshop took place on 29 June – 1 July 2018 at Ranchi, Jharkhand, India.
How? The aim of the workshop was to train and groom these Wikipedians to write even better quality content on Wikipedia. 23 Wikimedians from 12 Indian language communities participated in this workshop. 4 of them were female. Some of the topics discussed during the workshop were: Wikipedia article structure, Good article, core Wikipedia policies such as Neutral point of View, Verifiability, getting resource support from The Wikipedia Library. User:KCVelaga and User:Satdeep Gill participated as trainers. User:Jayprakash12345 attended the workshop to provide technical support and suggestion. User:AddisWang joined remotely to discuss how he planned Wikipedia Asian Months and the best practices follow when someone wants to conduct large edit-a-thons. A detailed narrative report of this event may be seen event page. After the event, a couple of participants wrote detailed reports on their participation and learning experience. Learning
- This was a Wikipedia workshop and we named it "Wiki Advanced Training". Our idea was to conduct an "advanced training" annually focusing a particular project (such as Wikipedia, Wikisource etc.) every year. However, this idea was not well-communicated to the community, and right after the event announcement, we got feedback on this. We admit a mistake here. In our next activities/next iteration of Wiki Training, we'll clarify in a better way to avoid confusion.
Follow-up
- The workshop took place in July 2018. After the workshop, we saw a couple of events which were outputs of this workshop. We have written about these events and activities in Independence day edit-a-thon, Wiki Women for Women Wellbeing 2018, and Indic-Techcom sections
- We would like to conduct a second Wiki Advanced Training after July 2019. We have not decided the project yet, however, we think that the next iteration will cover any other Wikimedia project other than Wikipedia (as in 2018 that was our focus)

Zonal copyright workshops in Delhi and Bangalore

What? CIS-A2K conducted 2 zonal workshops on copyright and free licenses.
Why?Copyright is an important topic for projects like Wikimedia Commons, Wikisource. All Wikimedia projects' content is released under the free license (free license also comes under the topic "copyright"). We conducted the first copyright workshop in Delhi for Punjabi Wikimedians and the second zonal workshop in Bangalore for Wikimedians in South India (Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana states)
When and where? The first zonal workshop took place on 1–2 September 2018 in Delhi, India. The second workshop took place on 20–21 October 2018 in Bangalore, India.
How? In July 2018, we received a request from Punjabi Wikimedians to conduct a workshop for them on copyright and the free licenses. They informed us that many of the Punjabi Wikimedians were actively working on Wikisource and Wikimedia Commons, and such a workshop could be helpful for them. We agreed to serve them by conducting this workshop. After getting this request it took us almost 2 months to conduct this workshop, as we were looking for an expert copyright trainer for this workshop. In early August, we contacted French Wikisource and Wikimedia Commons admin User:Yann and requested him to be a trainer for this workshop and accepted the requested. We conducted this workshop in Delhi, India on 1-2 September 2018. 7 Punjabi Wikimedians participated in this workshop. 2 of the participants were female.
After this Delhi workshop, we conducted a similar workshop in Bangalore. Bangalore, Karnataka for Wikimedians in South India (Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana states). 17 Wikimedians from 6 language communities participated in this workshop. 4 of them were female participants.
In both of these workshops User:Yann was the primary trainer. In the Delhi workshop User:Jayanta (CIS-A2K) talked about Wikisource-related topics. The agenda of both of the workshops were more or less similar and we discussed topics like copyright, different free licenses Indian copyright act 1957 and amendments, URAA-restored copyrights, Government Open Data License, the license of books, magazines, stamp, government documents, 2D and 3D public and private sculpture etc.
Learning
- We waited for almost 2 months before we could find an expert trainer for this workshop. However, this worked really well. Involving experts as trainers improve quality of a workshop.

Advanced Wikidata Training 2018

What? CIS-A2K conducted a Wikidata Training in December 2018. We named it "Advanced Wikdiata Training" because some advanced Wikidata topics such as Lexeme, OpenRefine were taught during this workshop.
Why?In 2016–2017, a few Wikidata training took place in India, notably 2017 Technical trainings in India. In 2018, many editors from different Indian communities were actively working on Wikidata. We felt that it was important to take the Wikidata editing-experience in India to the next level. So, we conducted this workshop for the active Wikidata editors in India so that they can further improve their skill.
When and where? The workshop took place on 15–16 December 2018 at Mumbai.
How? Asaf was the trainer of this workshop. 10 editors participated in this workshop. In this workshop, only active and experienced Wikdiata editors participated. The agenda was prepared after a needs-assessment. Some of the topics trained during this workshop were: Advanced Query, OpenRefine, Lexeme, Content (database) donation for Wikidata, external sites/applications using Wikidata, Tabernacle, OpenStreetMap, and Wikidata etc.
We also had a peer-learning session during the workshop. In this session, the participants shared useful tips and tricks with other participants. User:Planemad in this session discussed Mapbox and OpenStreetMap. After the workshop, we got mostly positive feedback. Please see all the feedback here. Overall, I can say, it was the most enriching Wikimedia workshop I have ever attended. It was really thrilling to sit together with the most experienced Wikidatans from different parts of India and learn from each other. User:MKar found the workshop "very good" but also felt that we could make it a 3-days workshop, and the internet connectivity during the workshop was not stable and was a hindrance.
Learning
- In several workshops we may find a mixed audience, which may be a hindrance towards conducting an advanced-level workshop smoothly. Conducting advanced/special workshops with focused participants may be helpful in such cases. We have written a learning pattern on this Learning patterns/Advanced workshop with focused and dedicated participants
Future plans
In this work-plan year, we do not have any plan to conduct a national-level advanced Wikidata training workshop. We have plans to conduct/support at least 1 zonal workshop before 31 July 2019.
Initiating Good article process on Telugu Wikipedia
edit What? We started a Good article process on Telugu Wikipedia with the help of community member User:Chaduvari
Why? On Wikipedia, Good article (GA) is a satisfactory article that receives good article standards. A Good article is selected after a detailed community-evaluation. On Telugu Wikipedia, Good article criteria page was not well-defined, and in this activity, we improved this page.
How? A meetup was conducted in June 2018 in Hyderabad. In this meetup, we discussed different aspects of Good article criteria and the importance of having a well-defined process. After the meetup, we followed-up with the participants and other Telugu Wikimedians. Gradually the Good article process was developed and implemented. As of 31 December 2018 8 articles were improved as part of GA process.
Learning
- Good article process can encourage the community to work more in terms of quality.
Follow-up
- A2K will conduct at least 2 online sessions on Good article and quality improvement in the month of February/March.
Telugu Wikisource support
editWhat and How? We provided the following support to Telugu Wikisource community:
- We created a copyright manual that helps users to find out the status of Telugu books with a specific emphasis on PD-India and URAA.
- Tana magazine published a list of 100 "must-read" (Telugu: Ee Shatabdapu Rachana Shatam) Telugu books of the 20th century. We found that many of these books are in the public domain. We prepared a list on Telugu Wikisource, we are working with the community members in the digitisation process of these books so that the readers can find these books on Telugu Wikisource.
Why? The aim was to create a comprehensive list of books which are under the public domain. This could help the editors to easily and quickly find the books they want to work on.
Follow-up
- A2K will further improve this list of the books which are under public domain. We'll also categorise these books according to genre, publishing year etc.
Punjabi Wikisource workshop, Punjab
editDuring the Copyright Workshop in Delhi, on 1–2 September 2018, Punjabi Wikimedians requested to conduct a Wikisource-specific workshop for them. CIS-A2K and Punjabi Wikimedians conducted a workshop at Patiala, Punjab on 17–18 November 2018. Total 15 Punjabi Wikimedians attended the workshop. 5 of them were female participants. After the workshop, one of the most active Punjabi Wikimedians, User:Charan Gill told:

Learning
- Many of the requested bug fixing or changes required interface admin right. However, none of the participants had that right. In such workshops, it should be ensured that an interface admin attends physically or remotely.
Follow-up
- CIS-A2K is following up with the Punjabi Wikimedians and the participants of this workshop, who are mentoring new Wikisource contributor. After this workshop, the Punjabi Wikimedians organised 3 workshop
- In May/June 2019, CIS-A2K will conduct a follow-up workshop to further enhance their skill.

In 2013, CIS-A2K entered into a Memorandum of Understanding (MoU) with Christ University, Bangalore (CU) to introduce the Wikimedia movement among the students through their Continuous Internal Assessment (CIA) of 1,600 undergraduate students who enrol to the University every year. The main objectives of this collaboration are:
- to introduce the Wikimedia projects, which involves collaborative work, research skill etc.
- to help the students to enhance their digital skill, do a critical evaluation of information, consumption, and creation of open knowledge resources.
- to enrich the content of Indic language Wikimedia projects, which also train the students to access the information in vernacular languages and contribute on the world wide web.
After the first iteration of the education program at the Christ University, the CIS-A2K team did a needs-assessment to understand and identify the challenges and basic barriers in the program, one of them were non-availability of training resources for students. CIS-A2K along with the University produced 10 tutorial videos in Hindi and Kannada, for the students to understand basic Wikipedia editing guidelines. These videos are available on Moodle Learning platform[4] of the University, Wikimedia Commons and the "Access to Knowledge (CIS-A2K)" Channel on YouTube. Along with this, in the last five years, the CIS-A2K team has incubated different other programs for the students to have hands-on experience of the knowledge/training they gained being part of the program such as internship at CIS, certificate course, representation of student-community leaders at various national conferences and others.
Activities
In the following sections, we'll describe the activities conducted at Christ University under WEP.
- Certificate course
To increase the participation of students in the Wikimedia Movement, a Certificate course was introduced for the interested students of the University in 2016. The course helps the students to improve their knowledge of the Wikimedia movement and to help them understand how to contribute to Wikimedia projects in vernacular languages, helping them to learn basic digitisation skills in the local language.
This course has three major components. Introduction to the concept of what Wikipedia is, history of online encyclopedias and Wikipedia itself, using sources, choosing and drafting articles and moving articles to the main space etc. The next step is to teach how to edit and publish articles. Here, common templates, editing, and wikification of the articles, adding content such as tables and references, legal aspects, policies, and guidelines, tackling vandalism and tools for producing illustrations are dealt with. The third component is to orient/ help their classmates to their assignment.
This course is conducted after normal working hours, for 45 hours, and carries 2 credits for the academic records. In the last six months, 37 students enrolled for this course in Malayalam, Kannada, Hindi and Tamil languages.

- Internships
The internship activity was introduced by the CIS-A2K team at the Christ University which offers students to work with the staffs of the team and the Wikimedia community members to understand the broader Wikimedia movement. This gives an opportunity for students to have hands-on experience from the learning they had from the classroom programs.
This activity is mainly focused on the creation of articles in several languages and proofreading and validations of the folios in Wikisource. During this time students improve the quality of the articles and Improve the quality of the folios in Wikisource, which is created by the students during the regular assignments. It was conducted in the month of October and September. Students who have taken Hindi, Kannada, Tamil, and Sanskrit as their second language are given this opportunity which is very limited and hard to find.
- Social Media Campaign
A social media campaign was started around September 2017 with an aim to encourage the students by highlighting their works, some of the best articles created or edited by the students. In the last six months, we have regularly posted articles on Twitter and Facebook.
This not only encourages the students but also gives an insight into the work done by the students as a part of the Education Programs activities. We found, sometimes, the students failed to understand the importance of WEP editing as a contribution to Open knowledge.

Odia Virtual Academy collaboration
editOdia Virtual Academy (OVA) is an organisation of the Government of Odisha, that works for development, promotion, and popularisation of Odia language, literature, and lexicography for general use.
CIS-A2K team has been working with the state government of Odisha in releasing the content owned by the government under Creative Commons Attribution 4.0 International license . As a part of this collaboration, 9 Odisha Government websites have been relicensed under Creative Commons Attribution 4.0 International license.
As of 31 December 2018, more than 457 images and other files such as research journals, infographics were uploaded to Wikimedia Commons from these websites and 8 social media accounts. 69.7% of these images have been used in different Wikimedia projects and have received a near about 21 Million page views. These are some the government websites which were relicensed:
We are excited that the Government of Odisha showed interest in adopting an Open Content Policy and make information about other departments easily accessible. After a dialogue with the government administrators, CIS-A2K submitted a proposal to the Odia Virtual Academy to work on drafting an open content policy of the state. In October 2018, CIS signed a MoU with the state to draft the policy, work on sustainability of Wikimedia projects and other things.
Learning
- If we can explain, with patience and diligence, the usefulness of releasing content and government websites under the free licenses, state governments may be interested to collaborate with us.
Follow-up
- We'll finish our work in supporting the Government to draft their Open Content Policy.
- We'll consult the researchers of CIS research and policy team
- We'll continue our collaboration with the givernment and propose them to relicense more content.

Conference about Telangana culture, literature, language and festivals
editCIS-A2K collaborated with the Language and Culture Department of the Government of Telangana and DigiTel Telangana to organise a conference about “Telangana culture, Literature, Language and Festivals in Digital Medium" on 12–13 October 2018. CIS-A2K organised this event with the collaboration of Telugu Wikimedian User:Pranayraj1985, who was the main coordinator of the conference. Along with User:Pranayraj1985 another Telugu Wikimedian User:Ajaybanbi actively participated in the event. During the conference, nineteen Telugu Wikipedians were felicitated by the Government of Telangana for their contribution to improve knowledge in the digital world in the Telugu language.
During the conference Mamidi Harikrishna, director of Telangana Language and Culture Department announced to re-license 8 Telugu books and oil paintings of 38 Telangana luminaries into CC-BY-SA license. A2K will work on the OTRS process in order to actualise the announcement.

- Working with mission-aligned government departments will help to sustain Wikimedia activities and impact on a bigger level.

What? An Intensive Personalized Wiki Training (or IPWT) workshop was conducted on 6 August 2018 at Pune, Maharashtra, India.
Why? Intensive Personalised Training Program is a project where CIS-A2K attempts to provide support to communities and individuals based on their need. We conducted a detailed needs-assessment and in this small workshop we concentrated on discussing those topics.
When and where? On 6 August 2018, the workshop was conducted in Pune
How? To enhance the skills of seven very active Marathi editors (four women and three men), an Intensive Personalised Wiki Training Session was conducted at Pune on 6 August 2018. All the participants are consistently active for one year on Marathi Wiki projects. Before the actual workshop, we did a needs assessment and the agenda was prepared accordingly. The participants were introduced to user scripts, maintenance modules, tools & gadgets etc. Detailed discussion on the status of Marathi Wikimedia projects, areas of improvement and required policies were also conducted. To track the progress of participants along with other active editors, outreach dashboard is created.
Learning
- The capacity building is achieved better in a specific group of participants with defined needs. The sufficient personal attention given to each member increases confidence in them. One of the participants shared her feedback:
The intensive wiki training on 6 August enhanced my editing skills as well as confidence. My specific requirements such as manual of style, referencing, usage of templates were fulfilled due to personal attention by A2K trainer. I utilised this skills during awareness workshops and Wiki Women for Women Well being campaign. - User:कल्याणी कोतकर

What? CIS-A2K conducted a national-level strategic community consultation about the present condition and future of Wikisource work in India.
Why? Wikisource is an important Wikimedia project and several Indian Wikimedia communities such as Tamil, Telugu, Gujarati, Bengali, Malayalam, Kannada, Odia, Assamese, Marathi Punjabi and Sanskrit are actively working on this project. Although in India we have conducted workshops and training events for Wikipedia, we could not conduct a dedicated Wiki-event for Wikisource for Indian Wikisource communities and community members. The primary objectives of IWCC were:
- provide a platform for inter-community discussion and share best practices with each other
- understand and assess each community's strength, weakness, challenges and opportunities
- create more awareness about Indian Wikisource projects
- having a roadmap for Wikisource communities in India
When and where? The consultation took place on 24–25 November 2018 at Kolkata
How? 14 Wikimedians from 12 Indian communities participated in the Wiki-event. 4 of the participants were female and 10 were male. The following infographic shows these details. During the consultation some of the topics discussed/trained were:

User:Jayprakash12345 participated as a member of Indic-TechCom volunteer group and assessed the tech-requirements of Indian Wikisource projects. He got several requests from the participants and those were documented here. Wikisource support for Indian Wikisource communities over Social Media channels
edit What? CIS-A2K has created chat groups/channels on Telegram and Facebook to discuss Wikisource-related topics.
Why? These chat channels/groups were created for quick off-Wiki discussion. We also wanted to connect to the users who were not active on village pump or mailing list discussions.
How? We started an India Wikisource group on Telegram and a couple of language groups. As of 31 December 2018, 3 discussion groups like Indic Wikisource, and Marathi, Gujarati, Kannada Wikisource Group were created on Telegram, and Hindi Wikisorce & Indic Wikisource group on Facebook.
Learning
- The participants of these social media channels discussions should be encouraged to participate on on-Wiki discussions more and more.
Follow-up
- In January 2019, an on-Wiki Wikisource help desk will be created.
Communities of Interest
edit What? CIS-A2K worked with like-minded organisations, groups and individuals who share similar interest to improve content on different Wikimedia projects.
Why? In the work-plan we discussed that it is important to ensure that the current community leaders do not face burn out and leadership pool is not restricted to a few people. We have conducted programs towards building capacities and leadership among individuals, communities of interest, user groups. There are 2 objectives:
- increase awareness about Wikimedia projects among these groups, organisations, and individuals;
- involve them into different Wikimedia activities, use their expertise to improve content on different Wikimedia projects
How? We approached film critics, literary historian, professional photographer, NGOs and discussed different aspects of the movement. A few examples:
- User:Yasshu28 is a film critic and reviewer and User:Raamanamma kalidassu is a literary historian. Both of them started contributing to Wikipedia after attending our Wiki-orientation program. User:Raamanamma kalidassu also relicensed one of his books under the free licenses. We are in regular contact with them and help them by answering their Wiki-related queries.
- Jal Bodh: "Jal Bodh" means "Knowledge about Water". INTACH (Indian National Trust for Art and Cultural Heritage) and SANDRP (South Asian Network of Dams, Rivers and People) organised a River Dialogue on endangered Indian rivers and water crisis. CIS-A2K actively participated in the conference held on 20–21 April 2018 to introduce the potential of different Marathi Wikimedia projects to the organisations working across Maharashtra state. After this orientation, a follow-up plan was prepared and several groups expressed their interest collaboratively work with Marathi Wikimedia projects. On 28 May 2018 a workshop was conducted by CIS-A2K and Jeevit Nadi. 15 researchers and activists from different organisations such as from Jeevit Nadi, EcoUniv, Jal Biradari (Tarun Bharat Sangh), Ecological Society, Sagarmitra participated in this workshop. This was followed up by a second on 25 July 2018. 5 researchers and activists participated in this workshop, and topics like Wikipedia article structure, categorisation, uploading photos to Wikimedia license were discussed. The participants uploaded their photos on Wikimedia Commons. 2 other similar workshops were conducted at Sangli, Maharashtra on 7 December 2018 by Jal Biradari & Tarun Bharat Sangh organisation and on 22–25 December 2018 at Tarun Bharat Sangh, Bhikampura, Alwar district, Rajasthan. - Van Bodh: Similar to "Jal Bodh" CIS-A2K is also working on "Van Bodh" (English: Knowledge about Forest) project that attempts to improve Marathi Wikipedia coverage of knowledge repository on biodiversity and forests with the organisations working in this sector and we are currently working with different organisations like Tribal Research & Training Institute (TRTI) of State Government of Maharashtra, Mumbai School of Economics and Public Policy, Mumbai University, Maharashtra Knowledge Corporation Limited (MKCL).

edit- Global metrics are an important starting point for grantees when it comes to measuring programmatic impact (Learning Patterns and Tutorial) but don’t stop there.
- Logic Models provide a framework for mapping your pathway to impact through the cause and effect chain from inputs to outputs to outcomes. Develop a logic model to map out your theory of change and determine the metrics and measures for your programs.
- Importantly, both qualitative and quantitative measures are important so consider both as you determine measures for your evaluation and be sure to ask the right questions to be sure to capture your program stories.
