Show editnotices on mobile

Problem: Editnotices (messages shown above the edit window) are crucial communication tools. They let editors know important pieces of information, from requirements for adding entries to list articles to ArbCom revert rules and discretionary sanctions. However, they are currently not shown to mobile web editors at all. These users therefore often do precisely the things the editnotices warn against, creating general chaos.
Proposed solution: Implement functionality to display editnotices on mobile. Given the more limited screen real estate on mobile, it may also be necessary to create tools to help the community prioritize which notices are important enough to be shown there.
Who would benefit: All mobile editors, as well as anyone who's ever had to deal with a mobile editor doing something problematic because they weren't shown an editnotice

Oppose It's a drop in a bucket, but whatever. Yes, this issue should absolutely be fixed. Preferably yesterday. It's on the w:WP:THEYCANTHEARYOU matrix. Mediawikiwiki relies on an edit notice to inform users of the license they grant for contributions to PD help pages. It's important! But it shouldn't be dumped on the Community Tech Team's plate. Jdforrester called this problem a bug but seemingly retracted that statement with a to-be-clarified accusation of me twisting words, which is too bad as I was thrilled a WMF dev made a statement about a THEYCANTHEARYOU issue. This has been a Phabricator task since 2018, it got unanimous support with 47 votes last year - this is a waste of time. I'm sure some people will be upset by my oppose vote, thinking my vote would make any difference for this issue at all. It doesn't. Sdkb, it's like you read my mind. I do find the wishlist offensive, because it should have never needed to exist in the first place. Now here's a riddle that shouldn't be a riddle. What will happen first: the WMF developers actually doing their job and fixing this, or getting w:en:User:Alexis Jazz/EditNoticesOnMobile (which I wrote today and works) polished and tested and convincing the communities of all major wikis to install it as a default-enabled gadget?
