What Movement Strategy initiative is this draft plan supporting?

  • Our draft plan was supporting Movement strategy recommendation Ensuring Equity in Decision-Making and more precisely it focused on MS initiative nr. 26 which is about Regional & thematic hubs. The project’s main focus was the implementation of activities which lead towards the building of the CEE Hub which is a regional Hub, and its focus is Central and Eastern Europe (CEE). The CEE Hub was initiated to empower and to provide support structures that enable closer cooperation, capacity building and the transfer of knowledge between communities and individuals who work in the CEE region. CEE Hub is a sort of a back-office of the CEE, offering support in 3 fields:
  • administrative,
  • programmatic, and
  • related to communications.

What activities have you completed to produce this draft plan?

  • To provide support to the CEE communities in three areas which are the focus of the CEE Hub’s work i.e. to provide support in administrative, programmatic and communication area, the CEE Hub developed a wide range of activities in each of these three areas. In the table below you can find a detailed description of all activities we implemented as well as the explanation of concrete outcomes we achieved. Also, where possible we included links to Meta pages which show concrete examples of our work.

2 PROGRAMMATIC (almost) completed
2.1. Wiki Loves Monuments support completed
  • In June, we prepared a survey in order to be able to offer sufficient assistance to the communities and individuals who have previously organised the campaign, as well as the goals and requirements of those who intend to organise WLM this year. Conclusions from the survey can be found here.
  • In July, we published the prepared guides for participants and for organisers of the Wiki Loves Monuments campaign.
  • In September, we had a knowledge exchange session dedicated to the Wiki Loves Monuments campaign, where we had representatives from Ukraine and Armenia, providing tips how to organise a campaign in your country. Additionally, we shared once again the conclusions from the survey that we had during the summer, and afterwards a discussion about the improvements, especially about the promotion and post-contest activities.
2.2. Process of evaluatiuon and introducing changes to the CEE Spring supported completed
  • Evaluation and contacting the local coordinators of the CEE Spring in order to have a clear overview.
  • Changes introduced and local organisers informed, such as new sub-contest (Youth), along with some changes on the main page of the contest.
  • Establishing a mailing list for the local coordinators in order to allow for them to communicate between themselves and with the international organisers and the fiscal sponsor of the contest (Wikimedia Austria).
  • In October, we started preparatory meetings for the Wikimedia CEE Spring 2025 edition between the international team and the CEE Hub staff member Toni Ristovski.
  • We sent out an email to open a call for new members in the International team of organisers, and we received three applications.
  • In December, we organised a first open Office Hour dedicated to the CEE Spring campaign.
  • In December, staff member had a conversation with Wikimedia Austria about possible cooperation with them in organising joint Wikidata challenge, such as their initiative Coordinate Me.
2.3. International Roma Day campaign support completed
  • During January and February 2024, we had meetings with Wikimedia Serbia where we talked about possibilities related to our support of the International Roma Day.
  • The CEE Hub staff sent out the information emails to dozen of communities in the region, along with preparing the necessary documentation for the event, i.e. guides for the participants and for the local coordinators (see International Roma Day), so they can easily start this initiative. This campaign was chosen by the CEE Hub as Roma minorities are present in almost every CEE country.
  • As only a handful of communities join the campaign, we supported them through email and direct messages, instead of organising a session for the campaign.
2.4. Min. 3 communities supported to participate in new (for them) or discontinued regional/global projects (e.g. CEE Spring, WLM, Roma Day, etc.) partially completed
  • Bulgaria and Lithuania (in some sense) were part of the CEE Spring after a couple of years break.
  • We helped with setting up and establishing the jury tool for Wiki Loves Monuments campaign in Cyprus.
2.5. CEE Meeting organisation supported: logistics and program completed
  • In January, we offered and provided support, such as community engagement survey reminders and with the list of scholarships.
  • In February, kick-off of the Programme Committee and formation of the new committee.
  • In May and June, we sent out reminder to the communities to register their representatives and to create their submissions for the CEE Meeting and we offered support in case they need to create submissions (1:1 meetings).
  • Programme Committee had received more than 100 submissions this year, so they started to evaluate them.
  • As Barbara Klen was part of the Programme Committee, she supported the work of the programme with evaluation of the submission, but also with coordination and logistics related to the programme.
  • Following the information received from the organizers of the CEE Meeting 2024 regarding scholarship coverage for the CEE Region, the CEE Hub decided to offer two additional scholarships to enhance representation at the meeting. These scholarships will be awarded to participants from Montenegro and Russia.
2.6. Coordination of the bidding process of the new host for the upcoming CEE Meeting (in 2025) completed
2.7. A tool catalogue with guidelines/instructions about implementation created completed, but in a different way
  • CEE Hub established working group dedicated to Tools, defining its goals and timeline.
  • At the end of July, CEE Hub created and sent out a survey called Wikimedia Tools research by the CEE Hub to editors, communities, and affiliates, using mailing lists, Meta mass messages, and Telegram. With the research, CEE Hub wanted to understand what tools the CEE communities needs in order their work to be easier, and how they use the existing tools provided by the Wikimedia Foundation and by volunteer developers.
  • In September, the CEE Hub released the findings of a research survey conducted by the Wikimedia CEE Hub focused on Tools. The research was conducted during August 2024 and we received 44 responses from more than 20 community members. This survey is just a beginning of the CEE Hub's efforts to work on this important topic during 2025.
  • In November and December, we had again meetings within the working group, which now is called CEE Hub Tech Advancement Group, starting with tool discovery improvements and reaching out to volunteers from the survey to understand what they'd like to work on.
2.8. The support process for adoption of min. 2 technical innovations and features (volunteer tools and those developed by WMF) for CEE communities completed
2.9. Twice a year coordination meetings with other Hubs completed
  • In February, CEE Hub had a communication with Wikimedia Europe, meeting with Content partnerships hub, as well as cooperation with this hub within the Swedish Institute project (Heritage Guard Network).
  • After Wikimedia Summit 2024, we had more clarity which hubs should be contacted.
  • In June, we contacted hubs (SE Asia, Africa and America) and set up the first coordination meeting.
  • CEE Hub Regional Coordinator Barbara Klen took part in a round table dedicated to the regional hubs within the Wikimedia movement and their opportunities and challenges for open collaboration. During the round table the importance of hubs supporting regional communities was discussed, as well as challenges faced by hubs in regional environments and Future perspectives of regional communities in relation to hubs.   • From September, we started attending the online meetings dedicated to the hubs.
3 COMMUNICATION completed
3.1. CEE Newsletters (min. 4) completed
  • Six published Newsletter during 2024 (view archives).
3.2. Catch Up sessions (4-5 sessions) completed
  • We had a regular bi-weekly coordination meetings with Wikimedia Foundation’s Movement Communications regional specialist Natalia Szafran-Kozakowska for our Catch Up sessions.
  • We had four sessions during 2024, dedicated to various topics:
    • In February, topic of the event was Why the brand is important?, and we will have four various sharers from the Wikimedia Foundation, Wikimania 2024 and regional community member.
    • In May, topic of the event was Wikimedia Foundation Annual Plan for the period 2024-2025, where WMF gave the introduction of the Annual Plan, and then CEE Hub team gave an update of the Year 2 of their Annual Plan. Afterwards, we had more than 20 minutes for Q&A.
    • In June, we had a session how to use social media to promote Wikimedia projects and Wikimedia events.
    • Last session in November was dedicated about sustainability within our Wikimedia projects and Wikimedia events.
3.3. 12 Open office hours completed
  • We organised 12 office hours, which become increasingly popular during the summer months, having more than 10 participants at some of the calls.
3.4. Min. 20 posts during 12 months on Facebook completed
  • Apart of the informing communities on Telegram channels and dedicated regional mailing list, we used Facebook groups informing the communities about ongoing CEE Hub sessions and calls, along with updates of our work to the communities.
3.5. CEE Hub program for Wikimania prepared completed
  • Coordination with the organisers, especially about the recruitment of volunteers which will be part of the committee.
  • Coordination of the Youth afternoon session (originally planned as two sessions), and facilitation in one youth submission (panel).
  • At Wikimania 2024, CEE Hub was part of 2 round tables, 2 presentations, coordination of the international hubs meeting, WMF presentation, moderation of the youth session, Youth afternoon session, opening and closing ceremony speech, and WikiWomen speech.
3.6. CEE Hub presented on min. 3 international events completed
  • In February, CEE Hub was presented during the kick-off meeting of the Heritage Guard Network in Stockholm and during the first public event organised by the Wikimedia Community User Group Cyprus.
  • In April, Regional CEE Hub Coordinator along with some of the SC members were part of the Wikimedia Summit 2024 in Berlin.
  • In May, Programme Officer was part of the Serbian local conference, where he had a lecture about the Microgrants programme.
  • Both CEE Hub staff members, and many SC members, attended Wikimania 2024, where we had a several workshops and lectures about the Hub.
  • CEE Hub Steering Committee member Philip Kopetzky attended regional WikiIndaba conference 2024.
  • Almost every SC member and staff members were part of the Wikimedia CEE Meeting 2024 in Istanbul, where we had workshops, lectures, and many meetings.

4 GOVERNANCE completed
4.1. 22 biweekly meetings of CEE Hub SC and CEE Hub wider group took place completed
  • We had exactly 22 bi-weekly meetings, happening on the same day (Wednesday) in the afternoon hours
4.2. 3 SC hybrid/in person meetings took place completed
  • Tallinn Meeting took place on 1st and 2nd of March 2024 and it was the first in-person meeting of the Steering Committee (SC) members, advisors and employees of the CEE Hub in 2024. At the meeting, main discussion points were reviewing of the planned activities of the CEE Hub in 2024, CEE Hub support for the conferences and regional projects, deciding on several proposals from the working groups, CEE Hub's Budget, CEE Hub Vision, Internal governance, incorporation, cooperation with others and communication management.
  • One day after the Wikimedia Summit 2024 (22 April 2024) in Berlin, CEE Hub held a hybrid meeting between present SC members in Berlin, advisors and Barbara, as well as other online SC members and other staff member. The main discussion point was the reflections of the members from the Summit. The latter part continued with the discussion about the strategy of the CEE Hub in a relation with the Wikimedia Foundation, especially in terms of the latest ongoing issue with the closure of the Rapid Fund proposals for our region due to a lack of funding. At the end of the meeting, we continued with Wikimania and the presence of CEE Hub during Wikimania, as well as updates from the CEE Hub governance working group.
  • CEE Hub held two separate in-person meetings one day before and one day after the CEE Meeting in Istanbul, where Steering Committee members and both staff members had the opportunity to discuss various topics, such as preparation of the CEE Hub Year 3 grant proposal, fine tuning scheduled sessions at the CEE Meeting, feedback from the participants of the CEE meeting about the work of the CEE Hub, and many others. Gathering one day after the CEE Meeting was the first in-person meeting of the newly elected Steering Committee members.
4.3. CEE Hub governance model finalised completed, but in a different way
  • In February, CEE Hub established working group dedicated to Governance, defining its goals and timeline. In April, group worked on defining conditions and criteria for SC members, working on the Call for SC members
  • In May, CEE Hub announced the open call for new Steering Committee members. New members of the CEE Hub Steering Committee should therefore have skills and expertise that they can use when on the Steering Committee to contribute to the support system of the CEE region.
  • At the end of August 2024, CEE Hub announced the new Steering Committee for 2024/2025 (CEE Hub Year 3) after the open call during which we received four applications. The mandate of new members will begin after the CEE Meeting 2024, where they will be presented at the closing session.
  • In August, CEE Hub staff has commenced work on the Year 3 grant application to ensure the continuity of hub activities in the upcoming year. The grant proposal will largely mirror the current initiatives while incorporating an additional staff member to enhance our capacity.
4.4. CEE Hub governance model tested during 2024 and Report about designing CEE Hub governance model written and available moved to Y3
  • Governance working group will work to create a report and document explaining the process of the governance of the CEE Hub
5 CEE YOUTH GROUP completed
5.1. 6 bi-monthly online meetings of the CEE youth group partially completed
5.2. 1 hybrid/offline working meetings of the CEE youth group organised completed
  • Second in-person meeting of the CEE Youth Group was held during 29th and 30th of November, 2024 in Prague, Czech Republic. 12 participants from eight different countries, along with four supporting members/organisers of the group took part in this meeting. The meeting was facilitated through an external person, each day divided on different topics, one for general aspects of the group and one dedicated to the Youth Conference in 2025.
5.3. 1 Diff blog post about the work of the group partially completed
  • Although several youth members wrote several pieces on Diff blog about their activities, along with the report from the first in-person meeting, we did not have one joint Diff blog about the work of the group
5.4. 1 joint project application written (e.g. CEE Youth Camp) completed
  • In February, Barbara and youth member Mari had a coordination with Wikimedia Polska (Wikimedia Poland) about possible cooperation with an external funding. In March, they wrote an application, which was later submitted by the Wikimedia Polska. Unfortunately, the application was not approved.
5.5. 4-6 updates of Youth Meta page completed
  • Updates were done on regular basis, but at the end of the year, we made a major update, as we started renewal of the memberships within the Youth Group, asking more information about the members. After this process, we have 57 active youth members and 20 inactive youth members, which were active in the past.
5.6. CEE Youth Wikimania program created completed
  • In February, we had a coordination about this topic, which followed with a separate submission for Wikimania programme. After that, we had several online meetings to prepare this afternoon session at Wikimania, which turned out to be a success on the conference.
5.7. Min. 10 CEE communities represented completed
  • At the end of December 2024, we had members from 20 different communities across CEE and CA regions.
5.8. Min. 2 learning sessions organized moved to Y3
  • Within the new application form, we had a question, which skill they would want to improve, and as many of them said public speaking, we will organise at the beginning of 2025, learning sessions or calls for this topic for the youth members.
6 CEE HUB MICROGRANTS PROGRAMME completed
6.1. Microgrants guidelines created completed
  • We started the work in January with a draft plan, which later was discussed within the Working Group consisted by several SC members of the Hub. Then, during the February, we had a final proposal which was presented during Tallinn Meeting in front of the whole Steering Committee. Final version was approved in March after the Tallinn Meeting.
6.2. Launching open call for communities completed
  • In April, CEE Hub announced Microgrant Programme, which was open call for every individual, group, Wikimedia affiliate or organisation from Wikimedia movement from the Central and Eastern Europe during 2024. We promoted several times the programme within our communication with the affiliates, but also we distributed the information on every Village pump of every language in the CEE region.
6.3. Min. 7 Microgrants awarded completed
  • We received 15 application during 2024, from which we funded 12 grant proposals. Applications that were not funded were not entirely rejected, but they were not funded due to some unexpected events, technical and/or operational reasons. We supported 9 communities/individuals from countries/communities which do not have any funding from the Wikimedia Foundation in a form of General Support Fund (annual funding).
6.4. Report about lessons learnt written moved to Y3
  • The report from the learnt lessons will be available in January, when we will conduct evaluation of the programme before we open the next round of the programme for 2025
7 COMMUNITY BUILDING completed
7.1. Drafting an action plan based on research results (analysis done during the CEE Hub year 1 by freelancers) completed
  • In January, CEE Hub established working group dedicated to this topic, defining its goals and timeline. Then, during the February, we had a final proposal which communities should be supported with this pilot activity, and that list was voted by the whole Steering Committee. Steering Committee voted to offer planned community building in the form of a part-time employee to Romanian and Moldovan community and Greek and Cypriot community.
  • After checking with the communities, if they would want this opportunity, we started the recruitment process for all 3 (three) communities.
  • Both communities, decided to have two positions, so we supported four different person within this project. Two employees for Greek and Cypriot communities started in June, while two other employees for Romanian/Moldovan communities started in July.
  • Three of four employees within this project were part of Wikimania 2024.
  • .
7.2. 1 or 2 CEE communities have new members, structure, more concrete plan of work for 2025 completed, but in a different way
  • Romanian/Moldovan communities requested and they get an additional support by the CEE Hub in which they will extend the contracts to their employees until they will get a new annual plan in the second (Spring) round of the General Support Fund.
  • Both, Greek (Wikimedia Community Greece Association) and Cypriot communities (Wikimedia Cyprus User Group) applied and get their first annual grant proposals in 2025, thanks to the efforts taken to develop these communities within 2024.
8 UNPLANNED
7.1. Rapid funds completed
  • Coordination with Wikimedia Foundation after we discovered and it was officially confirmed that CEECA region will be left without Rapid Funds after January due to the lack of funding
  • As a continuation of the discussion with the Wikimedia Foundation with the current lack of funding for the rapid funds in the CEECA region, CEE Hub published our vision for some future funds distribution
  • In April, CEE Hub created a short survey, where we want to gather information on how many communities/affiliates from the region plan to apply for the Rapid Funds. Additionally, we invited everyone who applied in cycles 3 and 4 and got a rejection due lack of funds to fill in this survey.
  • WMF decided to open semi-closed extraordinary round for rapid funds in May, and the task of the CEE Hub was to contact the previous grantees that were rejected due to lack of funding and the new ones who express their desire to apply in the survey that has been sent to the CEE affiliates, but they do not have a chance to do that. From this effort we supported and evaluated following applications and they get funding through WMF:
  1. Wikipedia Trainings in Lebanon & Egypt done by the Western Armenian Language UG;
  2. Seniors Create Wikipedia Bratislava dones by the Wikimedians of Slovakia;
  3. Wiki Loves Earth 2024 in Kazakhstan done by the Wikimedia Community of Kazakh language User Group; and
  4. Documenting DebatikCenter of Contemporary Art archives in commons done by the Wikimedia Community User Group Albania.
7.2. CEE Hub Branding efforts completed
  • After unsuccessful attempt to get a logo working with the Branding Studio from WMF during our first year, CEE Hub revived the idea to get a logo in August 2024 with opening an open call for new logo and askind community members to apply with their own visuals and designs.
  • At the end of the open call for the new logo of the CEE Hub, we received two submissions. The designs were reviewed by the Steering Committee and it was decided that proposals of Caner Özyayıkçı correspond the most with hub's vision. It was decided how Caner will be invited to work with the CEE hub to further adjust and fine tune the new logotype.
  • In December, we got an official visual guide by Caner, but we wait for response by WMF about usage of the word 'Wikimedia' in the logo, which turned out that we cannot use

In which community channels have you announced your draft plan?

  • We are in regular contact with communities and individuals from the CEE region thus affiliate representatives as well as all CEE community members were involved and participated in the process of creation of this grant. After we wrote the first draft of this grant proposal, during August 2023 we held two online meet-ups to present the Year 2 CEE Hub plan and to also collect feedback. During the CEE meeting which took place in Tbilisi in September 2023 we organised a workshop about CEE Hub Year 2 Plan with a goal to additionally explain planned activities and to collect valuable comments and ideas about the support that is expected and needed from the CEE Hub. Although we were able to collect some feedback during online sessions and meetings with CEE communities during July and August, it was the workshop that we organised in Tbilisi that proved to be a much more efficient method to receive both positive and negative feedback. The Tbilisi workshop was a resource of valuable comments and ideas which are now incorporated into this grant proposal.
