Hi. My knowledge in wikiquotes is not the best, but what happens if you enter the name of the person in the frame and create the page? When the page is created you can add the quotes of that person. That IP block

User rights

Hello. How are you? I am admin on MK Wikisource and Wikipedia, and the last week there was a voting for my request about the bureaucrat user rights on MK Wikisource. Since I am the first of that kind on mk Wikisource, I need a steward to give me the rights. There was voting, limited of course because of the small number of users, but it was successful. Hi. Place the request at Steward requests/Permissions under the right section. Then all Stewards will see it. I made my request. Of course we need, we are four, the most active one, but we have new users from time to time. We do not have bureaucrats at all, and we hope we will get the first one. Spamming 36 different wikis is cross-wiki vandalism and is a ground for locking the account. That you continued to do it on a couple of wikis after the account being locked doesn't do it any better for you.
Doing good on some wikis doesn't allow you to vandalise other wikis, so I have no intention on lifting the lock. If you think that the locking of the account is wrong, then you could place a request on Steward requests/Global. -- Tegel (Talk) 18:31, 17 April 2012 (UTC)Reply

Isn't that comparison a little bit wrong? It was your account that did all the edits. It's not like I blocked your account for something that your children did on their account. You should have thought of that before you went cross-wiki. You did one edit on a wiki and then you went on to the next one. So a warning on the wiki that you just left would have no effect because you wouldn't see it. As I wrote above, doing good on some wikis doesn't allow you to vandalise other wikis. You blocked my private VPN IP

If you read No open proxies you can see that open and anonymous proxys is handled in the same way and can be blocked at any time. It's not illegal to edit thou a proxy or anonymous service, but there is no guarantee that it will work. As in your case. It doesn't matter if you have to pay or not. You just have to use your normal IP-address when editing Wikipedia. But something tells me that you, for some reason, can't use your normal IP-address. -- Tegel (Talk) 17:58, 23 April 2012 (UTC)Reply
A VPN is not something you can disable like that, it is used permanently for all Internet connections types, disconnecting it means it will cut all connections of all softwares connected to the Internet. The way I read the policy, private proxies are allowed since it is explicitly said only public proxies are not allowed, so not using your real IP is not forbidden, or why they would mention "public". Also a VPN isn't a proxy, unlike a proxy it governs all connections at all times without having to configure any software. Private proxy, or as in this case an anonymous service, is not forbidden, but may be blocked without any reason. Do you really think that a company that makes it's business from protecting user will let me have your real IP-address? That is bad for business. And this is a public service. That's your choice. If you don't want to show your real IP-address there is always the option to create an user account. Then you're more anonymous and your IP-address is protected by the privacy policy. My entire ISP routs traffic trough Anonie so I do not have any other public IP than my Anonine IP. All other ISP:s in my area does similar things. They either route everything trough a VPN provider or they block access to everything but such a provider. There are dozens of reasons why blocking by IP is ALWAYS a bad idea, and with the new EU laws forcing smal providers to shut down the use of anything but VPN:s (or handle exabytes of logs) you will be shutting out most of EU with this policy.
192.168.88.24 is a private IP-adddress and is not used on the Internet. Do you use a router at home? Could you say what ISP you are using?
If you create an account from an open IP-address you can get exemption from the IP-block locally on the wiki that you want to edit. But then you can only edit that wiki, and it's up to the local community if they would allow you to be exempted from the IP-block. Normally that would be difficult for a new user. I live in a swedish housing cooperative which is also my ISP. As they own the wires I can not easily swith to a ISP that provide public IP adresses. They are not leagally an ISP as they do not provide public aresses, which saves them a huge amount of cash in hardware and software resquired in order to log everything we do on the Internet so they have no plans in handing me or anyone else a public IP. All my friends also live in apartmants where landlords face similar problems and have only private IP:s as a result.
Also please note that fresh statistics show that about 10% of the Swedish population is affected by this and is thereby blocked from editing wikipedia. Having a small tech support company I am flooded by calls from people that meet a access denied page if they try to access anything but Anonine or Relakks.
I do realize that the only reliable solution like this is using something else then IP:s as internet identities. Why doesnt Wikipedia support OpenID, WebID or some other high-level identity solution?
Wikipedia will not use any third-party services, so that's not going to be possible. Unfortunately, abuse often occurs on such shared IPs - so a few bad apples ruin the whole bushel. Things will improve when Wikimedia begins to use IPv6.--Jasper Deng (talk) 22:35, 4 May 2012 (UTC)Reply
It's like Jasper say, we have had too much problem with user that uses Anonine and other similar services. Someone acts as the ISP with an external IP-address. Anonine doesn't act as an ISP. If you create an account from another IP-address, you can use that account from home. As I explained above. Wikipedia uses plenty of 3:d party services... like for example the internet, e-mail and reverse DNS. There must be a less idiotic way to handle identity then IP bans. I do not really se why supporting OpenID or BrowserID (Formerly WebID) would be that much of a problem. Also there is not really a need for 3:d party service, internal measures like web of trust could be used, like letting a invite from a non-banned member ovverride the IP-ban.

The IP-block is only for those without accounts today. If it will be more common with OpenID and that type of system, then we might see support for that in the MediaWiki software. Until then we have to work with the functions that we have.

It seems like the English Wikipedia has placed a harder block on the IP-address than my global block. That is up to them and is nothing I can do something about. But you should be able to login with your account and edit your talk page en:User talk:CobraSA and use the unblock-template, {{unblock | reason=your reason here ~~~~}}. This block reason surprises me (I noticed because I watch Chapter-selected Board seats/2012/Process) considering the range contribs [1] which suggests it's just one naughty person playing with various wikis, and so a temporary block (1 week - 1 month?) should suffice.

I will reply here, but I will notify you about the reply. It's to be considered standard to block proxy servers or similar servers for 1-3 years, due to that the IP-address doesn't change that often. And the hole subnet was already globally blocked.
As I assume that you are aware of, open proxys can be blocked without having done any real damage to the projects and is normally given the longest non-permanent block set as default at that particular wiki.

You mentioned an article that you was working on where the same IP-address was blocked on Commons just 5 minutes later. I asked you for a reason why that happened, because I suspect that you are the reason why the rangeblock is in place. Dear Tegel, please unblock my IP. I am not spamming, I am just setting an external link which might be usefull for those interested in Serbian language - the link is about Serbian language and I put it on Wiki pages about Serbian language. Banning of private proxy

Hi. I want to contact a wikimedia bureaucrat about the banning of my private proxy you decided and which I think is clearly against wikimedia policy as it is explicitly said that only OPEN proxies should be banned. As you can read on No open proxies and above, that open or anonymising proxies may be blocked at any time. Anonine in an anonymization service with the purpose for their customer to be hidden when surfing the net. Just because you pay for your service to a company that offer an anonymization service doesn't mean it's classified as private and should be excluded from the "No open proxies"-policy.
If you create an account your IP-address is protected by the privacy policy and the CheckUser policy, and there is only a few user at each wiki that is, under certain criteria, allowed to see your real IP-address. Obviously all that " + anonymous proxy " is something that was pulled out of nowhere (to stay polite) at some point by some people without any consensus or thought. In the article you linked the "Open or anonymising proxies" part is linking to an article named "Open proxy" where it is stated it must be usable by anybody as opposed to private, this just shows how all of this is made up. How is a proxy not anonymous to begin with since it always shows another IP and not the real one, the key word is OPEN, because not showing your personal IP has never been forbidden, or all universities, cyber cafés and any space with a shared computer would have been banned long time ago, as well as all computers using a private proxy (like in many companies). If there is any spam issue, report it. VPN providers are banning the spamers because they are causing trouble to all other customers. I know my VPN provider does. You seem to think the problem is I want to hide my IP on wikipedia but no I wouldn't care about it, I use it for other applications. If I could just create an exception for wikipedia I would, but that isn't possible, the only way is to entirely disconnect from the VPN which means it will cut the connexion of all my applications connected to the internet, and that's something I can obviously not afford. I do not really want to argue any further with you because everything has been said many times so if you didn't understand until now, then you just don't want to. Now I want to talk to a bureaucrat and not to a sysop, I will ask to bureaucrats to clear this up as they should when a sysop is acting outside of the consensus. Bureaucrats on the different Wikimedia projects can only change user names, promote new administrators and bureaucrats and add bot flags to bot accounts. Nothing else. Administrators exists on each local project and can block users and IP-adresses. In this case your IP-address is globally locked from all Wikimedia projects, and that is preformed by a Steward. So lifting the global block you would like to talk to a Steward, so you can talk to me.
By the way, your latest IP-address, 46.246.88.48, is not globally blocked.
Policys doesn't come from nothing, but is discussed for a long time and agreed by many user thru consensus. Then that the founder of Wikipedia is in line with this policy doesn't make it less valid. So if you don't like the policy your welcome to take up the discussion and see if you have support for demoting it from a policy to a guideline or something similar. Until then it's a policy that we follow. As stated in the policy, it's not forbidden to use a proxy to edit Wikipedia, but it may be blocked for any time without any reason. And when it comes to Anonine there is many reasons why it should be blocked.
In your case the proxy is available for anyone that pays money to Anonine, and it's in that way a public proxy, compared to a private proxy used by a company to connect to the Internet. Many Cyber Cafés is blocked from editing because their customers is vandalising as well as schools. So in these cases, as in your case, some customers is causing trouble for other good customers. That is why many of the blocks is anonymous only, witch mean that if you have an account you can log in from that IP-address. You just have to create the account from an IP-address that is not blocked.
There is transparent proxys that shows the IP-address behind the proxy as well if a check is done.
A dozen proxys is blocked on all the major languages every day, and if you think that all these administrators is acting against the policy, you're free to bring it up for discussion as well. Until the you have two options if you want to edit Wikipedia; disconnect from the VPN-service or create an account from another IP-address.

The user Aweescotsman was not blocked by me, but by an adminstrator on sco.wikipedia. When an account is blocked the IP-address that is being used is blocked automatically for 24 hours, so the blocked user can't logout and continue his/her vandalism. It appears my Hetzner hosted system has been blocked for "Cross-wiki spam: spambot". The whole message reads:

Could I please get more information about the incident that lead to this decision? Unless if someone using the box via VPN has had their system infected by malware I can't think of a way how such spambot activity could have happened. Regardless, I'd like to know any details so I can ban any potentially infected VPN user(s).

Hi. There has not been any cross-wiki spam from your IP-address from what I can see right now. There where alot of cross-wiki spam from the IP-addresses around your IP-address. When one IP-address where blocked the user switched to another IP-address and continued. So the only solution that we had was to place a range-block on the hole subnet, and that is was also affect you. From what I can see there is 10 websites hosten on this IP-address. That is normally not where editors edit from, and indicate some kind of proxy or VPN-service. I will check what can be done with the range-block. Thank you for your speedy response. To clarify: the server in question indeed hosts several web sites, as well as act as a VPN server for myself and very limited set of friends. Each user has a personal client certificate to access the system. This host isn't an open proxy, nor is the user activity anonymous.

One final note: The addresses in this subnet are static. One customer can have multiple ipv4 addresses though. It is very likely that precision blocking of specific spamming addresses would have had less collateral damage. Hjälp med felanmälan

Hej Tegel, jag försöker hitta rätt plats att anmäla felet med navigeringmenyrubriken som förekommer på svwp då ingen ansvarig för ändringen verkar ha upptäckt det. Tyvärr är jag dock inte så hemma här på meta, jag undrar därför om du kan hjälpa mig - finns det någon sida här där man kan anmäla sådana här fel? Eller ska man skriva till en utvecklare direkt? När jag prövade med bug report verkar det som om det inte räcker med mitt wikikonto, utan man verkar vara tvungen att registrera ett Bugzilla konto. Hej. Detta problem är tyvärr inget som jag märkt av. Jag använder Monobook och laddar dessutom en extra navigeringsmeny. Det enda sättet är nog att skapa en bug report. There is a local block on the English Wikipedia, so you can't edit there anyway if I remove the global block. The IP-address is locally blocked on four wikis and should be blocked on another four wikis. Have you done any edit on the Italian wiki today? -- Tegel (Talk) 16:45, 12 December 2012 (UTC)Reply

OK. I have to go on what is coming from the IP-address that you are using and based on that the global block will remain the full 31 hours. My recommendation to you is that, after the block has expired, create an account. Then you're not so affected if the IP-address is blocked. Start with creating an account and do a lot of good edits. Then, if you're affected by a globally blocked IP-address, you can come back and I will direct you to the proper place where you can request it. Why do you keep in Serbo-Croatian itself give Check User right without the knowledge of the community. This is a concrete example:
