How to apply
- Read about what we fund and who can apply below.
- Required step: Contact the Regional Program Officer as you start to think about your application. They will help to understand what round to apply for and will support you in the process.
- For new applicants: In the upcoming round 2 of fiscal year 2023-24, we only accept applications from new grantees in Sub-Saharan Africa (SSA), Middle East & North Africa (MENA), East, Southeast Asia, & Pacific (ESEAP) and North America (NA) regions.
- For returning applicants: Please note that we may not be able to guarantee requested budget increases, and advise having a conversation with your Program Officer to establish what budget range may be feasible.
- Go to Wikimedia Foundation Grantee Portal (Fluxx) and log in.
- If you do not have an account, click Register Now and provide the requested information. You will receive confirmation of your registration within one working day.
- Select the Apply for General Support Fund button on the main page. Click Save and Continue or Save and Close to save the application.
- Follow the instructions on the application form. Click Submit to submit the application for review.
- We accept applications in any language. We will support translation for applications and discussions as needed.
- Applications will be published to Meta-Wiki automatically within two days. This is done for community review and feedback.
- You can prepare the application offline. Make a copy of the application form, answer the questions and copy the text to Fluxx.

- 公共政策擁護プロジェクトとして、無料の知識運動に関わる人々や事業モデル、価値観を保護するため（国、地域、または国際レベルで）法律および規制環境に影響を与えることをその主旨とすること。これらプロジェクトは、国内法、貿易協定、人権枠組み、その他の政府や議員が定めた規制や規範をその対象に据える可能性があります。
- 提携団体の運営に必要な一般的な経費として、作業場・集会室賃料、サービス経費、その他。
- オンラインのイベントへのアクセスを支える通信費用、景品、アウトリーチなど、プログラムを行うために必要な経費。
- グラフィックデザイン、研修、託児サービス、翻訳、プロジェクトや組織の管理、ウィキメディアン・イン・レジデンス（招聘ウィキメディアン）など、ボランティア活動に取って代わるものではない役割やスタッフに対する報酬（ただし、これに限定されない）。
- 学びや研修への出費 - コミュニティメンバーや提携団体スタッフが学んだり研修したりするための費用。
- スタッフや主催者の旅費滞在費と参加費。

- 特定の分類に当てはまる申請はウィキメディア財団コミュニティ基金の審査対象外:
- 調査研究活動が趣旨の基本である申請はウィキメディア研究基金にご応募ください。
- 規模が大掛かりなソフトウェア開発の申請は当基金の審査の対象になりません。規模が小さい場合はコミュニティ資源と技術部門職員が審査する迅速助成基金の申請要件を満たす場合があります。
地域委員会はそれぞれ固有の文脈や状況に依拠する需要を特定した申請者に対して、プロジェクトや支出を柔軟に対応し、ここに記述のない追加の要請について助成をします。
申請要件
一般支援基金を申請される皆さんは、申請受付〆切からさかのぼって1ヵ月前までに担当のプログラム担当者（Program Officer）にご連絡いただき、打ち合わせを始めてください。当一般支援基金の申請に関して、事前に上記の担当者との対話をされなかった場合、次の募集回に申請を出し直していただくことになります。
申請書の審査を受けるため、ウィキメディア・コミュニティ基金の全ての応募者が遵守するべき規範として、以下に基本点をご紹介します。
- プログラムや活動の企画案はウィキメディア財団の使命に準拠します。
- 作品ならびに寄稿は倫理にかないオープンアクセスの合意のもと公開できるものとします
- 申請は必ず将来の実施計画を対象とします
- 組織として申請する場合は、ウィキメディアの提携団体の認定済みであることが要件で、もしくはこれまでの活動の焦点がウィキメディア財団の使命に関連しており活動履歴を実証できる組織、たとえばウィキメディアのプロジェクト群を改善したり、ボランティア貢献者を支援したなどの実績を有すること。
- 申請者はユニバーサル行動規範ならびに友好的であるべき場の方針に従うものとします
- 申請者はすべての要件を遵守しウィキメディア財団を介して資金を受給する現行の活動に対して良好に機能する状態にあるものとします
- 申請者の居住国・地域とアメリカ合衆国における資金送受信に関する法規に照らし提示した活動と経費に関して合法的に資金を受け取ることができる国・地域に存在すること
- 申請者はアメリカ合衆国財務省SDNリスト (SDN)（※）に該当しないものとします。
（※＝Specially Designated Nationals and Blocked Persons List） - 助成金の受給者は勤務時間がパートタイムを超える（週20時間超の）ウィキメディア財団の職員もしくは契約職員であってはなりません。
- Applicant must provide all information and documents needed to receive the funding from Wikimedia Foundation.
若年層の安全方針（※）はコミュニティの未成年の参加者が関与する活動すべてにおいて規定する必要があります（※＝Youth Safety Policy）
- 企画案が直接、子供や未成年との触れ合いを示すときは、合わせて子供や若者との協力に関する国際法および現地法の遵守を概説し、現地法の文書を付録として提供するものとします。
- 提案によりプロジェクトのすべての活動に参加する未成年者の安全を保つ方法を例示します。
- 提案書には未成年と近く接触する成人が全員、適切な精査と訓練を事前に受けることを明示するものとします。
- 提案書には未成年の心身の安全に関わる事件が発生した場合を想定して行動の実践手順（プロトコル）を概説します。
申請プロセス
上記の人たちが共同で申請者の戦略的思考のパートナーとなります。助成事業の審査は適格性と委員会審議（※1）に基づきます。（※1＝eligibility and committee deliberation）
以下は申請のあらましと経過です。
- 申請書の提出: 助成金の申請を提出してください。
- 適正手続: プログラム責任者および助成金管理者は提出された全ての申請書を分類整理し、コミュニティが検討する支援を行います。
- 地域委員会による評価：委員はこれらの申請書と補足書類を個別に査読し、一連の規定や質問事項に照らします。
- 最初のフィードバック：この時期には、委員会からメタに質問類を掲出し、申請者はそれぞれの申請内容の細部を明確にします。一般的にコミュニティ参加者がコメントや質問あるいはフィードバックを投稿することがあり、申請者にはメタに返答を書いていただきます。
- 地域委員会のフィードバックを構造化：全委員が参加して各プロジェクトを議題に協議し、申請者に送る統一版のフィードバック文書をまとめます。
- 職員が委員会に寄せるフィードバック： プログラム管理者は並行して申請書をそれぞれ個人的に査読をして、委員に共有します。
- 申請者と委員の面談：特定の事例では、委員は申請者とのビデオ会議を申し入れ、上記のフィードバックを協議したり質問をしたりする場を設けます。プログラム管理者もまた、このような場を設け、申請者がフィードバックを読み込む補佐をすることがあります。
- 申請者の受け答えと改訂：申請者には指定された期間に（申請書の）調整や曖昧さの改訂を実施します。
- 審議：委員は第2回の正規の審議の場を持ち、助成事業の最終決断を下します。この段階では、それまでに出尽くした推奨事項や調整点を考慮し、また地域ごとの予算規模に配慮します。
- 委員会による助成事業の決定と講評：申請者には助成金申請の審査結果をメール、Fluxx、メタウィキ上でお伝えし、審査を通過した申請者には助成金管理の手順を始めていただきます。
Multi-year funding process
Multi-year grant funding is available for returning applicants if appropriate to the goals and objectives of the applicant for a 2- to 3-year grant period and if approved by the Regional Funds Committee. For multi-year applications, the Regional Funds Committee will evaluate potential increases for years 2 and 3 on a case-by-case basis once the budgets for the upcoming fiscal years are known.

報告の要件
There are two types of required reports if your General Support Fund request is approved: Final report (written) and Conversation report (online meeting).
This is a written report to submit within 30 days after the grant end date.
- Go to Wikimedia Foundation Grantee Portal (Fluxx) and log in.
- Find the Reports section on the left sidebar. Select the Upcoming link and you will see all upcoming reports.
- Select the report and click Edit. Answer the questions in the form. You can write it in any preferred language.
- When the report is complete, click Submit to send it for review. The report will be published on Meta-Wiki within two working days.
You can prepare the report offline. Make a copy of the report form, answer the questions and copy the text to Fluxx.
There are two conversation reports. You will meet the Program Officer online two times in the middle of the grant implementation and after completing the grant. They will ask questions and complete the forms.
You can review the questions before the online meeting. You do not need to fill out these forms.
If you have a multi-year funding, the required reports are slightly different.

- 受給者とプログラム管理者の会話（年度ごと）: The same meeting as final conversation meeting but organised yearly.

注記
- ↑ 自由裁量の資金提供とは、助成対象事業の期間中に助成金受給者独自の裁量で、受給予算を使命に沿う新規もしくは既存の活動または支出費目に再配分できることを意味します。これら予算の再配分に伴い、使途変更を財団に届けて承認を得る必要は「ありません」。一般支援基金ならびにカンファレンス・イベント基金の区分では、助成金プログラムによる総予算の20%超を再配分する場合は、当該の変更についてプログラム担当者に通知をお願いします。ここでいう通知の目的とは承認の申請ではなく、むしろコミュニティ資源チームとの情報共有のため、皆さんが行う予算費目の重要な付け替えは、どのような状況や機会に基づくのか概要を伝える点にあります。
