To reduce potential clashes between campaigns
Requests must be made, at minimum, 10 days in advance of any campaign

I think the WMF review would indeed be necessary in this case. The guidelines clearly say "Banners for fundraising and external surveys should be discussed at least 90 days and requires approval from Wikimedia Foundation in all instances. For these please contact Julia Brungs." (emphasis mine). Granted, this sentence is somewhat confusingly buried under the Fundraising headline; this should likely be clarified. Hello! I'm responding on behalf of surveys@, thank you @DerHexer for suggesting the ping and @Pyb en résidence for messaging :)
Overall, I don't see major concerns with this survey from what I'm able to gather. Here are my suggestions:
Banner coverage:
a maximum of 1:10 display of the banner to get the amount of responses you seek (0.1 or 10%)
logged-in users only
only display to those in France
I checked in with @JBrungs (WMF) and there should not be any conflicts with the above for logged-in users on frwiki for October.
Questionnaire landing page:
Privacy:
It says that the results of the survey will be public. I would recommend linking to a page about privacy that describes what data you will collect (including whether you'll collect data like IP addresses), who will handle the data, how long you will keep the dataset, whether potentially private data will be removed, and whether it's the results of the data that will be shared or if you will actually make the dataset itself public. Likewise, it is good to name and link to any of the privacy policies of the survey tool you're using so that respondents can check that if they desire. Of note, it is your responsibility to comply with your country's and broader privacy laws, such as the GDPR, when managing your data.

There are two versions of the survey linked on the page. Respondents might find that confusing and click on the wrong one.
Banner style:
The banner style makes it difficult to determine where the banner begins and ends, if that makes sense? I might not immediately understand that it's something to click. (EDIT: retracting this statement, it's apparently how all banners appear and there's not much we can do about it, but making the text obvious -- possibly a "click here to" -- should help :))
I would consider giving more details in the banner, like "Participate in a survey to help the Wikifying Science project learn more about knowledge of open access among editors". This tends to help people who think the survey is "not for them" to know that they should participate (presuming you want to know that some editors know nothing or very little about open access). Type of grant - On Wiki in Africa side, the campaign is funded by an annual grant. Some other groups are likely to use their annual support grant too. During the last year, a dozen of groups applied for a rapid grant to support that project and this is likely to be the same this year.

@Afek91: It's still a while to go but some remarks which will help the CentralNotice administrators to process your request:
Please add your campaign to the CentralNotice/Request page as instructed when you created the campaign. Otherwise CN admins could easily miss it.
I'm not sure that the very wide banner version will work on mobile. Maybe you can also create shorter versions, too. Furthermore, on smaller devices we have to use reduced file sizes so that photos could look pixelated. Let's check that later.
Not all CN admins (including myself) have the technical skills to create a white square where the logo would be embedded. Some texts in that part are not mentioned either. An HTML version of the banner provided by you would things much, much easier.
Global campaigns can only run for participating communities, ideally with local ambassadors, translatable banners and landing pages (I see that work has started on this). Additionally, I cannot remember a campaign that lasted three months, that's very long! We will have to choose a very low impression diet.

DerHexer, seems probably easiest to make the gradient in css, make a three column element within it for the image overlay, first text block, and white-background second text block. No idea how that'll look on mobile, so maybe let's not do three. Or, we can do three, but have the white column only be the logo, with no additional text.
If we were to do that...I don't think we have just the image of the people anywhere. Afek91, before I ask you to upload the background-less image of the people, can you clarify the copyright status of those photographs? Islahaddow, you don't need a short URL, just a landing page. People don't type in the url manually, they can just click on the banner. If you want statistics, the best we can do (I think) is send people to a redirect page, and presumably the only people who go to that redirect would be ones who clicked on the banner. Afek91, we can't do a 3-month campaign. Most are usually around 2 weeks, a month maximum. What 4 week time period works best for this campaign?

I would say, as the campaign starts on the 1st October, it would be better to start 2 weeks before and the 2 first weeks of the campaign. So from the 18th september to the 15th October. For the languages, I thought may be if we could reach new languages throught the central notice.
Afek91, I would recommend running it during the first 4 weeks of the campaign. We generally don't like to run banners for things that people cannot currently participate in. It works for me. I just would like to ask if we could try new languages as one of our goals is targetting more languages to join the campain.
Afek91, you can run it in more languages if a) the event is happening in those languages and b) you can get people to translate the banner text and event/landing page into those languages. The landing page is currently translated into nl, it, ko, and ja.
My current thought is...two campaigns, one for Wikiquote and one for Wikipedia. Both 4 weeks, but a much smaller % and impression limit for Wikipedia than Wikiquote. October 1st to 29th.
And...in terms of the banner, I don't think we can use the images of people on there. Not only will it look bad on mobile, but there's no way to provide sufficient attribution unless clicking the image will send readers to a place where that attribution info can be easily found. @이강철 (WMKR): Thanks for the close look! I've changed the text size, time and projects. However, why do you want to use a SiteNotice in kowiki when you could handle the display way better through CentralNotice? With a SiteNotice, you will also notify my Commons me who just wants to add a photo but doesn't live anywhere close to South Korea to attend a conference (not to speak of the message I wouldn't understand either ;) ). For banner diet, we used to implement 3 or 5 displays per week. After some research, a more frequent display was considered to be more useful. I started with 2 displays per 2 days and increased that to 3 displays every other day. 5 times a day seems a lot to me. Do you think that this is needed? Would it make sense to start with the proposed amount, observe the number of registrations and only increase it when there are too few registrations? Traditionally, Korean Wikipedia pins event notices for 2 weeks and displays them at the top. Do not turn off Sitenotice. and Sitenotice of Korean Wikipedia can be announced by Korean Wikipedia administrator.
I will follow DerHexer's opinion regarding the Central Notice frequency.

Description - The Mais Diversidade event is a thematic competition on Wikipedia in Portuguese, Commons and Wikidata. It is part of a set of activities that will take place throughout 2023 under the Projeto Mais Teoria da História na Wiki. The project aims to encourage the involvement of current and new editors in Wikimedia projects. Everyone who identifies with or sympathizes with the proposed themes is welcome to support open science and the construction of collaborative knowledge in editing themes related to gender and race studies and the epistemology of the Global South.

I think the sentence written in black is larger than it should be. The correct size is 24. Also, is it possible to use this image? The current image is very poorly placed and this compromises the visibility of the event, because we're talking about the logo. As with the Mais Povos Originários 2022 event, the horizontal image stands out much more effectively on the banner.
@Danielly Figueredo (Projeto Mais+): Usually, it's your duty to provide a full HTML/CSS/JS version of your banner and it's not mine to build one for you. ;) Other than your observation, the pixel sizes were even smaller than proposed (20 and 18px). I've changed them to your proposed numbers, but that doesn't look good at all. Please trust the CN admins, that they create a an acceptable banner configuration for you. I will revert that change once you've seen the outcome. Certainly, we can use a logo version with horizontal text. But I cannot use the logo version because it's a square. Since English is not my first language, I apologize if something I said didn't sound quite right. We appreciate your help! As for the font size, the sizes I provided were based on the Mais Povos Originários banner, which we thought looked great. Can we try to get the appearance as close as possible to that?

If you do so on mobile with the mobile version, you will notice that the text is much too long. I recommend to use a shorter version for mobile. I can clone the desktop version. Please ping me. @Christian Philipp (WMAT): Wer hat oben nochmal „passt“ geschrieben? :P Ist korrigiert. Das Format auf AleXXws Seite ist leider so, dass ich das Banner neu in HTML und CSS anpassen muss. Ich kann es nicht einfach kopieren und einfügen. Wenn es eher mit Parametern wäre (Farbe: XY, Randstärke: 123, Link: https, Text: ABC), könnten Sachen nicht so leicht übersehen werden. Bspw. so oder so machen das die meisten Anfragenden. Andere fragen es aber auch so wie ihr an und ich bastele dann. Da wird aber üblicherweise nur ein Banner gebastelt und nicht mehrere. Ähnlichen Kuddelmuddel gibt's eher, wenn es bei mehreren Ausspielungen, Anpassungen im Banner usw. gibt (bspw. hier, siehe die Kommentare). The duration here may seem overly long, but what I'd like to do is to only show the banner two days before our kickstarter meetup every month. The meetups are on the first Wednesday of each month, so I'd like to show the banners (at 100 % if possible) only for that Tuesday and Wednesday (ending at 20:00 Norwegian time when the meetup is concluded). I could set a local storage item that could be reset once per month, however, this can only be connected to the first display of the banner for each user separately. It cannot be related to a specific date. I fear that we have to change the dates once per month. But that wouldn't be a problem, it will just take few seconds. Can you add the dates when it's supposed to run to the request? And ping me early enough before each display? I can create the campaign and banner.
