Tech News

As the year, at least according to the calendar used by Tech News, is drawing to end, I wanted to say thanks for the Tech News translations – both as a person writing Tech News and a Wikimedia editor who cares about the movement. It’s difficult enough to keep track of what’s happening if one speaks English. I’m happy there’s one place to get a weekly update of what’s happening if one doesn’t. - This is the part of a series of community consultation pages. The WMF Community Advocacy team has put together a list at https://meta.wikimedia.org/wiki/2016_Strategy/Translations. We're hoping to launch the consultation on January 18th. Realizing getting all translations in place before the launch of the consultation may not be possible (and that people will likely help with translations after the launch), I'd be really grateful for any assistance especially that you can give in translating the templates at that Meta page link, like this one. It'll probably be harder for casual translators to help out with those!

- Text should be stable at this point. I've just made what I hope will be the last modification to those pages!

Chào Quenhitran, tôi tình cờ nhìn thấy bạn dịch trang về sự thay đổi vị trí CEO của WMF (mặc dù trang này không nằm trong danh sách thư của biên dịch viên), nên đoán rằng hẳn bạn cũng quan tâm đến một loạt cãi vã và khủng hoảng cộng đồng vừa qua liên quan đến Quỹ và nội bộ của Quỹ? Tôi nghĩ trang này sẽ giúp làm rõ hơn mối quan tâm của bạn, hoặc giả bạn chưa biết gì về sự tình thì cũng có thể sẽ quan tâm đến nó.

Có nhiều lý do cả khách quan lẫn chủ quan khiến cho tình hình gần 2 năm qua của WMF không yên ổn (sau khi giám đốc điều hành cũ là Sue Gardner chia tay Quỹ và Lila Tretikov kế nhiệm). Việc triển khai MediaViewer một cách "thô bạo" khiến cho cộng đồng mất đi lòng tin rằng họ là những "người chủ" thực sự của Wikipedia hay các dự án chị em, và những quyết định đồng thuận của cộng đồng, vốn từ xưa đến nay không thể bị xâm phạm và nếu có thì chỉ trong những tình huống bức bách được sự phê duyệt của Hội đồng Quản trị, lại bị "phủ quyết" bởi một nhân viên không qua bầu bán của WMF. Superprotect khiến cho sự bất mãn này dâng cao hơn, vì nó là một sự thừa nhận rằng có tồn tại những "quản trị viên tối cao" thật sự, một điều mà xưa nay cộng đồng Wikimedia luôn phủ nhận. Hội đồng Quản trị (BoT) không đưa ra bất cứ sự can thiệp nào hay giải thích nào sau hai sự cố trên, và chỉ được quan tâm (chứ cũng không có câu trả lời) sau khi gần 1.000 tình nguyện viên ký tên vào lá thư phản đối WMF.

Song song với đó, sự gia tăng bất thường những nhân viên chuyên trách về kỹ thuật và công nghệ trong khi giảm bớt trọng tâm và phân phối nguồn quỹ cho các kế hoạch vận động cộng đồng và chiến lược phát triển khiến cho nhiều nhân viên bất mãn, mặc dù có thể sự ra đi của một số cá nhân không thuộc nguyên do này. Quỹ dường như đang chạy theo một mục tiêu nào đó xa rời thực tiễn tầm nhìn của phong trào Wikimedia, như Bản kế hoạch chiến lược 5 năm vốn hết hạn vào năm 2015 và cần được đề ra mục tiêu mới trước năm 2016 vẫn chưa được hoàn thành. Một thời gian sau, người ta kinh ngạc phát hiện ra WMF đã không hề tham vấn bất cứ ý kiến nào của cộng đồng và thậm chí giấu diếm nhiều người có thẩm quyền trong việc hợp tác với Knight Foundation để tiến hành dự án "Knowledge Engine", một công cụ duyệt nội dung Wikimedia mà các thông tin mập mờ ban đầu từng gọi nó là công cụ để... cạnh tranh với Google. Dự án này Knight Foundation đầu tư 250.000$ cho WMF thực hiện, và như một số người gọi theo cách cực đoan hơn thì WMF đang tự "bán" mình cho Knight Foundation. Điều đáng nói rằng Knowledge Engine đã được lên kế hoạch từ tháng 4 năm 2015 (thậm chí tiền bạc đã được bàn giao, việc thay đổi cơ cấu nhân viên chuyên về kỹ thuật và lập ra nhóm mới "Search and Discovery"), nhưng mãi đến tháng 2 năm 2016 những thông tin chi tiết về dự án mới được biết đến. Việc này khiến những người đặt niềm tin vào sự minh bạch của WMF cảm thấy bị phản bội, kéo theo nhiều sự ra đi khác. Số tiền này bị FDC (Ủy ban Phân bổ Nguồn quỹ) phản đối gay gắt và từng có giai đoạn các thành viên của ủy ban đề xuất tự giải tán.

Bên cạnh sự thiếu minh bạch và xem thường cộng đồng, WMF còn dính đến nhiều vụ bê bối nhân viên khác, từ quản trị nhân sự đến văn hóa công sở. Ngay từ đầu khi Lila Tretikov nhậm chức CEO, nhiều người đã tỏ ra hoài nghi vì cô là lãnh đạo cấp cao của một phong trào toàn cầu về tri thức mở, nhưng lại không hề quen thuộc với cách hoạt động và giá trị của Wikipedia cũng như cộng đồng (việc bổ nhiệm do BoT thực hiện). Về sau người ta nhìn thấy một số trường hợp nhân viên tỏ ra xa lạ với cộng đồng hay thậm chí không biết cách sửa đổi Wikipedia. Một cuộc khảo sát tín nhiệm của các nhân viên WMF về hàng ngũ lãnh đạo cấp cao của họ cho ra những kết quả không mấy vui vẻ, khi chỉ có duy nhất 1 nhân viên có niềm tin vào những vị trưởng phòng hay giám đốc của họ. Cuộc khảo sát này lại không được công khai (một sự thiếu minh bạch khác) và chỉ được tiết lộ mập mờ. Tệ quan liêu bắt đầu khi James Heilman, một thành viên do chính cộng đồng bầu vào ngồi trong BoT, bị đá khỏi ghế của mình sau một cuộc bỏ phiếu kín 8-2, mà lý do thực sự vẫn chưa rõ ràng. Nhưng rõ ràng quyết định này ít nhiều bị ảnh hưởng bởi việc James Heilman từng lên tiếng phản đối gay gắt Knowledge Engine và tiết lộ những bê bối và giả dối liên quan đến nó cho Signpost của Wikipedia tiếng Anh. James đã bỏ phiếu thông qua dự án Knowledge Engine, mà theo anh tuyên bố là bị buộc phải làm việc đó do có lời đe dọa rằng sẽ loại anh ta ra khỏi BoT, mà cuối cùng đã thực sự y như vậy, thông tin mà khiến cho rất nhiều thành viên cộng đồng bị sốc. Liền sau đó, để thay thế James, BoT tự mình bổ nhiệm Arnnon Geshuri mà không qua bầu bán. Arnnon Geshuri đáng tiếc thay lại dính vào một vụ bê bối với Apple từ trước liên quan đến nhân phẩm và đạo đức ([1]), và dẫn đến một cuộc khủng hoảng nội bộ mà đỉnh điểm là cuộc bỏ phiếu bất tín nhiệm từ chính cộng đồng Wikimedia (Requests for comment/Vote of no confidence on Arnnon Geshuri). Mặc dù theo lẽ thường các thành viên cộng đồng không có quyền loại một người ra khỏi BoT, Arnnon đã tự nguyện từ chức sau đó, nhưng vẫn không tránh khỏi những tổn thương nhất định trong tinh thần của phong trào Wikimedia. Cùng lúc này một số thành viên điều tra về sự "đe dọa nhân viên" ở WMF, mà sau đó chính một trong các nhân viên là Frances Hocutt đã thừa nhận rằng mình bị đe dọa và vẫn cảm thấy sợ hãi. Và cuối cùng là sự từ chức của Lila Tretikov như bạn đã dịch.

Dear Wikimedians/Wikipedians:

Today we are starting a broad discussion to define Wikimedia's future role in the world and develop a collaborative strategy to fulfill that role. You are warmly invited to join the conversation.

There are many ways to participate, by joining an existing conversation or starting your own:

Track A (organized groups): Discussions with your affiliate, committee or other organized group (these are groups that support the Wikimedia movement).

Track B (individual contributors): On Meta or your local language or project wiki.

This is the first of three conversations, and it will run between now and April 15. The purpose of cycle 1 is to discuss the future of the movement and generate major themes around potential directions. What do we want to build or achieve together over the next 15 years?

We welcome you, as we create this conversation together, and look forward to broad and diverse participation from all parts of our movement.

Join the next cycle of Wikimedia movement strategy discussions (underway until June 12)

The Wikimedia movement strategy core team and working groups have completed reviewing the more than 1800 thematic statements we received from the first discussion. They have identified 5 themes that were consistent across all the conversations - each with their own set of sub-themes. These are not the final themes, just an initial working draft of the core concepts.

You are invited to join the online and offline discussions taking place on these 5 themes. This round of discussions will take place between now and June 12th. You can discuss as many as you like; we ask you to participate in the ones that are most (or least) important to you.

Here are the five themes, each has a page on Meta-Wiki with more information about the theme and how to participate in that theme's discussion:

• Healthy, Inclusive Communities
• The Augmented Age
• A Truly Global Movement
• The Most Respected Source of Knowledge
• Engaging in the Knowledge Ecosystem

On the movement strategy portal on Meta-Wiki, you can find more information about each of these themes, their discussions, and how to participate.

Wikipedia Asian Month 2017 officially starts!

Dear WAM organizer,

I’m Erick Guan, the coordinator of WAM 2017. Welcome to Wikipedia Asian Month 2017. Here is some information about organizations of events at a national level.

Timeline

The event lasts a month for the participants. As of the beginning of the event, please:

• Invite previous participants to join. We have a template you may want to use.
• Setup your WAM page in your local wikiproject if you haven’t done that.
• Link your WAM page at Wikipedia Asian Month 2017. It’s important for others to understand and connect to your community! Remove the X when you done that. WAM is organized at national level. So I have to ask you to put your country in front of your name if you haven’t done that.
• Publish a notification about WAM in site notice as well as village pump. Go public!
• Connect with us. Generally send me an email so that we can reach you for future information!
• Become the jury member in a campaign on Fountain which is an amazing tool for you to supervise participants’ articles. If you don’t have the campaign set up, please contact us! And put a link to your community’s campaign page for participants’ navigation.
• Organize a off-site editathon event. A coffee bar, internet and laptops. Though it’s optional. If you want to do that, please contact me.

In the following days, you should answer the questions from your community and supervise the submissions. Hope you have fun!
