Enable again local upload of files on swwiki

I request to open again the possibility to upload media files on swwiki. I am one of the 5 steady contributors (plus admin, bureaucrat) on swwiki. Some years ago someone redid the surface of our wiki (guess it was a general action for many wikis) -without ever asking us- and our option to upload files to swwiki disappeared, leaving only the option to upload to commons. I ask to revise this for the following reasons

  • I often cannot access commons as commons is blocked in iran where I work mostly
  • as user:billinghurst was kind enough to change my settings I can upload sometimes when i enter by proxy circumventing the local blockade
  • but very often I cannot because the holy censor brigade here again and again manages to block the diverse proxies.
  • much of what i want to upload are maps and graphics where i change the descriptions in the map from some language to Swahili

I see that a number of large wikipedias still have the local upload (dewiki, enwiki) and so I kindly request that we have it, too, especially as we were never asked about taking it away. Kipala (talk) 08:47, 5 March 2016 (UTC)

Nobody at this page can make that configuration change, and in fact this page can only deal with metawiki issues. You should seek assistance of stewards at Steward requests/Miscellaneous and they will guide you through the process for seeking a local consensus, submitting a phabricator request, etc. The small wikis had their rights to upload due to copyright issues, and that they had the ability to upload to Commons, so you would do well to request links to that history when talking to stewards.  — billinghurst sDrewth 09:03, 5 March 2016 (UTC)
@Kipala: The option to upload files locally has never been removed. As sw:Special:UserGroupRights suggests, it is still possible for local swwiki administrators. Yet, I suppose uploading all kind of free content to commons instead is the way better option, though I can see censorship in Iran is making this more difficult. --Vogone (talk) 10:55, 5 March 2016 (UTC)

Renewed "Wikinger" disruption

For background, compare Global block of Orange ranges (2015). As far as I know, Wikinger actually lost his "Orange" ISP access shortly after that measure was taken, and he was relatively quiet for a few months. He's recently returned to heavy and frequent vandalism, this time using ranges from P4/Play Poland (31.174.0.0/16 and 31.175.0.0/16). Can we start considering a new round of global range blocks? Please note that Ukrainian community is currently discussing this issue at uk:Вікіпедія:Кнайпа (адміністрування)#Неактивні боти and there is no policy on removal of these rights within 7 days upon receiving the message. In addition, the list is messy and contains a lot of Ukrainian bot owners who are likely to be surprised to receive a message in English about their bot in Ukrainian Wikipedia — NickK (talk) 00:58, 27 March 2016 (UTC)

If this block from 2012 for surveys which were considered unapproved, until the approval process was found to have never been adopted, is still in effect, then I would like to appeal, or at least request permission to edit for the duration of the Google Summer of Code and 2016 IEG Round 1. Actually, this is a very straightforward case, as a quick look at User:James Salsman and w:en:User:James Salsman reveals. I am blocking this user. The history involves extensive use of sockpuppet accounts, on English Wikipedia (dating back at least 10 years) and here on Meta; the only contents of the user page is a cavalier comment about evading bans. Coming back by evading a ban, but leaving it to an anonymous IP to point that out (rather than mentioning it in a grant request) is not a good approach. I don't see much likelihood of this going well, but to be on the safe side, for the moment I will permit user talk page comments at User talk:Jsalsman, and I'll keep an eye on that for the next few days. -Pete F (talk) 18:58, 6 April 2016 (UTC)   Done
