10 Recommendations
In 2017, a strategic direction to guide our Movement into the future was created: By 2030, Wikimedia will become the essential infrastructure of the ecosystem of free knowledge, and anyone who shares our vision will be able to join us.
Over a two-year period, people from across our Movement have come together in an open and participatory process to discuss how we can work toward this. The result is a set of recommendations and underlying principles that propose structural and systemic changes that will enable us to create the future of our Movement together. They outline how we can grow sustainably and inclusively. They introduce ways we can make the most of new opportunities and meet the challenges of today and tomorrow. They suggest how we can strive for knowledge equity and knowledge as a service. So that everyone – those already within our Movement and anyone who wishes to join – can play a role in capturing, sharing, and enabling access to free knowledge.

More than 40 Initiatives
Each Recommendation is further broken down into what we call “Initiatives”. These are more detailed areas of work we need to engage in together across the Movement. Some of this work needs to be coordinated. Some of it needs to happen in localized contexts. All of it requires people working together. So, join us! On the following pages, you will find the final version of the movement strategy document, comprising 10 recommendations for change, 10 guiding principles, and a narrative of change that outlines how these recommendations connect and are designed, as a whole, to help us align with our strategic direction. There is also a glossary of key terms and a summary of the document. Take a look at the change log to see what has changed between the previous version of the recommendations and this final version.
The Recommendations that follow are structured in a What, Changes and Actions, and Rationale format. The What is the identified need or aspirational strategic focus. Changes and Actions presents outputs and outcomes to be developed to accomplish the What. And Rationale includes background and some of the reasoning why the changes and actions are required to help us move toward the 2030 Strategic Direction. These recommendations are interconnected and mutually supportive. They are not presented in any implied order of importance or priority.

This content has been developed over an almost two-year process by close to 100 Wikimedians from all around the world, including volunteers, staff and board members of affiliates and the Wikimedia Foundation, and representatives from allied organizations. It has been shaped by discussions online and in person with Wikimedians, who shared their thoughts on each draft iteration. It has been a truly Movement-wide, participatory effort.
