আন্দোলন সনদের ভূমিকা ও দায়িত্ব অধ্যায়টি উইকিমিডিয়া আন্দোলনকে উন্নত করতে পরিবর্তনের প্রস্তাব দেয়। এটি এও স্বীকার করে যে, কিছু নির্দিষ্ট কর্মপ্রবাহ বড় ধরনের পরিবর্তন ছাড়াই অব্যাহত থাকবে। এই সিদ্ধান্তটি বিদ্যমান কর্মপ্রবাহের দক্ষতা এবং কার্যকারিতার স্বীকৃতি দ্বারা চালিত হয়। এই সফল অনুশীলনগুলো বজায় রাখার মাধ্যমে, আন্দোলন নিশ্চিত করে যে প্রয়োজনীয় ক্রিয়াকলাপগুলো সুবিন্যস্ত এবং উৎপাদনশীল থাকবে। ফলস্বরূপ সদস্যরা ইতিবাচক পরিবর্তন আনতে এবং তাদের প্রভাব সর্বাধিক করার দিকে মনোনিবেশ করেন। অধ্যায়ের লক্ষ্য হল উদ্ভাবনকে গ্রহণ করা এবং ইতোমধ্যে যেগুলো ভাল কাজ করছে তা সংরক্ষণ করার মধ্যে একটি ভারসাম্য বজায় রাখা, একটি সুসংহত এবং উচ্চ-কার্যকরি আন্দোলন তৈরি করা।

ভূমিকা

উইকিমিডিয়া আন্দোলনের মধ্যে থাকা সংস্থা এবং অংশীদাররা যতটা সম্ভব আন্দোলন জুড়ে সমানভাবে ভূমিকা ও দায়িত্ব ভাগাভাগি ও বিকেন্দ্রীকরণ করে।

ভর্তুকি নীতি অনুসারে দায়িত্বগুলো সর্বনিম্ন সম্ভাব্য স্তরে অর্পণ করা হয়। এটি প্রযোজ্য যদি না প্রস্তাবিত পদক্ষেপের উদ্দেশ্যগুলো সেই স্তরে পর্যাপ্তভাবে অর্জন করা না যায় তবে প্রস্তাবিত ক্রিয়াকলাপের প্রভাবের কারণে উচ্চতর স্তরে আরও ভালভাবে অর্জন করা যেতে পারে। উচ্চ - স্তরের দায়িত্বের জন্য, সমগ্র আন্দোলনের প্রতিনিধিত্বকারী সংস্থাগুলো বিদ্যমান। এগুলো সিদ্ধান্ত গ্রহণের ক্ষেত্রে ঐকমত্য গড়ে তোলার জন্য এবং ফলাফলের জন্য জবাবদিহিতা গড়ে তোলার জন্য তৈরি করা হয়েছে।

স্বেচ্ছাসেবক

স্বেচ্ছাসেবকরা আন্দোলনের মানবিক মূল। ব্যক্তি হিসেবে, উইকিমিডিয়া আন্দোলনের মিশনে অবদান রাখার জন্য তাদের স্বায়ত্তশাসন রয়েছে। উইকিমিডিয়া প্রেক্ষাপটে, একজন স্বেচ্ছাসেবক হলেন একজন ব্যক্তি যিনি তার প্রচেষ্টার জন্য কোনো নিয়মিত বেতন না পেয়েই উইকিমিডিয়া কার্যক্রমে তাদের নিজস্ব সময় এবং শক্তি দান করেন। তারা তা করেন অনলাইন বা অফলাইনে, উদাহরণস্বরূপ প্রকল্প সম্পাদনা, প্রশাসনিক দায়িত্ব, কমিটিতে অংশগ্রহণ এবং অনুষ্ঠান আয়োজনের মাধ্যমে। কিছু পরিস্থিতিতে, স্বেচ্ছাসেবকরা তাদের প্রচেষ্টার জন্য ক্ষতিপূরণ পাওয়ার যোগ্য যেমন খরচের ক্ষতিপূরণ, পুরস্কার, গ্যাজেট, সহায়তা প্যাকেজ বা উপবৃত্তি।

শাসন কাঠামো

স্বেচ্ছাসেবকরা আন্দোলনে ব্যক্তিগত বা সমষ্টিগত কার্যক্রমে প্রতিশ্রুতিবদ্ধ হতে পারেন এবং যে কোনও উন্মুক্ত দল, সম্প্রদায়, প্রকল্প, অ্যাফিলিয়েট বা হাবের সাথে যুক্ত হতে পারেন। উইকিমিডিয়া আন্দোলন স্বেচ্ছাসেবায় অবদান রাখা ব্যক্তিদের সম্পৃক্ততার মাধ্যমে বিকশিত হয়।

দায়িত্ব

স্বেচ্ছাসেবকরা হল এমন ভিত্তি যার উপর আন্দোলন গড়ে উঠেছে। বাকি সবকিছুর অস্তিত্ব তাদের ছাড়া সম্ভব নয়। তাঁদের অবদানের মধ্যে রয়েছে, ব্যক্তি হিসেবে প্রকল্প সম্পাদনা থেকে শুরু করে আন্দোলনের বিকাশের জন্য সম্প্রদায় গঠন করা।

সকল স্বেচ্ছাসেবকদের অবদান রাখার সময় আন্দোলনের নীতি ও নির্দেশিকা মেনে চলতে হবে। আচরণবিধিতে নির্দিষ্ট করা উইকিমিডিয়া আন্দোলনের কার্যক্রমে জড়িত থাকার সময় তারা তাদের ব্যক্তিগত কর্মের জন্য দায়বদ্ধ।

অধিকার

• উইকিমিডিয়া আন্দোলনের সঙ্গে স্বেচ্ছাসেবকদের সম্পর্ক হল স্বেচ্ছাসেবা, একজন স্বেচ্ছাসেবক অবদান রাখার কোন সীমাবদ্ধ ক্ষেত্র নেই। স্বেচ্ছাসেবকদের তাদের অবদানের প্রকৃতি ও ব্যাপ্তি নির্ধারণ করার স্বাধীনতা রয়েছে।
• প্রত্যেক স্বেচ্ছাসেবীর যে কোনো মুহূর্তে আন্দোলন ছেড়ে যাওয়ার অধিকার রয়েছে। তারা যে কোনও মেয়াদের জন্য বিরতি নিতে পারে বা যদি তারা সিদ্ধান্ত নেয় যে এগিয়ে যাওয়ার সময় হয়েছে তবে তারা ছেড়ে দিতে পারে।
• কোন একক স্বেচ্ছাসেবকের উপর অতিরিক্ত দাবি না করার ব্যাপারে যত্নবান হওয়া উচিত। স্বেচ্ছাসেবকদের সবসময় অতিরিক্ত অবদান বা প্রতিক্রিয়ার জন্য অনুরোধ প্রত্যাখ্যান করার অধিকার রয়েছে।
• আন্দোলনের সকল স্বেচ্ছাসেবকদের প্রতি সম্মানের সাথে আচরণ করা উচিত এবং ন্যায়সঙ্গত উপায়ে অংশগ্রহণের সুযোগ থাকা উচিত।
• আমাদের স্বেচ্ছাসেবকদের জন্য একটি সহায়ক এবং পুরস্কৃত পরিবেশ বজায় রাখতে, ক্ষতিপূরণের জন্য একটি পর্যবেক্ষণমূলক বিধান থাকতে পারে, যেমন- ব্যয়ের ক্ষতিপূরণ, ইভেন্ট প্রাইজ, গ্যাজেট, সহায়তা প্যাকেজ, ভাতা ইত্যাদি।

সম্প্রদায়সমূহ

উইকিমিডিয়া স্বেচ্ছাসেবক সম্প্রদায়গুলো হলো স্বেচ্ছাসেবকদের একটি দল যারা উইকিমিডিয়ার সমৃদ্ধকরণ এবং উন্নয়নমূলক প্রকল্প এবং কার্যক্রমের জন্য অনলাইন ও অফলাইনে অবদান রাখে।

উইকিমিডিয়া সম্প্রদায়গুলো বিভিন্ন আকারে বিদ্যমান, উদাহরণস্বরূপ বিষয়ভিত্তিক, ভৌগোলিক, ভাষাগত বা প্রকল্প-ভিত্তিক হতে পারে।

শাসন

প্রকল্প সম্প্রদায় হলো উইকিমিডিয়া অনলাইন প্রকল্পে অবদানকারী ব্যক্তিদের একটি দল। সার্বজনীন আচরণবিধি মেনে চলার পাশাপাশি তাদের নীতিমালাগুলোর উপর তাদের একটি বড় স্বায়ত্তশাসন রয়েছে। এই স্বায়ত্তশাসন পরীক্ষামূলক মনোভাবকে উৎসাহিত করে যা নতুন সামাজিক ও প্রযুক্তিগত পদ্ধতিকে সহজতর করে।

সম্প্রদায়গুলো তাদের নিজস্ব অংশগ্রহণমূলক শাসন প্রক্রিয়া নির্ধারণ করে এবং অনুসরণ করে যা এক সম্প্রদায় থেকে অন্য সম্প্রদায়ে ভিন্ন হতে পারে। কিছু সম্প্রদায়ের মধ্যে এই প্রক্রিয়াগুলো সমর্থন ও তদারকির জন্য বেশ কয়েকটি কমিটি এবং পদ রয়েছে, যার মধ্যে রয়েছে: ব্যুরোক্র্যাট, স্টুয়ার্ড, প্রশাসক সালিসি কমিটির সদস্যপদ ইত্যাদি। সম্প্রদায়ের সাথে তারা বিষয়বস্তু নীতি, রক্ষণাবেক্ষণ এবং প্রকল্পগুলোর বিকাশ এবং কর্মপ্রবাহ এবং সহযোগিতার জন্য দায়বদ্ধ।

যেহেতু প্রতিটি সম্প্রদায়ের শাসন কাঠামো সম্প্রদায় দ্বারাই নির্ধারিত হয়, তাই একটি সংগঠিত সম্প্রদায়কে খুব একটা তত্ত্বাবধান করা হয়না। তবে প্রতিটি সম্প্রদায়কে অনুসরণ করতে হবে এমন কিছু নির্দেশনামূলক নীতি রয়েছে।

দায়িত্ব

আন্দোলনের স্থায়িত্ব এবং বৃদ্ধি নিশ্চিত করতে বিদ্যমান এবং ভবিষ্যতের প্রকল্পগুলোর সামগ্রিক সম্পাদনা, তত্ত্বাবধান, পরিচালনা এবং সম্প্রসারণের দায়িত্ব সম্প্রদায়ের। তারা তাদের নিজস্ব প্রকল্পে কাজ করার উপায়, নিয়ম-নীতি গঠন, বাস্তবায়ন এবং তাদের নিজস্ব প্রেক্ষাপটে কার্যক্রম সংগঠন এবং পরিচালনা করার জন্যও দায়িত্বপ্রাপ্ত।

প্রকল্প সম্প্রদায়গুলো সাধারণভাবে প্রশাসনের বিষয়ে একই সম্প্রদায়ের ব্যবহারকারীদের নিকট দায়বদ্ধ।

অধিকার

প্রকল্পের বিষয়বস্তুগুলো সম্পূর্ণ সম্পাদকীয় নিয়ন্ত্রণ করে থাকে প্রকল্প সম্প্রদায়গুলো।

আন্দোলনের দীর্ঘমেয়াদী স্থায়িত্বের জন্য সম্প্রদায়ের সম্পৃক্ততাই মূল বিষয়। উইকিমিডিয়া ফাউন্ডেশন বা বৈশ্বিক পরিষদ কর্তৃক প্রবর্তিত এমন যে কোনও পরিবর্তন যা সম্প্রদায়ের কর্মপ্রবাহকে প্রভাবিত করে, সে বিষয়ে প্রাসঙ্গিক সম্প্রদায়গুলোকে সারগর্ভ এবং অর্থপূর্ণ পরামর্শ দেওয়া উচিত। কর্মপ্রবাহ-প্রভাবিত পরিবর্তনগুলোর মধ্যে ইন্টারফেস বা সফ্টওয়্যার বা বিশ্বব্যাপী প্রকল্পগুলোর পরিবর্তন অন্তর্ভুক্ত থাকতে পারে যা সম্প্রদায়গুলোকে প্রভাবিত করে (যেমন আন্দোলনের কৌশল বা আচরণবিধি)৷ আন্দোলন সনদ সংশোধনের মতো কিছু ব্যাপার বাধ্যতামূলক অনুমোদনের বিষয়।

যেসব ক্ষেত্রে সমালোচনামূলক প্রতিযোগিতামূলক স্বার্থ এই ধরনের পরামর্শকে বাধা দেয়, সেসব ক্ষেত্রে বৈশ্বিক পরিষদ বা উইকিমিডিয়া ফাউন্ডেশনকে অবশ্যই ব্যাখ্যা করতে হবে কেন পরামর্শটি গ্রহণ করা যেতে পারে না। সত্যিকারের জরুরী পরিস্থিতিতে, বৈশ্বিক পরিষদ বা উইকিমিডিয়া ফাউন্ডেশন তাদের কর্তৃত্বের মধ্যে কাজ করতে পারে, কিন্তু পরবর্তীতে অনুরূপ ব্যাখ্যা প্রদান করতে হবে। পরে পরামর্শ এবং সম্ভাব্য পর্যালোচনার জন্য একটি সুযোগ দেওয়া হবে (অ্যাকশনের সম্ভাব্য পুনর্বহাল সহ)। বৈশ্বিক পরিষদ ও উইকিমিডিয়া ফাউন্ডেশনকে অবশ্যই সিদ্ধান্ত বা কার্যক্রমের বিষয়ে আলোচনা চালানোর আগে ডি-ফ্যাক্টো ফলাফলে পৌঁছানো এড়াতে হবে।

পরিবর্তনগুলি সম্পর্কে তথ্য এবং হালনাগাদ যা সম্প্রদায়ের কর্মপ্রবাহকে প্রভাবিত করে বলে অনুমান করা হয় সেগুলো সম্প্রদায়ের সদস্যদের জন্য উপলব্ধ এবং আবিষ্কারযোগ্য হওয়া উচিত। হালনাগাদগুলো মাঝে সীমাবদ্ধতাহীনভাবে চলমান প্রকল্প ও সুযোগ - উইকিমিডিয়া ফাউন্ডেশন এবং বৈশ্বিক পরিষদ (এর উপ-কমিটি সহ) সম্পর্কিত তথ্য। সম্প্রদায়ের আমাদের আন্দোলনের মূল্যবোধের সাথে সামঞ্জস্যপূর্ণ পর্যাপ্ত নথিপত্রের অধিকার রয়েছে। যে তথ্য প্রকাশ করা যাবে না কারণ এটি গোপনীয়, ব্যক্তিগত, মালিকানাধীন, বা আইনের অধীনে শেয়ার করা অননুমোদিত তা এই গণ-প্রকাশনা থেকে অব্যাহতিপ্রাপ্ত।

আন্দোলনের সংস্থা

আন্দোলন সংস্থাগুলো উইকিমিডিয়া আন্দোলনের স্বাধীন সংগঠন যা স্বীকৃতির জন্য আনুষ্ঠানিক প্রক্রিয়ার মধ্য দিয়ে গেছে। তারা মুক্ত জ্ঞানের উইকিমিডিয়া মিশন অনুসরণ করে, আন্দোলনের মূল্যবোধ মেনে চলে, তাদের স্বীকৃত ক্ষেত্রের মধ্যে সিদ্ধান্ত গ্রহণ এবং আন্দোলনের কৌশলে সক্রিয় থাকে।

Movement bodies gather interested members and volunteers, and provide their services in specific areas of expertise. The bodies offer institutional support, delegate tasks, and assist volunteers and other bodies in developing, operating and coordinating activities.

Movement bodies facilitate the growth and expansion of Wikimedia communities by expanding membership, building collaborations, fostering cooperation, enhancing their skills, and improving their community awareness. They open channels for communication with respective communities and act as their representatives. Given their nature and scope of work, they support extending required resources and support to the communities.

The long term goal is for the resources of the movement to be spread across the spectrum of movement bodies and not dominated by any single body, but overseen by both the Global Council and Wikimedia Foundation. To achieve this, growth will be prioritized in strategic areas to develop a pragmatic decentralization.

Wikimedia Affiliates

Wikimedia Movement Affiliates are bodies in the Wikimedia Movement that have been formally recognized by the Global Council and its appointed committee, or prior to the start of and transition period of the Global Council, recognized by the Wikimedia Foundation.

A Movement affiliate can be a Wikimedia Chapter with a specified geographical coverage, a Thematic Organization which has a global or cross-regional coverage but a distinct theme, and a User Groups that can be regional as well as topical. Affiliates are a keyway in which groups can organize within the movement for delivery of activities and partnerships.

Governance

Composition and governance of an affiliate is open for the affiliate to decide depending on the context and needs within which it operates. The decision maker is an affiliate board or similar, and the affiliate is accountable to the group that they represent – for example their membership body. The affiliate must also abide by the movement mission and values and comply with the standards of recognition.

দায়িত্ব

Affiliates are each responsible for the sustainability of communities being supported by the affiliate, and ultimately they must directly or indirectly aid one or more online projects: facilitating inclusion, equity, and diversity within their community; upholding the Universal Code of Conduct; and developing partnerships and collaborations in their region or theme of work. Affiliates are expected to coordinate with other fundraising bodies, if they choose to fundraise. Affiliates are responsible for making their work visible by providing publicly accessible reporting.

An affiliate needs to be consulted on any Hub being proposed in its area of operation (being it the theme or region), and on any proposed changes to structure and governance of the Movement if they impact an Affiliate’s operations.

উইকিমিডিয়া ফাউন্ডেশন

The Wikimedia Foundation is the non-governmental organization (NGO) that is legally responsible for the Wikimedia Movement’s free knowledge platforms and technology, and also responsible for the hosting thereof. It implements a strategic direction driven by ongoing participation and representation from across the Wikimedia Movement.

The Wikimedia Foundation's work is complemented by specialized bodies such as the Wikimedia Endowment and Wikimedia Enterprise that are separate legal entities and have their own bylaws.

Governance structure

The Wikimedia Foundation (WMF) has its governance structure in their bylaws, which are complemented by resolutions from the Board of Trustees and WMF policies that apply both to the Board of Trustees and the WMF staff members. The Board of Trustees, with at least half of its membership drawn from the communities, is the main decision maker, with delegated tasks for the WMF Chief Executive Officer (CEO). The WMF is accountable to its free knowledge mission and to the Wikimedia communities. The WMF informs the wider Wikimedia Movement about the Board of Trustee and CEO general decisions. The WMF makes sure this information is open and easy to access.

The WMF is advised and supported by committees who are composed primarily of volunteers with knowledge of and interest in the specific topic, and are supported by WMF staff in carrying out their roles.

দায়িত্ব

The WMF is responsible for the long term sustainability of the Wikimedia projects and its movement. WMF maintains the servers where the Wikimedia projects are hosted, and is in charge of the core software development. The WMF is responsible for the global banner fundraising campaigns. The WMF is also responsible for the Wikimedia Enterprise project.

The WMF is responsible for handling the legal aspects of the Foundation and overseeing its overall governance, such as the processes around the Board of Trustees, the development of annual and multi-year plans, and the protection of the Wikimedia trademarks.

The WMF consults relevant stakeholders that will be impacted by policy and bylaw changes. Where applicable, it seeks external legal advice.

The WMF will create processes, together with the Global Council, to ensure coordination in fundraising in an transparent, inclusive and accountable way. The process will especially clarify different movement bodies’ efforts to avoid overlaps or duplication of efforts.

The WMF tracks developments from outside the movement that impact the movement’s work, e.g. legislative matters and communities under threat.
