Requests for new languages/Wikipedia East Frisian 3

Hello? It looks like that langcom is currently considering its eligibility, but the proposal texts and following discussions are confusing due to the requesting language, see [1], maybe can you please ask for an expert linguist to help explaining details on its matters mentioned? Hello, I don't know who made this confusing request, but the language is East Frisian Low Saxon (frs). Even if it is classified as Low German, the language differs greatly from Low German (nds) due to the Frisian substrate and the Dutch influence, which is also noticeable in grammar, pronunciation and vocabulary. Hi! A Language committee member here :)
It looks like you are the main contributor to the wp/frs Incubator.
The "Proposal" section on Requests for new languages/Wikipedia East Frisian Low Saxon 2 confuses a lot of people, including myself. The subsequent discussion makes the page even more confusing.
Since the original proposal was written long ago by an unknown and anonymous user whose involvement in the wp/frs Incubator is unclear, it's probably OK to just start from scratch.
I suggest the following process:
  1. The Language committee marks the current proposal as "rejected", based on the fact that it was filed by an anonymous user.
  2. You create a new proposal with a clear explanation of what is this language, how is it different from the other Germanic varieties, and why it should have a separate wiki project. Its title should probably be Requests for new languages/Wikipedia East Frisian Low Saxon 3. (For instructions on creating a new proposal, see Language committee/Handbook (requesters) and Language proposal policy.)
  3. The Language committee and other interested people have a fresh discussion and decide whether it's eligible.
To alleviate any doubt, what I suggest in #1 is rejecting the proposal and not the whole language. A properly filed proposal for a language that conforms to the policy and has a clear explanation will likely be marked as eligible.
