I noticed vandalism from this IP first in de.Wikipedia, where the IP has been blocked 3 times in the last 48 hours. I think we will have to wait with this one for now, users are still actively editing multiple wikis (including their home wiki) with no local block. I will suggest waiting for SPI results at enwiki - I think we could potentially lock in case they are blocked at enwiki and the socking is indeed confirmed. EPIC (talk) 13:55, 26 July 2024 (UTC)

I see quite some cross-wiki spam here but also some constructive contributions, since it seems to be a human behind the account I see a potential lock appeal as more likely here, therefore globally blocking instead since local wikis can also exempt them if they wish.
