Banner locked, unable to edit
I left a question to @Seddon (WMF): here informing him that MediaWiki:Centralnotice-template-Strategy2030 Phase1Prop banner is locked and impossible for anyone to translate. 24 hours has past and the banner is still untranslated, in English only on a Welsh language Wiki. Hallo. There are 3 mis-located translation pages. Please move (without leaving a redirect):
- Translations:Wikimedia Resource Center/16/en-ca -> Translations:Wikimedia Resource Center/16/fr
- Translations:Wikimedia Resource Center/18/en-ca -> Translations:Wikimedia Resource Center/18/fr
- Translations:Wikimedia Resource Center/20/en-ca -> Translations:Wikimedia Resource Center/20/fr
- and possibly need to delete Wikimedia Resource Center/en-ca itself (to make it stop appearing in the
<languages/>
bar).

This page is full of bad requests. I propose that this page should be inddefinitely semi-protected. In addition, I propose to create an abuse filter to disallow requests from users with zero local edits or with no specified e-mail address or reason.--GZWDer (talk) 03:06, 29 August 2017 (UTC)

- Thanks for the ping, AntonierCH! @GZWDer: Honestly, I'm not really that bothered by them, they don't take long to answer and as such aren't a huge time-sink. I think it is not impossible for someone with zero local edits to get an account on the Foundation wiki (e.g. a new head of communications for a chapter). - @AntonierCH: No problem! @Billinghurst: This is a good point, and would probably filter strongly enough for those who are brand new accounts but whose role qualifies them. However, I think ultimately I'd like this page to remain pretty open – I could start reverting blank additions, though I think that's a little hard on those who file requests here without realising what an "account on the Foundation wiki" actually means. :) I don't think the volume of invalid requests is high enough to start enacting things like this.
