There is no community to decide. There are four users who you might consider active-ish, including me. My request in that page was posted in English just today, but it was discussed in that page for four days in Hebrew - notice how one of the English recommendation is dated before my request (also note that it is one of the sysops' user talk page, rather than an established request page). I don't mind to wait, but I'm doubtful that you'll see any change there (since we're all there) and on the other hand anxious to get started with this project, to revive it (might want to check out my post on en wikinews' village pump). Tamil wikisource (ta.wikisource.org)

There isn't a single comment on the request, either to support or oppose it. The page, however, has been edited by 3 registered users, who have not manifested support, but rather only amended the page and reverted anonymous vandalism. I appreciate that this project only has 48 registered users, but there doesn't seem to be any pre-established rule that the mere lack of opposition (in case there is no support either, obviously) would be enough for anyone to gain adminship. Given the size of the local community, as well as the fact that most of it may not be active regularly also, I would be satisfied if 2 or 3 users currently registered were to manifest support for there to be a local, permanent sysop. As it stands, however, we cannot grant permanent adminship on this project — there must be a local community that consents to someone gaining this status; if there is no community, and no support for this, then permanent adminship cannot be granted. It would be possible to request temporary adminship, if there is indication of an emergency need for it. Redux 20:19, 25 May 2007 (UTC)

Right now we have nobody on the Novial Wikipedia with bureaucrat privileges; we have two admins, one of whom has been inactive for a few months. (I myself have been less active than I should be, because I have responsibility for two Wikia Wikis and I've been doing a lot of work on the English Wikipedia lately.) Reg: Malayalam Wikipedia

We dont have any active beaurocrats in Malayalam wikipedia now. Manjith Kaini [[4]] was the only active beaurocrat. Is it possible to reinstate manjith's beaurocratship till someone else gets elected as beaurocrat. A gradual transition is needed for the regular functioning of malayalam wiki. I wholeheartedly second this request! Please re-instate Manjith as the beaurocrat until he really make sure that it was not a flick-of-the moment decision. It is just possible that he may have been reacting to excessive vandelism and personal attacks from undesirably creeping elements within the wiki. He has been solely and phenomenally responsible in upbringing the Malayalam Wikipedia portal to a commendable class of it's own in less than 20 months.
In case he really wish to relinquish his Beaurocrat status, please let him assign one or two new eligible active co-wikipedians so that the wiki will be devoid of uncontrollable vandelism and chaos.

We don't desysop X becuase Y thinks he should be desysopped, specially since being inactive is of no harm to the project. Rename Cool Cat on multiple

I'd like my username Cool Cat to be changed to "White Cat". I feel "Cool" doesnt suit me well and lead to confusion among some people. -- Cat chi? 00:47, 23 May 2007 (UTC)
