The Japanese project has an LTA that uses the global user page to bypass local blocking and deletion of user pages. User page abuse may include suppressable content. As a Japanese speaker, I would like to deal with them.
Also, I am removing vandalism/spam in cross-wiki as SWMT, I need this permission to handle those vandal/spam that come to Meta.
