We (Wikimedia Norge, WMNO) have an ongoing campaign to train newcomers (see CN request). In order to be less of a burden to current CN administrators when requesting changes to this campaign, and to be able to test out some different banners for it, I would like to request CentralNotice admin rights to be able to do this myself.
