Fix unified login to Wikidata and Commons

Problem: I often find I can switch to other Wikipedias and be logged in already, but when I switch to Commons or Wikidata, unified login is not working and my first edit is saved as an IP edit.
Proposed solution: Make unified login work consistently across Wikimedia projects.
Who would benefit: (i) Wikipedia editors who also make edits at Commons or Wikidata. (ii) Other editors who might want to trace edits by the first group.
More comments: I looked on Phabricator but could not see any existing ticket about this issue.

Yes this is because the problem has slowly grown over the last couple of years from applying to just safari, then firefox and eventually all browsers as they one after another have increased their privacy settings. I have worked on this a bit recently (in a staff capacity). T326281, which is a limited improvement, will be hopefully deployed soon. Beyond that, I think a large-scale refactoring of Wikimedia authentication would be needed.
