Hello. This range (5.164.0.0/16) was blocked because more than half the new accounts created in the last couple of months were spambots. I have changed the block so it does not affect logged in users. Please confirm that you can edit. --Green Giant (talk) 08:31, 11 April 2020 (UTC)

@Green Giant:, hi. I still can't understand why I'm blocked again... Are you kidding? I'm sorry if it's not, but I entered Russian Wikipedia a few minutes ago just to edit my Sandbox and I see:

  I'm not an administrator, but you normally should be able to edit. Both the blocks (the local block here, and the global block) are only for anonymous users. On which project(s) do you have problems editing? Ahmad^talk 07:27, 7 May 2020 (UTC)

According to the error message, the problem is with the global block of Special:Contribs/5.3.192.0/18 (another range). I think you should ask stewards to double check the block and see if registered users can be excluded. Alternatively, you can request for a global IPBE right at SRIPBE, if this is likely to happen again. Ahmad^talk 07:37, 7 May 2020 (UTC)

I guess I'm a complicator :) Basically, you don't need to be concerned about 5.164.221.127, because your problem isn't related to it. You are currently experiencing problems with your new IP address, 5.3.218.172. To solve the problem, you should either ask stewards to do what Green Giant did above, or to grant you the global IPBE right.

Use Special:Contact/Stewards instead. I can make that request for you if you want (please tell me if that's okay with you), but I think making it private is a better idea (privacy issues). Ahmad^talk 07:58, 7 May 2020 (UTC)

Apologies @Reylanno: I have been offline dealing with work. I have added the global IP block exemption flag to your account. You should not be affected by this block.
