Dear Domitori. It appears a human to me, not a automated script.
Anyway, it's a dynamic IP address and it is not editing anymore.
It seems that some deletion requests are correctly processed, like this one. Otherwise, it haven't paid proper attention to the existing permission field in most of them.

The ability of a bot to delete files greatly exceed by ability to rocover them.
You may look also to the example in the Russian version of wikisource, but this time the bot is handled by the registered user Lozman, who removes the text of the following authors:

An important part of that transition is helping volunteers like you sign the required confidentiality agreement. All Wikimedia volunteers with access to nonpublic information are required to sign this new agreement, and we have prepared some documentation to help you do so.
