Questions from I JethroBT (WMF)
editHi Slowking4, thanks for your submission. I think it's a great idea to get images of authors and other individuals involved in publishing by placing individuals at the book festivals you've listed here. I wanted to get a sense of what the stipends would be going toward-- accommodations, travel, cost of registration, etc. If some of the stipend is paying photographers for their time in this short-term project, that is fine, and we would just need a description of what specific work is being funded that couldn't be done by volunteers. - i'm looking at the stipends as expense reimbursement. we have a handful of photographers of living people, who have been doin' it for free. i imagine they have spent more than the stipend on car mileage, bus fare, camera cost, over and above time. i am inclined to issue a blanket stipend since this is a lot of sundries, that are hard to track. i see the European chapters have been doing this for a while, so this is just a demonstration of wikilove, more than a stringer contract. if you had thoughts or conditions, i would be happy to discuss. - @Slowking4: Many of the grant requests we receive do in fact have estimates of travel and camera equipment costs-- see this proposal from Peru or this proposal requesting specific photo equipment. I understand some expenses might be difficult to specify ahead of time, but we do need to see documentation of expenses when reporting on grants, so having an initial breakdown is important. The total amount you're requesting seems reasonable on the face of it, but I would like to see a little more breakdown, even if it's something as simple as an estimate of average cost across the photographers for bus/car-related travel, equipment, and what they are getting paid for their time. - i would note that Nv8200pa is using a Canon EOS Rebel T2i - list price $449, and Nightscream is using an Olympus E-500 - list price $279 and iPhone 7 Plus - list price $669. public transportation is going to be about $10 or auto about $20 per event. i would be happy to document costs incurred but would prefer not to guess. - @Slowking4: Unfortunately, we can't issue stipends to cover general expenses, and we will need some kind of budget to fund this request. We have approved some requests with a budget for incidentals, but this should be a fairly minimal amount relative to the rest of the budget that is more specified. As for equipment, we can fund cases where the equipment is being rented or that there is a system in place to share that equipment with other community members. But we can't fund personal equipment. It sounds like these cameras have already been purchased, so is there some plan to share this equipment with community members generally, say, through WMDC or otherwise? - we have a difference on what is minimal. i think 500 is petty cash, and incidental expense already paid by the volunteer to get the results they have demonstrated. given that the cameras and photographers have produced thousands of images in use, you are in effect renting their cameras for free at present. - @Slowking4: I've moved the proposal back to a draft state for the time being. While some aspects of the activities you've proposed are eligible for funding, a more specific budget is needed in order for this project to be approved. If possible, the photographers involved can individually estimate expenses related to travel and other eligible expenses, which can be provided here. Also, for car travel, we do provide some guidance about reimbursing mileage. The current US$00.565 per mile figure can be used once you have estimates for distance.
