Finish deployment of videojs (and remove kultura)

Problem: For most of our users (specially logged out ones), the video and audio player is a really old software called kultura, not that it's old and looks ugly but it's also causes slow down of page load due to introduction of a lot of ResourceLoader modules to everyone visiting every page. It is also a lot of code that needs maintenance.
Proposed solution: There is a replacement called videojs which is even deployed but it's just not enabled for everyone due to some really small bugs here and there. So it's a low hanging fruit.
Who would benefit: All readers (loading faster), people who load a video or audio (having a better UI), developers (having less code to maintain)
