Enable redirects for Lua modules

• Problem: Moving a Lua module currently never creates a redirect at the old title, thus breaking links to the old title.
• Proposed solution: Enable redirects for Lua modules, with return require('Module:Target') making a Lua module redirect to "Module:Target".
• Who would benefit: Users moving Lua modules
