CEE/Newsletter/April-June 2023
For the renewed edition of the CEE Newsletter, which covered first three months of the year, we received eight different article proposals, which we categorised into three different topics: campaigns, updates from communities and opinions. Additionally, we included more sections, such as CEE Hub updates, regional reports, international updates, CEE in the News and open calls and consultations.
- Editorial
This first renewed edition received more than 500 views from the publishing day on 4th of May to this day. If we compare this number with the first edition of the CEE Newsletter back in October 2017, views are much higher. First edition of the CEE Newsletter received 127 views in the first month after publishing, and this renewed edition of the CEE Newsletter received 398 views in the first month after publishing.
Therefore, we can conclude that renewal of the CEE Newsletter proved to be a good experiment done by CEE Hub.
The CEE Newsletter is open for new members in the editorial team, so please show your interest by writing an email to Barbara Klen or Toni Ristovski where you will express your interest and you will share with us if you are good in programming templates, in proofreading, translations, or in writing or finding interesting articles from CEE. Remark: This issue will have automatically translated articles into Russian, so if you are a native speaker of Russian, feel free to correct them. |

From 2015 to 2017 there was a joint CEE Calendar thanks to the efforts of volunteers from the CEE region. This initiative started in 2015 but it almost completely ended in 2017.
Idea of having a CEE Calendar is based on the wish to have a better overview and more information about ongoing activities and events organised by the CEE communities, user groups and chapters. Calendar should serve to both raise awareness about events in the region, and to enable learning about particular events that are being organized,
As CEE Hub wants to revive the CEE Calendar, same as we did with the CEE Newsletter, we invited all community members from the CEE Region to fill out the survey asking them questions about their usage of the calendars in their work.
The results of the survey show the following:
- Overwhelming majority of the respondents (81%) use some kind of calendar in their work:
- More than three quarters (76,2%) of the respondents use Google Calendar in their work;
- Surprisingly overwhelming majority of the respondents 81% did not know about the existence of the CEE Calendar in the past;
- Interestingly almost half of the respondents (52,4%) did not know about option of calendar in the Diff Blog run by the Wikimedia Foundation
- Lastly, most of the respondents (38,1% “yes” and 57,1% “maybe”) are probably willing to give a chance to a joint CEE Calendar in their work.

On 24th and 25th of June 2023, the General Assembly (GA) of Wikimedia Poland took place in Olsztyn, a picturesque Polish town located on the northeast of Poland.
Traditionally, Wikimedia Poland organises GA meetings in combination with conferences thus there was also an opportunity for members, volunteers and staff to attend various lectures and meetings and to meet new people and network. The GA and the conference were attended by more than sixty people.
GA took place on the first day of the conference in the morning and the time in the afternoon was reserved for international guests and topics, among which also the topic of CEE Hub and its development. CEE Hub Coordinator Barbara Klen presented about the CEE Hub, its purpose and ongoing activities. She explained what Hub is for and for which services individuals and CEE communities can turn to the Hub. As Wikimedia Poland is CEE Hub's fiscal sponsor, most questions after the lecture were focusing on this responsibilities and roles of WM Poland in its role of Hub’s first fiscal sponsor.
Apart from the lecture about the CEE Hub, two other international lectures were about Czech experience regarding relationships in the community, given by Pavel Bednarik, and the lecture about experience and challenges of working during the war which Ukrainian Wikimedians are facing already more than a year. This lecture was given by Daryna Vozniuk.
On the last day of the conference, several workshops and lectures took place, among which also a workshop about usage of multimedia related to Wiki projects, workshop about photo accreditations and a workshop about mass photo processing. There was also a lecture about the presence of women composers of the 16th–19th centuries in the Wikipedia narrative and a lecture about Wikimedia Europe and its work.

Wikimedia Foundation celebrates 20 years supporting Wikipedia as a non-profit organisation. Jimmy Wales created the Wikimedia Foundation in 2003, two years after he founded Wikipedia. Today, the Wikimedia Foundation supports and celebrates open knowledge, and the volunteers who make it possible, in a variety of ways.

On Friday 9 June, Wikimedia Czech Republic hosted the opening of the General Assembly of the newly established Wikimedia Europe, which brings together the advocacy activities of the European Wikimedia movement. Wikimedia Europe currently has 21 members and this was first official general meeting. One of the main objectives of this newly formed organisation is to play an even stronger role in shaping European regulation in the areas of free knowledge, access to information and freedom of expression.

Wikimedia Hackathon 2023 was finally held after pandemic and for the first time in Athens, Greece in the period of 19 to 21 May 2023. The event greeted about 150 people in Technopolis-Gazi in Athens, a place of particular historic and architectural value in itself, an industrial museum and a major cultural venue hosting numerous events throughout the year, at the same time many more remotely followed the event. Hackathon had three days of program with many different sessions.

GLAM Wiki Conference 2023 announce the venue and informs that scholarship application process is open. The conference will be organised in period of 16 to 18 November 2023 in Montevideo, Uruguay, for the first time by Wikimedistas de Uruguay. The GLAM Wiki Conference is an opportunity for professionals and volunteers from heritage institutions and libraries, as well as members of the Wikimedia community, to meet to reflect, discuss, generate strategies and take actions to improve access to scientific and cultural heritage.

Wikipedia is now a Very Large Online Platform (VLOP) under the new Digital Services Act (EU DSA). VLOP designation, which places platforms under greater regulatory scrutiny, isn’t based on how inherently risky they are, but rather, on the size of their readership: Wikipedia is one of 19 platforms that are estimated to have more than 45 million “monthly active users” in the European Union (EU). Our designation was based on the EU userbase estimates that we published in February 2023, and which we will periodically refresh. The many meetings and conference of May and June are now over and we're heading into a quieter time, so let's look back at what happened and what you could catch up on if you missed it:
- News and current calls for feedback
There is a distinct lack of publicly available news from the conferences and meetings that happened. I guess we all have to get better at summarising events and taking forward conversations that started there, otherwise we end up repeating discussions (again).
- The next drafts of two sections of the Movement Charter will be published on July 16th and July 30th. While a lot of this is very high-level strategy work, it's worth taking your time and thinking through what the drafting committee proposes. It's unclear yet what kind of option there is to change any of the drafts (the ratification process was not changed at all since April, which was before the public sessions), but voicing your opinion about the drafts, especially if you don't see them as workable or fair, will play a big part in how these drafts will be perceived and how they will hopefully be reworked.
- The Wikimedia Foundation discussed their annual plan for the year from July 2023 to June 2024 with communities worldwide. In essence (at least for the event most of us attended) this turned into a meeting with 111 people and a series of presentations with no actual meaningful discussion of the annual plan. It's unclear if the Wikimedia Foundation sees this as a success or not, but in terms of actually changing the discussion around how the Wikimedia Foundation uses the resources of the movement, not much has changed. But there's always next year!
- The CEE Meeting 2023 is only 10 weeks away at this point. The proposed sessions have been evaluated and are now awaiting being slotted it into a proper schedule. If you are one of the people who received a scholarship for attending this meeting, the CEE Hub would also like to talk to you in the next few weeks!
- Upcoming meetings & conferences in July and August
In the summer months not much is going on usually, except for one big event...
- Wikimania 2023 - the annual global meeting is back and will take place from the 15th to 19th of August in Singapore. There will be online participation at the meeting but please note that Singapore is 5 hours (EEST) or 6 hours (CEST) ahead, so you will only be able to take part in the afternoon sessions, unless you're willing to get up in the middle of the night!
- Recordings of past meetings & conferences in May and June
- EduWiki Conference 2023 in Belgrade, Serbia. The videos are still unfortunately all stuck together in a day-long video. You'll have to use the programme schedule of the conference and then try to find the exact spot in a 6 hour long video on this playlist on Youtube to find your session, but there are definitely some interesting ones if you can find them!
- Wikimedia Europe General Assembly, the annual meeting in Prague, Czech Republic, of the newly incorporated Wikimedia Europe organisation (although it was more like a small Wikimedia Summit for the bigger European affiliates). No archives of the livestream unfortunately, but some Etherpads are available to illustrate some of the interesting discussions that happened there.

Wiki Science Competition started in the CEE. To keep it strong in this area and to promote science from the region we need more countries to take part in the initiative.
It has grown to involve seven image categories, but this year it shall also add an article writing competition to the mix. This adds more ways to cooperate with universities and engage new audiences.

The Movement Charter is a document envisioned in the Movement Strategy and currently in a preparation by a group of global volunteers. The Charter will clarify the responsibilities and relationships between everyone in the Wikimedia movement, including Wikimedia Foundation, affiliates, online wikis and editors. It will also result in the implementation of new structures such as Hubs (e.g. CEE Hub) or Global Council).
The document is being prepared by the Drafting Committee – a global group of volunteers – and will be consulted with all the communities, including single Wikimedians and organisations in the CEE region. The new set of proposals and questions gathered in four chapters: the Global Council, Decision Making, Hubs, Roles and Responsibilities, and Glossary – will be shared with all of you this July.
The Drafting Committee will be thankful for all your feedback. Please do not hesitate to share your opinions with further rationale and in a timely manner so they can be included in the next round of works. Moreover, please share the news about the consultations with other members of your communities to improve the representation!
Please stay tuned and watch out updates from the Movement Charter drafting! Also further sessions will be held on community events including Wikimania Pre-conference and Wikimedia CEE Meeting, and online.

Wikimedia movement exists because of the contributions of countless volunteers and other Wikimedians from around the world, people from diverse backgrounds and life experiences contributing to the sum of human knowledge. WikiCelebrate is a new way of acknowledging and celebrating the exceptional people who make the movement happen. Throughout the year we will be spotlighting different Wikimedians and the work they do.
And this time we are celebrating a person from our region! Sara Horvat is a Wikimedian from CEE, editing Wikipedia, Wikimedia Commons and Wikidata, with the main focus on education projects. She is a wiki ambassador, a trainer, an editor. The idea of knowledge equity is important to Sara. According to her Wikimedia projects unite people and can erase all class divisions between them. Once only the aristocracy could get high-quality education. Now, it is more and more available to everybody. I want to help make authentic knowledge as accessible as possible to every single person. Read more about Wikipedia 101 – a cross cultural Wikimedia outreach video tutorial project, which was lead by Wikimedia Community User Group Turkey (WMTR), along with Notre Dame English Club (NDEC) and Deoband Community Wikimedia (DCW). This project serves as a guide for beginners in the editing process on Wikimedia projects. WMTR released the Turkish version of the educational set during the last week of May 2023. There are plans to translate the video set into English, Bangla, and Urdu, with the assistance of the project partners on their YouTube channel, with the playlist named Vikipedi 101.

March and April were busy months for the Wiki community in Macedonia especially for the younger population engaged on Wikipedia. GLAM Macedonia, in collaboration with the Italian Embassy in Skopje organised two editing challenges: ‘Meet Italy’ and ‘ In the focus: Italy’. Meet Italy was an editing month challenge for Wiki Club's members in N. Macedonia, taking place from 01 March to 31 March 2023. In focus: Italy was an editorial one-month challenge for students from the Italian Department of the Faculty of Philology "Blaze Koneski" - Skopje, which took place from April 1, 2023 to April 30, 2023. During the month-long editing challenge „Meet Italy“ the participants created a total of 836 articles and during the challenge 50 people took part in. The awarding ceremony took place on May 15 (Monday) 2023 at 8:00 pm at the Cinematheque of N. Macedonia, where, as part of the Italian Film Days, the Ambassador of Italy in Skopje personally and ceremoniously awarded the awards to the winners.
In the focus: Italy was implemented in order to reduce the lack of articles with Italian music and film topics on Wikipedia in the Macedonian language. All students from the Italian department were welcome to contribute. In the editing marathon, 39 new articles were created by 6 students who created articles on the topics of music and film through time in Italy. The awards ceremony took place on May 21 2023 at 8 p.m. at the Cinematheque of N. Macedonia, where as part of the Italian film days, the ambassador of Italy in Skopje personally and ceremoniously awarded the prizes to the winners.

This year Wikimedia Ukraine is supporting the 11th edition of the international photo contest devoted to natural heritages Wiki Loves Earth!
Wiki Loves Earth is an annual international photographic competition. Participants take pictures of local natural heritage in their countries and upload them to Wikimedia Commons, a sister project of Wikipedia. For all participating countries there are separate competitions organised by local teams.
This year WLE is taking place between 1st May and 31st July. We have a flexible approach regarding local dates, and local organisers decide when exactly to hold their contest within the international timeframe.
This year, a record number of participating countries — 52 countries and territories — showed interest in organising a competition. Up to date, some of the local teams have already finished their contest and are on the stage of selecting their local winning images (which should be submitted by 1st September). And most of the countries are holding a contest now; some will be starting soon.
So far, we have 31.000+ uploaded images and 1.700+ uploaders.
Among the CEE region, we have such countries that already had their contest:
- Armenia (1 June - 30 June) — 2.946 uploads;
- Azerbaijan (1 May - 31 May) — 284 uploads;
- Croatia (1 June - 30 June) — 326 uploads;
- Czech Republic (1 May - 31 May) — 347 uploads; already submitted their local winners;
- Turkey (1 June - 30 June) — 1.400 uploads.
Also, countries, in which the contest has already started and will end in July:
- Kazakhstan (15 June - 15 July) — 569 uploads so far;
- Malta (1 May - 31 July) — 212 uploads so far;
- Serbia (15 May - 9 July) — 1.641 uploads so far.
And some countries that are starting from July:
- Albania (1 July - 31 July);
- Ukraine (1 July - 31 July);
- Uzbekistan (15 May - 15 June).
This year the international organising team of Wiki Loves Earth and CEE Hub started cooperation for the project’s development and informational support. In April we conducted a Learning Clinic from CEE Hub for local teams.
Similarly to the previous year, participants can upload their images for two categories: landscapes and macro\close-up.
The contest also has a special nomination “Human Rights and Environment”, which supports the initiative WikiForHumanRights which partners with the Wikimedia Foundation (WMF) and the Office of the High Commissioner for Human Rights (OHCHR). Its goal is to raise awareness of nature protection and human impacts on nature. Everyone in the world is invited to spread awareness about environmental problems and upload their unique photos!
The final results of the Wiki Loves Earth 2023 (top-20 best images rated by the jury team) are expected to be published by the end of autumn. Stay tuned!

This year's edition of Wiki Loves Monuments was the most difficult one to organise for the team due to the full-scale Russian invasion of Ukraine starting February 24, 2022. The team had internal debates whether to have a contest at all, and if yes -- in which format. It was one of those cases when "damned if you do [celebrating culture when people are dying every day? uploading pictures with coordinates, so Russian rockets can get a better aim?], damned if you do not [so many buildings destroyed, we need to preserve at least something]". The organising team decided that only pictures and videos taken before February 24, 2022, would be accepted, as with martial law in place it was important to take into consideration both the participants’ safety and national security. These created challenges – fewer participants were able to take part (one had to have Internet access, have an archive of photos etc), lower quality and quantity of submissions, and a bigger effort than usual to check uploads. This was also the first year that Ukraine was not taking part in the international contest, as the international team decided to allow pictures of Russian cultural heritage to compete.

Even with these limitations almost 300 participants uploaded around 14,000 images, illustrating over 5,300 monuments, including 351 monuments depicted for the first time.
This year, as usual the top 10 pictures were awarded, as were the top 10 contributors by number of monuments pictured. The winner in the latter category, Posterrr, submitted more than 2000 pictures of 1802 monuments. Also a winning picture in each of the 27 regions of Ukraine was awarded, as well as top contributors in each region of Ukraine -- awarding regionally also helps to promote the contest locally, and helps connecting with local authorities and partners. Also, the top 10 most active newcomers were awarded -- even with limitations in place, there were more than 177 new participants. For the 4th time winners of best videos of cultural monuments were awarded. And for the 5th time -- winners in Jewish Heritage of Ukraine Special Award.
Three new special awards were introduced this year: 1) a special award for pictures of cultural monuments from Kharkiv; 2) a special award for pictures of "less known monuments of Ukraine"; 3) a special category "Photographic Film".
On May 20, 2023, there was an awards ceremony organised -- the first ever truly hybrid event for Wikimedia Ukraine. Due to safety precautions the number of attendees was limited, and people had to register beforehand (it was important to know the number of participants to provide enough space in a nearby bomb shelter). 40 people joined the event offline and online.
The new year brings new conversations and challenges. What worked for 2022 does not seem to be sustainable, and it is not clear how to document and preserve pictures and videos of cultural monuments when the country is under heavy attacks, and how not to do it, when more and more sites are getting destroyed.

- Edu Wiki conference 2023
The Edu Wiki Conference 2023 took place in Belgrade, Serbia, May 26-28, 2023. The conference was a platform for shared experiences from working in the Education space of Wikimedia and it gathered education leaders in Wikimedia and mission-aligned organisations. The event was organised in by Wikimedia Serbia and Wikipedia and Education user group.
- Education Program
- Four workshops were held as a continuation of the collaboration project with Elementary School "Jovan Sterija Popović" from Belgrade. During the workshops, participants contributed to Wikibooks. This is just one of the models that strives to involve more Wikimedia projects in education.
- Wikimedia Serbia opened a call for Edu Wiki camp, which will take place in July (24-27) in Sremski Karlovci. WMRS’ events are open to all volunteers, but since the camp is dedicated to participants who intend to join the Education Program team, senior high school students and students will have priority.
- Education Program Manager of Wikimedia Serbia participated in creating the podcast in collaboration with the Institute for Modern Education and EDU Television. During the podcast, the main topic was an accredited seminar for teachers.
- The internship program organised with the Career Development Center of the Faculty of Philosophy in Belgrade has ended. The internship lasted 6 weeks and during that time the students had the opportunity to attend workshops on editing Wikipedia, Wikimedia Commons and Wikidata. Selected students volunteered at the Edu Wiki conference as well.
- Education Program Manager of Wikimedia Serbia participated in the Edu Wiki seminar for teachers organised by Wikimedians of Republic of Srpska. The seminar was held at the Faculty of Philosophy of the University of East Sarajevo.
- GLAM Program
- During May, Wikimedia Serbia prepared Wikipedian in residence project with the Association for Culture, Art and International Cooperation Adligat. This is a long term collaboration and one of the most valuable partners of WMRS.
- An edit-a-thon was held on the occasion of the World Day of Cultural Diversity for Dialogue and Development. Three participants wrote 17 articles.
- Wiki librarians presented their work at the conference Library and Identity. Oja Krinulović and Mile Stijepović, presented the topic of Combination of Knowledge and Information - Libraries and Wikipedia - The Wiki Librarian Project.
- As part of the Cultural Heritage of Serbia project, 438 files were uploaded to the Wikimedia Commons before the beginning of June.
- Diversity Program
- Research project Integration of New Editors into the Serbian Wikipedia Community was approved by Wikimedia Research Fund. The research will be focused on editors’ motivation on Serbian Wikipedia, as well as the process of integration of new editors into the community.
- For the fourth time, Wikimedia Serbia joined the global campaign #WikiForHumanRights in collaboration with the Initiative for Social and Economic Rights A11, EcoHub and the National Environmental Association. The campaign aimed to ensure that everyone can have access to objective, verifiable and up-to-date information about human rights, especially the right to a healthy environment. As part of the campaign on Serbian Wikipedia, an edit-a-thon was organised and 5 editors wrote 31 articles.

- Professors Mentorship
As a spin-of of the project, one of our activist has been part of the lectures of the 2011 Nobel Prize laureat Dan Shechtman. The event was was organized by the Institute of Chemistry from Skopje, and the Society of Chemists and Technologists of Macedonia. The event was held on May 23 and the point of SK involvement was to capture quality photos of the respective professor and researcher. 36 images were uploaded on Commons and оn May 25, one article was created and another one was improved.

On June 6, there was a new workshop in honor of outstanding Macedonian and world anthropologists. A total of 13 people were involved, of which 4 were new participants. One article was created, while three were improved. 8 photos were uploaded to Macedonian language Wikipedia. On June 8, three additional photos were uploaded.

On June 9, we had a recording session again at the Institute of Geography, Faculty of Natural Sciences and Mathematics. Prof. PhD. Marija Ljakoska, who was the main collaborator, and four other students from the previously mentioned Institute, lectured by solving demographic equations. 13 videos managed to be recorded. On June 26 one article was created and on 27th another two got created. On June 30, an online workshop was held with the previous students lecturers. During the workshop, two articles got created and three got improved.

- Edit-a-thons
On May 15, 2023, an editorial marathon was held on the topic Mountaineering in Macedonia. The event was organized in cooperation with activists from the Mountaineering Federation of Macedonia, in the premises of the already mentioned Federation. A total of 10 people were present at the event, 8 of whom came through the Mountaineering Federation. Then 6 articles were created, 4 articles were improved, and five images were uploaded.
- CEE Spring 2023
From April 4 to May 4, Shared Knowledge held its traditional CEE Spring 2023 edition of this stand alone editing competition. The contest comprised of four competitions who were able to create 245 articles and to improve 5 articles.
- Editing Days
Shared Knowledge managed to organize 26 editions on all the Tuesdays and Wednesdays. The first one was on April 4, while the last one was on June 29. Seven people became participants.
- Editing Weekends
13 editions were made on various topics. All the Q2 weekends were scheduled. 11 people were part of it and contributed on this Saturday to Sunday project.
- Editing Weeks
From 25th to 31th of May, the first 2023 editing week was held. It was titled Wiki For Human Rights 2023 as part of the WikiForHumanRights initiative. The contest was participated by three competitors, totaling four people in the project. The competitors were able to create 128 articles.
- Photohunts
One photohunt, on June 24, was made at destinations in the most eastern part of Macedonia. The two aplicants/participans managed to make and upload 122 images on Commons. Later, four articles got created and improved, each.

- Botanic Garden Skopje
On May 30, a photo session and workshop was held in the Botanical Garden. First, the photo session was held, which started at 10:00 and lasted until 11:20. From the photoshoot, 93 images were uploaded on Commons.
The workshop started at 12 o'clock and lasted until three o'clock. The workshop was organized by three students from the Institute of Biology, one assistant at the same institute, as well as two employees of the Botanical Garden. 13 articles were created, thematically related to species grown in the garden. After the photoshoot and the workshop, minor editorial engagements followed. One template was created on May 31.
- MakSport
