You can request them at RFTA, but note that you do not need this permission to translate pages. ~~~~

Everything about the process is described at the page linked. Since you recently requested a right and withdrew shortly after, I would be cautious with asking for more permissions, especially since you do not seem to be active in anything translation-related here. ~~~~

"Content Translation" is about translating reader-facing content, such as encylopedia articles from one language to another. It has nothing to do with "translations" here, which are about translating pages on rate multilingual projects from one language to another. The later is what 'translation administrators' are involved in - but only in the technical aspect. Any editor can translate content from project to project, or submit page translations on multilingual projects.
