This is my guide for the 2019 Steward Elections. I intend to give a concise, neutral view on every candidate for both confirmations and new candidates.

New Candidates
editI had been preparing a detailed statement on issues surrounding Alex Shih, although the English Wikipedia's Arbitration Committee and BU Rob13 have done the work for me. In short, Alex Shih left the Arbitration Committee after he broke Checkuser policy multiple times, both through misuse of the tool and disclosure of non-public information. Considering the permissions associated with stewardship, as well as the fact he seems to mostly want to help out the Chinese Wikipedia with their lack of Checkusers, I strongly oppose Alex Shih's candidacy.
Base has a good amount of xwiki experience, administrator permissions on 5 wikis, including outreach and meta, and is active in some steward-related areas. The answers to their questions were well thought out and addressed most of the concerns I had regarding possible lack of experience in some areas. Even so, there are some credible arguments presented in their questions, such as their ukwiki block log. Thus, I am leaning towards supporting their candidacy.
Einsbor has previous experience as a steward, has answered all questions more than sufficiently, and is generally noncontroversial and responsible. I believe they would be a great help to the steward team if elected, and thus I support their candidacy.
Jon Kolbert is an administrator on Commons, a respected user on the English Wikipedia, and an active OTRS agent. Working with them periodically on xwiki issues, I have come to trust them and believe they are more than sufficiently experienced in most steward areas. If elected, I expect them to work in anti-abuse areas, such as spambots and xwiki vandals. They would be a welcome addition who can bring a lot to the team, and thus I support.
Praxidicae is an active global sysop who mainly works in anti xwiki spam and LTA's. Although she has only been a global sysop for three months, she has done a lot of positive work in that time. She has experience in most of the major steward areas of work, and I believe they would make a beneficial addition to the steward team. Thus, I support their candidacy.
Schniggendiller has been editing since 2008 and has spent time engaging in steward areas, namely SRG and SRM requests. They have a good deal of experience with LTA's and with handling private information. Thus, I support their candidacy.
Vit Koz has admin permissions on the Belarusian Wikiquote. They don't have experience with private information, and little experience on wikis other than be-language wikis. From their questions, it seems they will be more suited to request global renamer permissions than stewardship. As I do not believe they're sufficiently experienced in necessary areas, I oppose their canddiacy.
Wim b is an active member of SWMT, a global sysop, and an active contributor to most Italian projects. They have a significant amount of xwiki experience, especially in areas of small wikis and anti-LTA/spam work. The responses to their questions were more than sufficient, and answered the concerns I had regarding a period of inactivity in SWMT. I believe their extensive experience with small wikis will make them invaluable as a steward, as a significant portion of steward work revolves around that subject. Thus, I support their candidacy.
Confirmations
edit-revi is a very active steward, both onwiki and on IRC/offwiki. I strongly endorse them for confirmation.
Ajraddatz is an active steward, both onwiki and off. I strongly endorse them for confirmation.
Bsadowski1 has been a steward for almost 8 years, and is highly active in anti-LTA and general stewarding work, both on IRC and onwiki. I strongly endorse them for confirmation.
Defender is an active and experienced steward. I endorse them for confirmation.
DerHexer has been a steward for over a decade and has considerable experience in that field of contributing. Their activity in the last year has been low, and they imply that their activity will increase. Hopefully this is so; I endorse them for confirmation.
Green Giant is up for their first confirmation. They have been relatively inactive the last few months, although they prevent a genuine reason. I endorse them for confirmation, and hope they can return to activity soon.
HakanIST is generally active and is sufficiently experienced as a steward. I endorse them for confirmation.
Hoo man is active in more behind-the-scenes work and not traditional anti xwiki abuse locking. I endorse them for confirmation.
Jyothis has been periodically active this year, although remains experienced and involved enough to gain my endorsement for their confirmation.
Linedwell has been a steward since 2015, and has been active in SRG requests, locking spambots/LTA's, and responding to with permissions requests. I endorse Linedwell for confirmation.
MBisanz resigned in their confirmation statement. They served as a steward since 2012, and I sincerely thank them for their work on Wikimedia.
MF-Warburg resigned in their confirmation statement. They served as a steward since 2013, and I sincerely thank them for their work on Wikimedia.
MarcoAurelio is highly active in nearly every main area of steward work, and is one of the more experienced stewards. I strongly endorse them for confirmation.
Mardetanha has not been very active in the last year. From the public logs, most of their actions have been periodically locking spambots or LTA's. Their last 50 locking actions and last 50 metawiki edits stretch back to November 5th and 4th respectively. Even so, I am supporting, as they have extensive experience as a steward (10 years), and they have remained active on local projects; they continue to be an asset to Wikimedia in a steward role.
Masti does a good amount of work locking spambots and LTA's, and I endorse them for confirmation.
Matanya has been semi-active onwiki recently, although due to their experience and tenure I endorse them for confirmation.
Matiia is active in various steward areas and on IRC. I endorse them for confirmation.
Melos has been active in the last year, both in publicly-logged areas of contributing and off. I endorse them for confirmation.
Relative to most stewards, Mentifisto has not been active since 2012. They focus mainly on spambots, locking one every few days that was automatically blocked and listed at Special:AbuseLog. This level of work, although necessary, is nearly all that Mentifisto has been doing for years, and he doesn't do that much of it. Mentifisto has made about 140 actions made in the last year, excluding a recent spike on February 4th following an email conversation between him and myself. Their last 50 metawiki edits stretch back to June 2015. This would be more acceptable were Mentifisto active on local projects where they hold advanced permissions, which they are not. They hold sysop permissions on Commons, sysop and OS on the English Wikipedia, and sysop and CU the Simple English Wikipedia. On commons, Mentifisto has made a total of 48 edits since 2012.([1]) On enwiki, they have not been very active since 2009. They made between 200 and 400 edits per year from 2009 until 2014, where there and after it has been below 80 annually, only 15 in 2017 and 19 in 2018. On simplewiki, where there is a 100 annual edit/action minimum for administrators, they have been making around 100 edits annually since 2012.([2]) I respect their contributions to Wikimedia projects but believe that due to this continued lack of community involvement, both on local wikis and on meta, they should not continue as a steward.
NahidSultan has been mostly active this year in anti-spambot and anti-vandalism activities. They say they hope to increase their activity this year, and I endorse their confirmation.
Pmlineditor hasn't been very active recently, although they are more than sufficiently experienced and responsible to retain stewardship. I endorse them for confirmation.
QuiteUnusual has been editing for over 10 years (6 as a steward) and is neutral, experienced, and generally noncontroversial. Their steward work has been consistently helpful, and I endorse them for confirmation.
RadiX is an active steward in anti-LTA work and general stewarding. I endorse him for confirmation.
Ruslik0 has been stewarding for 8 years, and is continuing to be very active in nearly all important areas of steward work. I strongly endorse them for confirmation.
Rxy was elected in 2018 and is very active in anti-LTA and anti-spambot work, proving indispensable in preventing abuse from some of the more persistent LTA's. They are more than sufficiently qualified and responsible to remain a steward. I strongly endorse Rxy for confirmation.
Shanmugamp7 has been a steward since 2014 and was semi-active in the past year. I endorse them for confirmation.
Sjoerddebruin has not been very active this year, although he has continued in Wikimedia-related actions throughout the year. I endorse them for confirmation.
Stryn's activity dropped in early September, which is hopefully temporary. They're experienced and has been very useful in steward work. I endorse them for confirmation.
Tegel does a lot of anti-vandalism work xwiki, particularly on smaller projects. I strongly endorse them for confirmation.
Teles hasn't been very active onwiki recently, although they are still a valuable asset to the steward team. I endorse them for confirmation.
There'sNoTime has been inactive very recently, although has genuine reasons for it. They are highly experienced and have made a large impact in helping counter xwiki vandalism and LTA's. I strongly endorse them for confirmation.
Trijnstel is highly active both visibly (onwiki) and behind the scenes, and is highly experienced as a Steward. I strongly endorse them for confirmation.
Vituzzu has been semi-active in the last year, and I endorse them for confirmation.
Alaa was elected in 2018 and has been very active in most areas of stewardry, particularly meta requests and anti-LTA work. I strongly endorse them for confirmation.
