Upload rights to meta
I'm working on my IEG mid-point report and we are advised to use screenshots. These would be out of commons scope, and would likely also carry some fair use licenses (for example screenshots of google docs). Is it possible to get the uploader right?

- Why are they outside of Commons' scope? Commons takes all kind of useless stuff, I thought (me hides). And can the "unfair" parts maybe be cut out of the screenshots? --MF-W 14:42, 30 September 2014 (UTC)
- Check c:COM:SCOPE. Does it really out of Commons' scope? (If image is used on one or more wmf wikis, usually it is considered inside the scope.) Or you can crop unfree part of screenshot using CropTools on Commons? — revi^ 16:30, 30 September 2014 (UTC)
- Well its just that, the unfree parts are quite substantial. Parts of what I need to show with google docs is in the interface, making it quite important to be able to use un-free images. I'll upload what I can to commons, but it would have a major impact. As part of the Medical Translation Project we would like to in the future move our guides to meta, and that won't be possible if we can't use screenshots. CFCF (talk) 12:49, 1 October 2014 (UTC)
- No, sorry. Meta does not (yet) have an EDP, so non-free images cannot be uploaded here. That having been said, it is unlikely old non-free images will be deleted anytime soon (see "ancient" section of WM:RFD; it's been there since last year). If I may ask, where did you read otherwise? - @CFCF: You should either upload them to enwiki or another wiki where non-free content is allowed or not upload them. We do not allow new non-free media here (yet). If you can find a free alternative, feel free to upload it to Commons. PiRSquared17 (talk) 12:05, 8 October 2014 (UTC)

Banner for a Wikimedia España promoted contest
Hi. Wikimedia España (WMES) is carrying out a writing contest themed on monuments of Spain. The contest is called Monuments of Spain Challenge and it is multilingual. It's main page can be found here and we are having our first results in terms of editions and participants.
We think that culture, monuments include, belong to all people, no matter where they are or what language they speak, so we would like to promote it with a banner in order to reach all language communities across the Wikimedia Movement.
On behalf of Wikimedia España, I've created a banner here. I've to admit that I'm not a technical person, so it could well need some adjustments.
The details of our campaign are:

- @Glaisher: First of all, some previous explanations. We started advertising the contest the best we could. We used Catalan for the ca:wiki, Spanish for es:wiki and some wikis on other languages of Spain and Latin America, but almost all the rest was done in English. Well, the result has been editions in twenty languages, not only Spanish, Catalan and English, but also in Malay, Hindi, Estonian, Latvian, Russian, French, just to mention some examples. So advertising in English is not handicapping our efforts in a significant way.
The contest has been developed with a global view, so we would like to reach as many people as possible. Not everybody will understand English, but it doesn't seem to deter people from joining in.
We think that the most important reason for people editing in some projects not joining is that we have placed our notices mainly in Café-Taverna-Village Pump and on Embassies, and those places have a very different nature from one language project to another. So what has worked very well in Vietnamitese or Panjabi just hasn't worked so well in Finnish or Arabic.
By having a banner (in English) in projects in different languages we are making the Challenge visible to all people, as it's our intention. B25es (talk) 15:04, 8 October 2014 (UTC)

- Using an English banner (logged-in + IPs & worldwide) on all 200+ Wikipedias for this purpose is overuse of the central notice, imo. I'm willing to create a banner if this can be restricted to some countries or some languages. - I've asked other members of WMES to express their opinion here. Meanwhile, in my opinion, we don't need IPs included and we could restrict the geography to the countries that have had less participants, so I wouldn't adress Spanish-speaking countries and India/Pakistan. @Glaisher: First of all, thank you for your time. I couldn't write you any sooner, I'm so sorry for that. I've been checking what the members of WMES have said on Telegram. I've told them to come here and speak but it seems that other than you nobody cares enough about the subject, so double thanks to you just for paying me attention.
So, the proposal they are making is writting the banner so that it doesn't requiere a translation. One line would be Monuments of Spain Challenge, which is the official name of the contest. The second and last line would be Wikimedia España, which is the official name of the Chapter. I sincerely don't know whether they can be considered untranslatable proper names or not, I guess it depends on the sociolinguistical conditions of the reciever of the message.
The contest is going well, in fact we're over our stimated targets (there haven't been many previous experiences for such geographical and linguistical distribution, so it might be that our targets are low, ask me next year). We don't need a banner to survive. We (meaning me for most languages, but some companions helped, I owe them that) have promoted the contest in 145 languages. It was done but searching possible placing in each case individually. Most of the times Embassies or Cafés (whatever they are called in every language, in Spanish it's called the Café). Half the times I couldn't say if the place was the right one or not or it was a burial ground (it happened twice, that I know). So I don't know whether Albanian (Arabic, Japaneses, Polish, Sranangtongo ...) speakers are failing to appear because they don't like the idea or because our add is placed somewhere nobody reads. That's why I wanted a banner.
Our promotional campaign has shown us that using English as a lingua franca has not had major negative effects. In fact some contestants speak very little English and we did not use their mother languages. Somehow people seems to be more able to find their way around language barriers than it's usually expected.
My request has been very badly done, mainly because nobody seems to know the how-to of a banner: It was a mixture of copy-paste with I think it is.... Not the way I'd like an airplane piloted!
So I don't think fair to waste any more of your time with this matter. I no longer seek to place the banner. We will try again, with longer and deeper thinking, but not for this contest. I thank you a lot for your help. I've been drafting a document about all this in order to provide good advice to my Chapter for the future. And, well, should you like to participate in our contest, you're welcome.

I was only trying to say that global banners are usually highly restricted and they are placed only with translations because many users have expressed frustrations for seeing banners not in their language. You can go through the archives of this page to see examples of which requests are done. I am only trying to follow the Centralnotice guidelines as they are of a highly visible nature. - @Valentín Muro (WMAR): There is a problem for HTTPS users. The given website is HTTP only and we only use protocol-relative URLs in CN banners as it would cause security warnings in some browsers. https (error 102 when link is clicked) - http (works fine). --Glaisher (talk) 16:32, 13 October 2014 (UTC)
