Questions de LyokoïEdit

Salut ! Je découvre ce projet de grant et j'ai quelques questions, étant wiktionnariste j'aimerais savoir comment tu compte procéder techniquement ? Et quel est la connaissance qu'ont les participants de leurs propres langues, ils et elles savent l'écrire (moi ça n'a pas été le cas quand j'ai fait ça pour des langues régionales en France) ? Salut Lyokoï!, Pendant la phase pilote j'ai confectionné un formulaire pour permettre à tous les intéressés de s'inscrire. Par la suite j'ai sélectionné les candidats en fonction des réponses qu'ils ont fourni (leur motivation, leur niveau de connaissance dans leur langue locale,etc). Cette méthode nous a évité plusieurs désagréments et a très bien fonctionné. C'est donc le même procédé que je compte suivre pour la suite. Au plaisir.--Modjou (talk) 20:34, 6 January 2019 (UTC)

Additional comments from the Committee:
  • Project seeks to increase content of African languages (baoulé, dioula et bété) on Wikimedia projects. Fits with strategic direction of knowledge equity. Has potential for online impact as there is currently very few written and accessible sources of the languages. Good justification provided for why Wiktionary is the targeted platform. Proposal does not give much consideration to sustainability of project beyond grant.
  • (fr/en) Fort potentiel d'impact. L'enrichissement du contenu du Wiktionnaire sur les langues locales sous-représentées est bien en ligne avec les priorités stratégiques. Le projet est censé produire un contenu valeureux, ainsi faisant un impact en ligne. Le groupe formé par le biais de ce projet pourra continuer par la suite, quoique ce n'est pas garanti.
Strong impact potential. Enrichment Wiktionary content in underrepresented local languages is well in line with strategic priorities. The project should produce valuable content, thus making online impact. The group trained as a part of this project can continue contributing by themselves later, even though it is not guaranteed.
  • Proposal is an extension of a pilot project funded under Rapid Grants that proved to be successful in terms of meeting or exceeding goals. Overall therefore seems low risk. Would like to see some thought around other metrics (beyond participation and content) - how will having access to content on Wiktionary impact language speakers and promote/preserve target languages?
  • Usual project with a team of project manager and assistant but there is not a clear vision about the future of the project.

This is an iterative project built on the first successful experience in Côte d'Ivoire and multiple successful LinguaLibre/Wiktionary experiences in France. Measures of success are a weak point: targets are rather weak given the investment.
  • Scope seems reasonable based on pilot project.
  • (fr/en) Le projet a l'air d'être faisable en ligne avec le plan proposé. Ma principale question concerne le budget et les compétences. La responsable du projet est-elle qualifiée en langues ? Étant donné la paie je veux bien y croire mais il faut le confirmer. Le travail de recherche nécessite-t-elle autant de travail (vu que le projet pilôte n'avait pas de compensation prévue) ? Finalement, n'est-il pas plus raisonnable d'acheter l'appareil photo et le micro (et les donnes à l'user groupe local à la fin) car le prix de location est proche du prix d'achat?
The project seems to be feasible according to the proposed plan. My main question concerns budget and skills. Is the project manager qualified in languages? Given the pay I hope she is, but this needs confirmation. Does research work need that much effort (given that pilot did not have any compensation included)? Finally, is not it more reasonable to by the camera and the microphone given that rent price is very close to the purchase price?
  • I don't a participation from the community. It's a project managed by few people.
  • (fr/en) Bon soutien à la fois de la communauté ivoirienne et de la communauté du Wiktionnaire. Le projet soutient fortement la diversité, surtout linguistique.
Good support both from Ivorian community and from Wiktionary community. The project strongly supports diversity, especially linguistic.
  • I can personally attest to the value of Indigenous language content on French Wiktionary (having made use of it when learning/working with Inuktitut). However I think it would be useful to provide some guidelines or at least specificity around what should qualify as an article for measuring goals and evaluating success for this type of project. If some deliverables (articles) on Wiktionary are just a few words in the end this seems less valuable (and expensive) to fund, but more detailed/rich entries with sound files could be very useful
  • The project has a single item (responsable du project) which takes 60% of the budget. I am quite skeptical that the project may produce a consistent impact. Not sustainable.
  • La proposition est intéressante et correspond parfaitement à la stratégie 2030. Toutefois, les objectifs me semblent faibles en regard du budget, et il me semblerait intéressant de les revoir à la hausse pour correspondre plus aux dépenses qui seront réalisées.
  • (fr/en) Les objectifs sont bons et globalement je suis favorable. Deux soucis : 1) objectifs en nombre d'articles assez faibles. Il faut explorer comment améliorer le ratio entre les coûts et le contenu produit. 2) compétences pas claires pour les salaires. Il faut préciser si le travail de la responsable de projet sera plutôt du domaine linguistique (qui nécessite certaines compétences), et éventuellement re-estimer le coût de ce travail. Je suis à la limite prêt à payer un wikimédien et un linguiste extérieur si cela permettra de produire les contenus d'une meilleure qualité
Goals are good and overall I am favourable. Two issues: 1) rather weak targets in terms of number of articles. There should be some study on how the ratio between costs and content produced can be improved. 2) employee's skills are not clear. One should clarify whether the project manager will do more of linguistic work (which requires certain skills) and eventually re-estimate cost of that work accordingly. I would even be more favourable of hiring a Wikimedian and an external linguist if this will make the quality of work higher.

Comments regarding this decision:
The committee supports Wiki Kouman 2019 in an effort to record and document local languages of Côte d'Ivoire on French Wiktionary and Wikimedia Commons, and to train local community members to develop this content. Given the investment required for this work related to project management, the committee requests that the applicants consider carefully how to encourage continued engagement by the event participants beyond the grant period.

ResultsEdit

Thank you for working on some very important and promising area of Wikimedia projects, namely Wiktionary and local languages, where there's a lot of low hanging fruit. If I read the report correctly, we got something like a thousand lemmas, a hundred recordings and 30 new users; if I read the statistics correctly, a single user is responsible for more than half of the output.

The numbers are a bit underwhelming when compared to the expenses involved: for instance the Serbian Wiktionary grant seems to have created about 30k lemmas with a similar amount, while the various Igo Wiktionary grants appear to have a similar participation with one tenth of the budget. Some affiliates like Serbia and Armenia seem to have been bigger outputs, while others a bit smaller (Israel), but the numbers aren't necessarily comparable.

I understand however that this project was probably in a less favourable context, so it would be interesting to learn whether you think this project has shown you a way to make the activities sustainable in the long run. Hopefully a comparison with other international experiences will also be useful. Nemo 19:59, 22 February 2020 (UTC)
