  • Communities (i.e. anyone) can comment on the drafts. Unsure whether anonymous user are allowed, but I think logged-out users can comment as long as they're not sockpuppeting. (Edited) Nevertheless, per comment below, the banner should target just logged-in users. Limiting to watchlist pages is suggested.

Description - More people must be aware of draft recommendations written by working groups of the Wikimedia 2030. Therefore, more awaited opinions can be expressed.

  Approved, campaign settings to be clarified. @George Ho: Could you please clarify when should your banner be displayed? "August 2019 → October or November 2019" is too ambigous (and long).
