Hello, this is a reminder that the Universal Code of Conduct Enforcement Draft Guidelines are open for review and comment (comments may also be left at other local venues). The Drafting Committee will start working on revisions and improvement after October 17, so it will be helpful to provide thoughts before then.

There is also a newly-published abstract that provides an overview of the draft guidelines. Please help translate to your language.

We are also hosting another conversation hour on October 15, 2021 03:00 and 14:00 UTC, as well as another functionary consultation October 7 18:00 UTC (tomorrow).

Adding admin for Tibetan wikipedia

Hi, I am maintaining the WikiLoop Tibetan Initiative and I got feedback from Tibetan Wikipedia contributors that there is no admin for Tibetan Wikipedia and they don't know who should they talk to. Voting for the election for the members for the Movement Charter drafting committee is now open. In total, 70 Wikimedians from around the world are running for 7 seats in these elections.

Voting is open from October 12 to October 24, 2021.

The committee will consist of 15 members in total: The online communities vote for 7 members, 6 members will be selected by the Wikimedia affiliates through a parallel process, and 2 members will be appointed by the Wikimedia Foundation. The plan is to assemble the committee by November 1, 2021.

Regarding reasonable use of non-free images in articles regarding Hong Kong anti-extradition protests on zh.wiki

Recently there's a huge debate as user:和平至上 suddenly attempting to delete historical images en masse, claiming that because the article is not talking about the image itself, so the image has to be deleted because it's not reasonable use. How ever considering the situation in Hong Kong, it is harder and harder to obtain copy-right free image, not even the screen capture from YouTube video. A user has been argued with him, but all he got is just a robotic reply and eventually a one month ban.

Wikimania in Bangkok

Hello, Bangkok is located in Thailand and it was planned to be the location for the Wikimania in 2020 and after this edition did not happen and the 2021 edition was an online event it can be that it is the place for the 2022 edition. What I wrote here have I aksed in August after the Wikimania in the Wikimaniawiki and recieived no answer. Bangkok is located in Thailand and this is a country that is not a real democrazy and rated by Freedomhouseindex as non-free. The military has there more influence than in other countries and there were times in the past when Thailand was a military dictatorship. I dont support a Wikimania in Bangkok in Thailand or another state that is not rated as free or were it is known that the country is not a real democrazy. Do you think it is acceptable to let an event in a country that is not known as a democrazy and not rated as free happen. From my point of view it is not acceptable also I understand that changes are only possible through conversations and so maybe the presence of people at an event of the Wikimedia projects in such a country can be a positive signal. Please think about if another place is better for the Wikimania and try to answer next time to such an question.--Hogü-456 (talk) 18:44, 16 October 2021 (UTC)

Not going to comment on the main issue here, but we have had Wikimania in a non-free country before: Wikimania 2008 was held in Alexandria, Egypt. --Yair rand (talk) 18:57, 17 October 2021 (UTC)
From my point of view it is an important point that should be discussed and thank you Yair rand that you mentioned that Wikimania in 2008 happened in Alexandria in Egypt. In 2008 it was as it is now not a free country and so in such a country I dont support a Wikimania. I hope that more people write something what they think about that topic. For me it is an important topic after I really like democrazys and try not to support dictatorships also not indirect.--Hogü-456 (talk) 17:54, 21 October 2021 (UTC)

Describing Data Structures

One goal of the Annual Plan 2021/2022 is to describe the internal data structures. Does someone know when this program starts and where I can find information about it. As I have understood there was the plan to tell something about how to do it in October this year and I am interested in that topic. From my point of view is it a good goal to describe the data structures and I think it is important that it is oberserved after it could be in theory that this reduces the number of staff that is needed for analytics tasks and that in that case the people get another job within the Wikimedia projects.--Hogü-456 (talk) 19:18, 13 October 2021 (UTC)

It is a topic where I am interested in and from what I a hope that it brings additional development also in other topics. @حبيشان: in general, administrators are accountable to their communities more so than the foundation - mostly because the foundation is not actively involved in the appointment or removal of this position. Each community has their own process for dealing with this. Compliance of darknet market article content with terms of use

Hello. In discussion at Russian Wikipedia question about contents of "Hydra" article appeared. It is not a question about what local community thinks about article content, but about Foundation enforced restrictions about it. So it is not possible to solve this question locally.
First, is the precise question: is it allowed to add URL of Hydra website to article? Second, broader one: are there any other limitations about what is possible to include in it (besides limitations of local rules, of course)?
I am newbie at meta website, so if my question is in wrong place, then, please move it to appropriate place.

Not instructions, but description of how website works. Instructions are prohibited by local rule ru:ВП:НЕИНСТРУКЦИЯ, so it is not a part of questions. — Vort (talk) 16:14, 28 October 2021 (UTC)
