Thanks, it's a huge topic, and I haven't received any public feedback from the WMF about my proposal, so I have no idea how to develop it further. I have also received some private comments that no one dares talk about this if they want to continue to edit on en.wp. I suspect we need some professional input at this point. Harassment policies have been around for a long time, but applying them to non-profits, and to the online community is something new. It would be great if the WMF could take some leadership in charting this new territory. —Neotarf (talk) 03:08, 22 April 2015 (UTC)

User:Bluerasberry and I have been working on this proposal Grants:IdeaLab/Centralised harassment reporting and referral service I created the "community discussion" page I linked you to because multiple people have inquired in the talk page of our proposal asking if we've interfaced with others who have proposed similar projects/tools. Because there is so much similarity with many of these proposals it does make sense for us to put our heads together to think through all the variables, but I think we really need to think about scalability, and that's where the WMF leadership comes in as you say! Through June, we’re organizing an Inspire Campaign to encourage and support new ideas focusing on addressing harassment toward Wikimedia contributors. The 2015 Harassment Survey has shown evidence that harassment in various forms - name calling, threats, discrimination, stalking, and impersonation, among others - is pervasive. Available methods and systems to deal with harassment are also considered to be ineffective. These behaviors are clearly harmful, and in addition, many individuals who experience or witness harassment participate less in Wikimedia projects or stop contributing entirely.

Proposals in any language are welcome during the campaign - research projects, technical solutions, community organizing and outreach initiatives, or something completely new! Funding is available from the Wikimedia Foundation for projects that need financial support. Constructive feedback on ideas is appreciated, and collaboration is encouraged - your skills and experience may help bring someone else’s project to life.
