Probably only one time. As you probably know, the stewards have huge backlogs (for example Steward requests/Global and Steward_requests/Permissions), thus there are indeed arguments against posting requests at SRM. I won't waste time searching old discussions, but I am sure this is not the first complicated request you have posted on GSR. It is not a matter of faith but of facts. As explained to you, the fact that global sysops cannot verify "IP addresses belongs to whom" has not changed.
