Hello Giangian15, since I don't know the situation, nor the users involved, I can only give You a general answer. In the past flags were given out more freely to very small projects, but sometimes this seems to be a problem in growing communities, when the persons missunderstand userflags and mix it up with ranks. If users have flags and are just inactive or don't use them in a project imho that is not that much of a problem but if they abuse it or use it to dictate then the flags should be removed. However the removing process is delicate and we can't decide it (we can remove in emergencies only) so the local communities have to make a voting for removal of the flag.
