विकिमीडिया अभियान निशुल्क उपलब्ध ज्ञान को सहयोग के आधार पर सृजित, संकलित एवं विस्तृत करने पर ध्यान देता है। इस अभियान से संपादक, प्रतिभागी, परियोजनाएं, सहयोगी, केन्द्र, तकनीकि पक्ष, विकिमीडिया फाुंडेशन, तथा अऩ्य वर्तमान एवं भावी संस्थान जुड़े हुए हैं।
विकिमीडिया अभियान, उसके मूलभूत मूल्यों तथा उसके सिद्धान्तों को परिभाषित करने के लिए विकिमीडिया अभियान का संविधान है। यह एक औपचारिक समझौता है, जिसमें इस अभियान के सभी पक्षों के बीच का आपसी संबंध, उनके अधिकार एवं उत्तरदायित्व आदि बताए गए हैं। यह वर्तमान संस्थानों के साथ-साथ भावी संस्थानों पर भी लागू होता है।
विकिमीडिया की विभिन्न परियोजनाओं से जुड़े अनेक देशों के सामुदायिक सदस्यों ने मिलकर इस संविधान को बनाया है। औपचारिक पुष्टिकरण प्रक्रिया के तहत इसपर समुदाय की मंजूरी प्राप्त की जाती है। समूचे अभियान के लिए ही ऐसा होता है। अभियान का संविधान विकिमीडिया अभियान से जुड़े सभी प्रतिभागियों, संस्थानों एवं तकनीकि पक्षों पर लागू होता है। यह उन पक्षों पर भी लागू होता है जो वैसे तो विकि से नहीं जुड़े हैं पर इस अभियान से आधिकारिक तोर पर जुड़े संस्थानों से संबंध रखते हैं।
इस अभियान से अनेक ऐसे अनेक बहुभाषी तथा अलग-अलग महत्व के सूचनाप्रद वेबसाईट (“परियोजना”) जुड़े हुए हैं, जिनका संपादन आसानी से किया जा सकता है। सामग्री के निर्माण, उसके प्रबंधन तथा समुदाय के रवैयो को लेकर ये परियोजनाएं आम तौर पर स्वसंचालित हैं। स्थानीय स्तर पर कुछ ऐसे पक्ष भी हैं जो स्वतः संचालित न होकर विभिन्न संस्थानों द्वारा संचालित किए जाते हैं। इन पक्षों में समूची परियोजनाएं, यह अभियान, विकिमीडिया फाउंडेशन, तथा विश्व परिषद शामिल हैं तथापि यह केवल इन तक ही सीमित नहीं है। जहां तक संभव हो, प्रत्येक संस्थान को प्रतिभागियों के सबसे करीब जाकर काम करना चाहिए। इस अभियान में विशिष्ट विषयों तथा भूभाग पर केन्द्रित अनेक औपचारिक एवं अनौपचारिक समूह भी शामिल हैं। इन समूहों का काम प्रत्यक्ष तथा अप्रत्यक्ष तौर पर इस परियोजनाओं की मदद करना है।
Supplementing the projects and groups is a comprehensive infrastructure with several roles, including but not limited to:
- Supporting the technical needs of the movement and the readers of its content, provided by:
- The Wikimedia Foundation
- Interested affiliates
- Grantees and contractors who work on specific technical projects
- Volunteer developers, who work on MediaWiki extensions, scripts for local projects, support for global projects
- Specialized technical support software (e.g., Phabricator)
- External providers (e.g., GitHub)
- Providing financial and other resources for ongoing development and retention of knowledge, including:
- Fundraising by the WMF, the Wikimedia Endowment, Wikimedia Enterprise, and affiliates. This also includes seeking, receiving, and managing grants and contracts from third parties
- Support for skills development and capacity building, provided by the Wikimedia Foundation, affiliates, informal groups, and volunteers within projects
- Policies, procedures and guidelines that apply to individual affiliates, managed by the affiliates, their staff and their volunteers (including Board members, if applicable)
- Furthering of a safe and productive environment in which knowledge can be shared and consumed, where it is not feasible for a local project to do so itself, including:
- Policies, procedures and guidelines that apply globally, managed by the global community and the Wikimedia Foundation
- Policies, procedures and guidelines that apply to individual projects, managed by the projects and their volunteers
- Processes that support user and participant safety, through technical and human resources
- Legal support for individual users, and liaison with local affiliates
- Advocating for legal and regulatory changes that provide greater and safer access to free knowledge
संरचनात्मक समर्थन की अपनी सीमाएं हैं जो अभियान के बाहरी तत्वों से प्रभावित हैं। साथ ही, यह भी जरूरी है कि समर्थन अभियान के आंतरिक मूल्यों एवं संसाधनों से मेल खाती हों।
