Amendment proposal: inactivity review procedure

Hello,
I propose that the inactivity checks for interface administrators be performed as part of the Meta:Administrators/Removal reviews we do each six months. Bundling it there makes sense to me given that even for non-administrators, the maximum inactivity allowed is less than 10 edits in the last 6 months. Since we review administrator inactivity each 6 months too I think it makes sense to bundle the IA activity review there. It'll also help not to forget to do the inactivity checks for this sensitive group.
