Meta:Requests for translation adminship/OwenBlacker

This year, I have become substantially more involved in the Wikimedia LGBT+ User Group and, as a result, I'm putting a fair amount of content onto Meta, which it would be useful to be able to mark for translation myself, so that translation efforts can commence (of which I can do some also, though I recognise that's not a TA thing). As a result, I'd like to request TA permissions, so that I may:
- Add content to Meta then immediately mark it for translation
- Mark changes to translatable User Group content as being ready for retranslation
- Aggregate User Group content into Translation Groups
- Help out with the substantial backlog of pages and page-updates awaiting translation (of which there are currently 188 and 184, respectively)
Obviously the first 3 of these will mainly benefit the User Group (albeit also reducing workload for other Translation Administrators); the 4th will benefit the rest of Meta also.
