Meta:Requests for bot status/Translation Notification Bot

I propose to grant bot flag to this account. The account is part of the Meta:Translate extension and just delivers messages to users that have opted in to the system, and just do so when Meta:Translation administrators orders so. Flagging this account as bot (which is, after all) would help keeping recent changes clean as sending translation notifications involves several hundreds of editors, hundreds of those at Meta-Wiki. Some projects have decided to do this already. Since bugzilla:44210 has been fixed and gerrit:56896 has been deployed, all translation notifications will be sent with this account; and since the bot does not seem to mark the edits as minor, users will continue to receive the "You have new messages" orange bar, as well as an email notification.
