m:Wiki Loves Africa (WLAf) is an annual, two month contest that takes place from the 1st October to the 30th November and is run across the continent. Wiki Loves Africa encourages the ‘crowd’ contribution of local knowledge of heritage, and community cultural profiles for the participating countries through entering media (photographs, video and audio) about their environment onto Wikimedia Commons for use on Wikimedia projects. Wiki Loves Africa particularly encourages participants to contribute media that illustrate a specific theme for that year.
Each year the theme changes and could include any such universal, visually rich and culturally specific topics (for example, markets, rites of passage, festivals, public art, cuisine, natural history, urbanity, daily life, notable persons, etc). In 2014 the theme was Cuisine. In 2015 the theme was Cultural Fashion and Adornment. The theme for 2016 is currently being decided by the community.

Although the project is run at the continental level, some specific actions (training, communications, events, local juries and prize giving, etc.) are held by chosen countries with national organisers.
Wiki Loves Africa's goals and intentions are to:
- Draw attention to, and increase the coverage of, content relating to Africa on the Wikimedia projects.
- Introduce the benefits of, and ability to, contribute to Wikimedia Common to new communities.
- Support new volunteer communities as they work together around an important local project.
- Reward people for contributing the right kind of material to Wikimedia projects.
- Engender pride in local heritages, traditions, cultures and communities across Africa.
The aim of the Wiki Loves Africa project is to provide support for national organisers, and organise the continental layer of WLA. This is done by the continental project team. The goals of the continental team are to:
- Assure the practicability and the legality of the contest.
- Liaise with Wikimedia community to ensure smooth running of the project.
- Support the local teams as they work with local communities and photographers to submit their entries.
- Provide the right frame work and structure to ensure that there is a high level of accountability from the volunteer groups.
- Assure a minimum number of pictures and media that are of high quality.
- Highlight the contest, the events and teams, its result and enhance the communication around all aspects of the contest.

The project is organised by a continental project team who:
- Centralises the competition,
- Assists and supports the national teams,
- Runs the continent-wide communications campaign,
- Organises the continental selection and prizes, and
- Prints the winners and organises a continental exhibition at Wikimania and/or other Wikimedia conferences.
The continental project team edit
The detail of specific activities listed below relate to the work done by the continental team. The continental project team is made up of two project managers - one for Francophone and another for Anglophone territories - and a project administrator who will work on tracking payments, receipts, and financial reporting.

- Maintain communication with international partners including relevant staff at Wikimedia Foundation

National teams in focus countries edit
The national teams are responsible for driving communications and social media around the competition. They will act as the spokespeople in their country, and will host training, upload and wiki-takes events during the competition period. They will be asked to suggest judges for the continental team.
The contest will operate in all African countries. However, special attention and support will be offered by those countries that are keen to create events. Previous host countries have included South Africa, Tunisia, Egypt, Ghana, Côte d'Ivoire, Ethiopia, Morocco, Cameroon, Nigeria, Algeria, Uganda, Tanzania, and Malawi. With the decision on the theme, there will be a call sent out to the Africa-wide community to submit a project plan for hosting Wiki Loves Africa 2016. This year we are encouraging all those who have participated previously to submit their proposals, with an action plan and a budget. The focus countries will be decided jointly by WMF and the team of WLA based on the propositions made by interested countries.
In addition to the usual way of working, the continental project team is requesting that the country national teams receive more money for the contest in 2016. It is hoped that the WMF will agree to funding 10 national teams. This extra money will facilitate the following additional elements that have been requested by the 2015 national teams:
- a coherent and consolidated publicity and marketing plan (including press releases and launches, media interviews, social media presence, etc.)
- more travel and events away from the capital or main city centres
- the ability to offer local prizes for local submissions, and
- the ability to do a post-contest event to incorporate the photos into relevant Wikipedia articles and Wikimedia projects.
Learning from former WLAs edit
The team will naturally take into account lessons learned from Wiki Loves Africa 2014 and Wiki Loves Africa 2016 (see c:Commons:Wiki Loves Africa 2014/Results and best practices and c:Commons:Wiki Loves Africa 2015/Results and best practices). The list below summarises the areas that we are going to focus on or consider this year:
- Time of the contest - end of the year in 2016 (but maybe not exactly Oct-Nov, or maybe not 2 full months, depending on the theme chosen);
- Continental exhibition - there will be an exhibition of the winning photos from 2014 and 2015 at Wikimania 2016. A similar exhibition will be proposed at next year's Wikimedia Conference and any other suitable Wikimedia-based conferences.
- National prizes - an increase in the amount of money requested for local events and actions.
- Independent grant applications - we encourage mature groups to apply either through the competition and event grant or individual grant structures;
- Improve voting tools and platform - Wikimedia France has been approached and agreed to provide tech/admin support if needed; after a few chats, the tool is going to be updated and improved by Ilya;
- Usage of photos within the WM projects -an increase in the amount of money that is being requested will help to facilitate post-contest events to ensure the reuse of photographs submitted to the contest within relevant Wikimedia projects and Wikipedia articles;
- Speed of grant approval process - the change of schedule in the grant system should facilitate issues related to financial management and funds flow.

Target readership edit
- Primarily Wikimedia Commons. As a side effect, Wikipedia, WikiVoyage and Wikibooks are the most likely to be impacted.
- Languages impacted are primarily English, French and Arabic. We also hope that an indirect benefit would come to African languages as well.

What crucial thing will the project try to change or benefit in the Wikimedia movement? Please select the Wikimedia strategic priority(ies) that your project most directly aims to impact and explain how your project fits. Most projects fit all strategic priorities. However, we would like project managers to focus their efforts on impacting 1–2 strategic priorities. Examples of strategic priorities can be found here.
Wiki Loves Africa's goals, as presented above, specifically fits to the Wikimedia Foundation's strategy. Wiki Loves Africa is a contest that rebalances the amount of visual, contemporary coverage there is of Africa on Wikipedia and other Wikimedia projects. As a contest that is curated each year, the project will has and will continued to achieve the Foundation's strategic goals by:
- Increasing reach - the project uses an easy means of contribution, it is designed to grow each year, and by offering different themes per contest, as it explores a new theme, it consistently introduces Wikipedia to new interest groups.
- Increasing participation - the contest breaks through the barriers that currently prevent people in Africa from contributing to Wikimedia projects. It heightens awareness of the educational value of Wikipedia, and drive home the concept that Wikipedia is not just something to passively consume provided by the "west", but that it is locally relevant, and can reflect local reality if local people contribute.
Although the focus is on the first two priorities, ultimately the project will also improve quality. The visual information that currently exists on Africa on Wikipedia is a thin veneer of what is happening (and has happened) on the ground in every country. The project hopes to visually harness some of that rich diversity to add to the understanding of subjects that relate to the continent of Africa.
This project support the key organisational objectives of the Wikimedia Foundation by:
- driving awareness in African countries of Wikipedia as a resource,
- creating galvanising events around which active Wikipedians can work together in each country,
- lowering barriers for contribution by ordinary people across Africa,
- providing guidelines to ensure quality submissions,
- reaching out to professional photographers to ensure quality photos are submitted,
- encouraging local people to contribute, it engenders more trust in our projects by people in developing countries suspicious of "Western" influence,
- creating sustainable processes from the beginning to ensure longevity of this project
- providing a large amount of previously unavailable high-quality culturally specific material on a universal practice
- by ensuring that all material relating to each theme encompasses all aspects of the theme, the material from places across the continent will display and illustrate very specific and subtle differences across Africa
Measures of success edit
Please provide a list of both quantitative and qualitative criteria that will be used to determine how successful the project is. You will need to report on the success of the project according to these measures after the project is completed. See the PEG program resources for suggested measures of success.
Preliminary notes
The contest will welcome media from all African countries (and relevant media from outside Africa). Media includes photographs, videos and audio representations from all over Africa can be entered into the contest. Countries in which a national team has been specifically set up and approved for funding are identified as NTs for grant purpose.
Measures of success for the Wiki Loves Africa Competition
- Aim for an average of 900 media files uploaded to the contest by each NT (this level of contribution is expected to be an average of all the contributing countries)
- Minimum of 9,000 media uploaded from across the continent
- Minimum of 600 uploaders from across the continent
- Minimum of 10 countries to join the contest as NTs
- A minimum of 8 events per country
- A minimum of 1 post-contest entry incorporation event
- 9 months after the contest has ended, at least 25 new users are active contributors (5 edits per month in any of the Wikimedia projects)
- Reuse on Wikimedia projects of at least 10%
Measures of success for the Continental project team
- A grant request is accepted successfully, and a report is produced according to the request.
- A survey is conducted among local organisers, showing high levels of satisfaction with the continental project team (average of ~4 on a five-point Lickert scale).
- A list of improvements is proposed for the following year.
- The African finale is successfully completed.
- The prizes are handed out before end of May 2017, with a possible exception for travel-related prizes.
- Documentation is available for all those organising a local Wiki Loves Africa contest.
- A sound local expenses reporting system has been set up, allowing timely tracking of budgeted versus documented for each NT and public reporting at the end of the project.
Note: In addition to your project-specific measures of success, you will also be asked to report on some global metrics at the end of your final report. Please keep this in mind as you plan, and we'll support you as you begin your project.

Ynternet.org Foundation was created in 1998 on the invitation of Swiss Confederation to facilitate, identify and promote new learning culture within digital environments. In 2006 it changed its status from association to foundation, as an independent body within civil society. Based in the university campus of Battelle (Geneva, Switzerland), it is serving public interest in multilateral projects and private-public partnership. 60-80 contributors each year, including experts, social entrepreneurs and volunteers, are contributing to Ynternet.org mission of promoting responsible behaviours in digital environment. Yorg has been successfully audited for its activities (2013 - 2015), at European level, both as coordinator and partner on two separate EU projects.
The Ynternet.org activities in a nutshell:
- Research and training on digital culture as international institute
- Non profit foundation created in 1998, with support of Swiss Government
- Provides tools and methodologies to reduce social gaps through ICT
- Develops multilateral innovative projects (EU, Erasmus, H2020, World Bank)
- 2007 : regional and national innovation prices for the « 50€ ecoPC initiative »
- Co-piloting over 25 international multilateral projects in less then a decade

- A scientific committee with world leaders in software, hardware, licences, wiki…
- Designing and gardening communities of practices for public and private sector
- Created a Certificate on Advanced Studies with HEG-GE University of Applied Science in Geneva

- Already has buy in from “tbd” country-based Wikipedians that are already ready to begin the process. These Wikipedians are detailed above.
- The project has already been run before, in 2014 and 2015 (we build up on already existing foundations, improving the system each year)
- Elisabeth Coye has agreed to join the team to help develop a sound and transparent financial reporting system. Elisabeth has been working on a freelance basis for several years for Wikimedia France (she still is...) on fundraising matters and is an occasional wikipedian.

- Since 2014, the Wiki Loves Africa has been increasing awareness of the Wiki movement among Africans. In 2015, Over 12 countries took an active part in the project organizing numerous events and creating various content on the Wikipedia platforms. The adventure should be continued.
