Position overview

The Wikimedia CEE Hub is seeking for a dedicated and flexible Community, PR and external communications specialist to support and enhance the flow of communication across the CEE communities, other Wikimedians and the CEE Hub. This role is vital in ensuring up-to-date and accessible information about the state of affairs within the CEE communities while maintaining and improving the Hub’s communication channels.

Working closely with the Program Officer, affiliates, and communities, the Community, PR and external communications specialist will contribute to the delivery of the Wikimedia CEE Hub’s annual work plans. The successful candidate will design and implement effective communication strategies, adapt to diverse cultural contexts, and foster collaboration across the region. Community, PR and external communications specialist will work under direct supervision of the CEE Hub Regional Coordinator

Key Responsibilities / What you will be doing?

Communication Strategy

  • Develop and implement the CEE Hub’s communication strategy, ensuring alignment with the Hub’s goals and regional needs.
  • Prepare presentations and materials to showcase the CEE Hub’s work, progress, and impact at regional and global events.
  • Manage external communication channels, including:
  • Posting regular updates on the CEE Hub’s social media platforms (existing and newly created).
  • Writing and publishing posts for the international Wikimedia community (e.g. for the Diff blog and similar channels).
  • Coordinating the creation and distribution of newsletters and quarterly reports.
  • Regular updating of the CEE Hub’s Meta pages

Community Engagement and Support

  • Act as a primary contact for affiliates’ staff and volunteers.
  • Offer support and guidance to the CEE communities to enhance their communication efforts.
  • Conduct regular meetings with CEE communities (3–4 times annually per community) to ensure consistent engagement and updates.

CEE Youth Group Support

  • Work closely with the CEE Youth group, providing support and ensuring their activities align with the Hub’s strategy.
  • Support the Youth group in the implementation of their communication strategy.

Collaboration and Adaptability

  • Work closely with the CEE Hub Coordinator, Program Officer, and other stakeholders to deliver on program objectives, and measure concrete results.
  • Tailor communication approaches to fit the diverse cultural and operational contexts of the CEE communities.

Qualifications and Skills

Essential

  • Proven experience (3 + years of professional experience) in communications, public relations, or community engagement, preferably in an international or cross-cultural context.
  • Strong writing and content creation skills, with the ability to craft clear and engaging materials for diverse audiences
  • Proficiency in social media management and digital content tools
  • Experience with updating and editing Wikimedia projects like Meta-Wiki (or willingness to learn it)
  • Excellent interpersonal skills, with a demonstrated ability to build and maintain meaningful (and healthy) relationships across communities.
  • Organized self starter, with the ability to manage multiple tasks and deadlines simultaneously.
  • Given that this is an entirely new position, the individual must possess initiative and be prepared to collaboratively develop the role and invent innovative strategies.
  • Proficient command of the English language (minimum proficiency level C1).
  • Willingness to adjust working hours to afternoons or evenings to accommodate the schedules of volunteers (for example, working twice a week from 12:00 PM to 8:00 PM CEE or EET).
  • Occasional travel availability (including weekends).
  • Alignment with the values and goals of the Wikimedia movement is essential, familiarity with Wikimedia projects is preferable

Preferred Skills

  • Knowledge of Central and Eastern European cultures and contexts.
  • Proficient in one or more CEE languages.
  • Experience working with volunteers or nonprofit organizations in the CEE/EE region.

The Wikimedia CEE Hub is a network of communities and Wikimedia affiliates that have been organised in the Wikimedia CEE (Central and Eastern Europe) group since 2011. The goal of this regional hub is to formalize the ongoing collaboration within the CEE region and provide services to support these communities in their work, enabling them to grow as they see fit. We are offering: one year full-time employment opportunity designed for individuals who thrive in a flexible work environment and can align with the Central and Eastern European (CEE) or Eastern European (EE) time zones.

Work Dynamics:

  • Flexible hours tailored to the CEE/EE time zone.
  • Regular working hours will be required during the afternoon, 2-3 times per week, to accommodate schedules of volunteers.
  • Work from home / remote working place.

Employment Terms:

  • Initial contract duration with CEE Hub’s fiscal sponsor Wikimedia Poland: 1 year, with the potential for extension based on performance and organizational needs.
  • The type of contract (and salary/compensation) we are able to offer will depend on the county of residence (e.g. for some CEE countries we can offer a regular employment contract, while for others it can be B2B or employment via a fiscal sponsorship).

Summary

The Wikimedia CEE region currently encompasses more than 35 Wikimedia affiliates and communities, many of which are funded by the Wikimedia Foundation, the organisation that hosts the Wikimedia projects, including Wikipedia. The CEE Hub is a new entity that aims to further develop the goals of the Wikimedia movement generally and more specifically implement the goals of the 2030 Wikimedia Strategy.

The Coordinator will be the main leading and driving force behind building up a support structure for the Wikimedia affiliates and communities of the CEE region. The coordinator's main task will involve designing and managing an organisation that will bring more equity to the region. This entity will aim to implement a subsidiarity model that will bring more self-determination to the staff and volunteers who bring the Wikimedia projects to life.

In your role as Coordinator you will report to the Steering Committee of the Wikimedia CEE Hub (made up of affiliate staff and volunteers) and lead a team that delivers the three pillars of the Wikimedia CEE Hub programme to the communities of CEE.

Key accountabilities/primary responsibilities

  • Leading the implementation of the CEE Hub programme
  • Managing a team of two other staff members to implement the three pillars (Administration, Communication and Programmes) of the CEE Hub programme
  • Reporting to the CEE Hub Steering Committee on a regular basis
  • Connecting and coordinating Wikimedia affiliates, volunteers and like-minded organisations
  • Communicating the development of the CEE Hub within the region as well as across the international Wikimedia movement
  • Connecting with similar hub projects in other regions of the world
  • Designing the next grant proposal by iterating on the current programme and taking the next step in a building a regional Wikimedia organisation

Skills and experience

  • Proven first experience of people management including managing stakeholders’ expectations
  • Experience in delivering programmatic work
  • Experience working in non-profit organisations relying on volunteer communities is a major plus
  • Practical experience of working within the socio-political environment of the CEE region is a major plus
  • Knowledge of international collaboration processes is a plus
  • Experience in writing and managing grant applications is a plus
  • Experience in managing strategy processes involving multiple stakeholders is a plus
  • Work level proficiency in English is required, proficiency in one or more languages of the CEE region is beneficial

Community/capacity building

Wikimedia CEE Hub as part of the Annual plan for this year, it has a programme for community/capacity building in the CEE Region. Chosen communities are Greek/Cypriot and Romanian/Moldovan communities, with which we will work through several specialists for both groups.
