J'ai remarqué sur Commons ta photo du "Parlement de Québec", qui ne représente malheureusement pas le parlement de Québec (on peut le voir plutôt, par exemple, sur la photo présente dans l'article fr:Québec (ville)), mais bien un bâtiment du gouvernement fédéral (i.e. gouvernement du Canada) qui abrite le Manège Militaire (voir, entre autres, ici, ici). Je n'ai pas changé encore la description de l'image, mais de toute façon, il faudrait changer le nom de la photo. Vous savez comment faire? First, you want to read this: OTRS. Then, you have to find around 3 users (not more for now, we have absolutely no requests in portuguese) who are ready to answer the messages. They will need to give a real name. Then, you want to translate those templates, at least those that interest you and you think you will use: OTRS/en (see them in Spanish here and put them on OTRS/pt (create the page). Finally, you will have to write me an email (use the email function here) with: user name/email/real name (first and last name) of the users you want me to create to work on OTRS. Users have to be ready to: do work that is not funny, answer boring emails, or funny ones, commit to not broadcast names, email addresses or any other relevant information concerning the subject they are going to treat in OTRS. I have questions I could find no answering document, and think you the best person to enlighten me ;)

As for two (or three) chapters:

  • Is there any reason so-called "Wikimedia UK" is (or should be) not mentioned on the Wikimedia:Local chapters or other documents?
  • A similar question on so-called Dutch chapter(s) I have ...
  • Either okay or not to mention them on the WMF site, how about a Wikipedia article for "Wikimedia Foundation", which contains local chapters information also. Do you let me know your favorite description on those?

Wikimedia Foundation website: "Local chapter report"

Hi, thanks for your clarification for jd ;) Do you know the WMF website has a page Wikimedia:Local chapter report dedicated for local chapter issue. Anthere created it, and now we are discussing on Comcom how we want to improve the website, but currently there is no strong opposition to keep the current scheme. And personally I think it was a good idea to put a periodical report from areas written by a responsible person on the official website. Specially after we stopped to issue a periodical newsletter concerning the Foundation activities.

I expect you are the best person to care for that page. Or you may prefer to involve Local chapter committee. You might know what the best is. Let me know your ideas about communication related to this area.

The current content seems to me outdated: submitted in October 2005. Newer stuffs, your Europa trip report alike, will be more attractive. In my opinion a report covering Q1 & Q2 of 2006 might fit to that page, but I prefer to know your ideas.

OTRS account for greek wikipedia

Hello, I am a sysop/bureucrat in greek wikipedia. On a recent situation, after some discussion we came to a conclusion that we need an e-mail address, that would allow us to receive e-mails verifying that previously published content is uploaded by the original authors or any author's claim of license. An e-mail for responding to general e-mails would also be very handy, so we probably need an info-el@wikimedia.org instead of permissions-el@wikimedia.org to cover both needs. Users who will respond to e-mails will be some of the sysops. Do we need to create some templates first or it can be done later? Hi! About the image... I'm not sure if i understand the comment you left me on my user page. Apparently I didnt upload that file (this one). Maybe i did upload an older version, i dont remember, but sounds like the thing i would do. Anyway, I'm pretty sure thats a picture from Froissart´s cronics from the type and style. This means that the image falls in the PD-old category. Unless thre was some major change in politics of copyright that i'm not aware of (no sarcasm here! - I dont follow wikimedia's discussions). En tout cas, c'est ce qui se passe depuis longtemps sur wikinews : j'ai l'impression sous Brilbot et sous ma présente IP fixe d'en être l'unique soldat. De Wikinews aux oubliettes

Peu de jours après ce message, Faager et moi-même prenions la porte du projet wikinews et, à moins d'une amnistie présidentielle ;-))) j'ai appris ce matin-même qu'il me fallait quitter définitivement --- ah ces IP fixes --- le wikipédia français où toi et moi étions arrivés ensemble (octobre 2004) et dont nous avions également vécu ensemble en janvier 2005 la première visu la même semaine justement que la naissance que nous jugions hâtive du wikinews en langue française.

Si je t'écris ce n'est pas tant pour échanger des souvenirs d'anciens combattants (d'autant que tu es toujours active), ni évoquer le poëme que je t'avais rédigé, ni même me plaindre d'untel ou d'untel (les sysops ont le droit de se tromper) mais pour te livrer une considération plus générale.

Un tel classement est impitoyable car tous les deux trois mois des personnes que toi et moi avions cotoyées en ont déjà été ôtées, telles que Madame Michu (certes réincarnée en Hégésippe Cormier), Aurevilly, Floreal, Josido et tant d'autres qui (d'où mon titre) tombent littéralement aux oubliettes.

Nous avons eu des contacts très poussés sur Internet avec la majorité d'entre elles et, moi-même, je me souviens avoir eu en vrai face à moi quatre d'entre eux... cinq si j'ajoute le très prolixe FH (François Haffner) qui me rejoint dans ce petit cercle des piliers bannis sans avoir eu le droit de s'exprimer face au Comité d'Arbitrage

Cela fait trop de mois que je ne contribue quasiment plus pour en éprouver encore quelque révolte. Je pense seulement, si Treanna et Nataraja ont eu droit à l'hommage qu'ils méritaient, que la plupart des autres n'ont rien eu, même pas un petit mot pour ces milliers d'heures correspondant à tant d'éditions. N'est-ce pas d'ailleurs l'intérêt de ceux qui sont pour le moment actifs de savoir qu'ils seront par la suite encore quelque peu considérés ? ? ? While it seems to have some support, there seems to be some inertia that must be overcome to get this ball rolling. I'm not sure if you are already in the loop on this, but you seem to be the person on the WMF side who should know what's up.

I have no problem helping with whatever paperwork and legwork which might be needed to get this moving forward. I'm not sure what WMF policy is on funding these startups, but there will be some legal/gov't costs to moving forward which I'd like to understand and get clarification on.

PC magazine en Grece

Bonjour! Pour repondre a ta question sur le DVD Wikipedia: il parait que c'est vrai, en lisant leur site [6]. Le magazine est vendu pour 5E et le dvd est offert gratuitement. Il parait que c'est une version en anglais qui a ete traite par une boite francaise. Je pense que les admins du OTS pourront te donner plus de details. Please, dont talk about it with candidates. It is my test :) - they must give good answers to hard guestions (if journalists will ask them about "troubles"...). But I'm wonder, why on 02/03 every year we fall down (number of active users) - all Wikipedia projects. :( You have right - donations grow up but number of users fall down in this time. And this is the point. There were in Polish media (not only, I think) titles like "Failure of Wikimedia/Wikipedia". In 2006 was the same - grow up in the end of Yanuary and fall down in half of February and in the end of February. It is magic, isn't it? Russian Chapter

I'm one of those who works on the Russian Chapter of WMF. I would like to ask you, is there a list of other chapter activities? I mean, what are tasks that may be solved with registered artificial person? I see the following:

  • Management of content rights:
    • Gathering of written GFDL confirmations from authors (to send them to WMF).
    • Issuing approvals for commercial organisations to allow them to use Wikipedia/etc content.
    • Commercial activity such as printing Wikipedia/etc or publishing on DVD.
    • To represent WMF in courts (subject to additional POA from WMF on per case basis).
  • Promotion of Wikipedia/etc and of free content ideology.
    • Advertising.
    • Organisation of meetings and conferences.
    • Lobbying of Copyleft/other free licenses-friendly changes in legislation.
    • To represent WMF in different forums.
  • Local technical maintainance:
    • Local cashing servers infrastructure.
    • Local service servers (for bots, mailservers, etc).
  • Finances.
    • Mananging donations, fundraisings.

Is there anything serious that I missed?

Wikipedia DVD in Russian

Dear Delphine, the general mood of the discussion on this in Russian Wikipedia community that there are much risk in publishing Russian Wikipedia as is. There are too much articles of low quality, and those that contain copyvio. I'm now promoting a project of the verification of the Russian Wikipedia articles for reliability and legality. My previous negotiations with a potential publisher is a one of roots for this verification project. If you are interested, I could write more details. Norwegian chapter guidelines

The Swedes are discussing creating a chapter (again). I am not at all sure anything will become of it, but because there is an old try to create bylaws, that missed some important points (and because of some possible trolling) we need to create a good example of possible bylaws. Taking Wikimeda Norway's bylaws as a model sounds like the most obvious way to go about it, at least to me. Therefore I wonder, do you have any comment on the Wikimedia Norge bylaws? Anything that the WMF is likely to frown upon, if we copy it? What about paragraph 2, "The mission of Wikimedia Norge is to strengthen Wikimedia projects in Norwegian and Sami languages"? // habj 10:58, 14 July 2007 (UTC)Reply

Please see my comments here. As a general rule of thumb, I suggest not copying from one country to the other, but rather take a standard local bylaw set for a non-profit organisation and adapt it to Wikimedia needs. I personally find parts of the step by step guide, esp. the part about bylaws, confusing. It sounds to me like it is written with the kind of countries in mind where you have to create a corporation and then have it declared non-profit.
I don't really think there is such a thing as a written standard local bylaw set for a non-profit organisation/membership org, except maybe regarding very very basic things; it is very much traditions of what is practical rather than legal necessity. I suspect Norwegian traditions when it comes to membership organisations are very similar to Swedish ones, which is why it is logical to look across the border to this very close neighbour. Actually, some of the things you comment on in their bylaws - such as specifying month of the year when the annual meeting/general assembly should be held - is very much local standard. I have never seen a membership organisation where this was not specified in the bylaws. Some other things, such as suspending membership if someone speaks ill of the organisation, are also very much standard but kind of misplaced here since "Wikipedia" was added along with "Wikimedia Foundation" confusing the role of the chapter.
Anyway, the bylaws are probably put on ice for now which I think is for the best. Thank you for input! I very much agree on the suggestion to add "specifically" (if any specification on languages at all). Overall, your comments were useful reading. // habj 18:14, 17 July 2007 (UTC)Reply
Well, I suppose most countries have a specific law that regulates the founding of non-profits or non-profit-like organisations, which usually differs from normal corporate law. Our advice to follow one country's law rather than copy/paste from one set of bylaws to the other comes from the fact that specific requirements in the frame of the law might vary from country to country. What we mean by this is you're probably better off copying Greepeace's Swedish bylaws, or SOS Children's Swedish bylaws and adapting them to Wikimedia than taking Wikimedia Taiwan's or Wikimedia France's bylaws and trygin to adapt them to your legal structure. Of course, in the case of Norway and Sweden, the difference might be less.
As for such comments as that about the month of the year, it is more of a practical comment than a necessary comment. My experience in non-profit management across borders tells me that unless the month is a local legal requirement, you're better off leaving it out to start with ;-). If I have learned one thing while working in this field for the past two years, it is that the KISS principle is sometimes the best way to go.
What I am trying to do altogether though, is make sure that people take the question of chapter the right way around. ie. Founding a chapter is not "opening yet another wiki" but it is something which has roots in real life, legal frames and local culture and which should adapt to all of those, while keeping in mind the overall goal, ie. supporting Wikimedia projects and free knowledge.
