What is going on here with my first visit to Meta-Wiki, and getting blocked for "vandalism", when there has been zero vandalism?

Yep. Removing talk page access too. Prior activity as well as the requested rename to "Pierre Delecto" provides ample reason to believe their sole intent is to troll. Vermont (talk) 03:47, 25 January 2020 (UTC)
