This block is on a IPv4 block of /16, it is not solely on this IP address. I will also note that it is across the whole of WMF, not just at this wiki. So this needs to be addressed for the whole range, and that is unable to be done here on this page. Please read special:mylanguage/Global blocks/FAQ and SRGP and follow the advice about contacting stewards. The statement about the use of a VPN anonymiser looks sound, and it may be something of which you are unaware.
