We have a Strategic Direction, recommendations and principles to guide future change for the Wikimedia movement as a whole. Now we need to figure out how we make that change happen so decisions are made and action is taken in collaboration with the people and communities impacted by them, through a Transition into implementation. After identifying priorities for implementation and organizing several major discussions, the movement strategy is currently moving to implementation.
From October to December 2020, Wikimedia communities, affiliates and the movement Strategy Support Team organized about 50 events to prioritize the recommendations, choosing the initiatives (outcomes from each recommendation) that felt important for the community in the future. As a result of those events as well as a major “Global Conversations” event in November, eight major initiatives and initiative clusters (a grouping of several initiatives) were chosen as priorities for the implementation.
During December 2020 to February 2021, the top eight initiative clusters, which were given nicknamed from cluster A to cluster H, were further discussed in a series of “follow-up events”. Additionally, one major event was particularly dedicated for discussing the cluster A initiatives (those related to Wikimedia governance, including: the Movement Charter and the Interim Global Council). The results of the event were published in a detailed report on Meta, which included several options for proceeding with the implementation of the Movement Charter and the Interim Global Council. We lost the chance to work on this transition to implementation together in-person at the Wikimedia Summit. Yet we gained an opportunity to include a higher number and a more diverse profile of participants. Engaging with online contributors, technical developer communities, and smaller user groups in the planning process will be a key priority.
Successful virtual engagement with a high number of diverse participants can be challenging. A Design Group was convened to help prepare for the virtual transition discussions. This group consisted of community members reflecting different parts and perspectives of the movement (see selection criteria). The Design Group put together the high-level plan for the Transition prioritization events and the Global Conversations.
